New in the notification form for the arrival of a foreign citizen in Russia - what has changed in 2021

The new notification form for 2021 has undergone the following changes:

  1. A column has been added to indicate the telephone number of a foreign citizen who has arrived in the Russian Federation (1 in the figure).
  2. The column where the telephone number at the place of registration was indicated was removed.
  3. The column for the date of departure on the detachable part of the notification form has been removed.
  4. The number of lines in the blocks has been increased: about legal representatives and previous address of residence (in the figure - 2, 3).
  5. The number of cells where the foreigner’s residential address was indicated in the tear-off coupon of the form (4 in the figure) and on the back of the form (5 in the figure) has been adjusted.
  6. The cells for indicating the TIN of the receiving party have been moved to the right side (6 in the figure).
  7. The line “Actual address” is now called “Organization address” (7 in the figure).
  8. A place has been added for the details of the contract and other documents for the right to use housing by the receiving party (in the figure - 8).

Form 1 contains the following information:

  • the exact name of the authority where the paper is addressed;
  • Full name of the applicant, date of birth;
  • the full address of the point where the guest of the region came from;
  • legal representative (if a minor child is temporarily registered) - name of status, as well as full name and passport details);
  • start and end dates of registration;
  • Full name of the person who gave the go-ahead for guests to be registered in their home;
  • basis for temporary registration;
  • the address where the arriving citizen will live;
  • passport details of the applicant, below – his signature (or legal representative);
  • date of filling f. 1;
  • signature of the owner of the home and details of his passport;
  • signature of an official confirming the identity of the author of the document and the owner of the apartment, house, date, and seal of the institution;
  • the decision taken by the management of the registration authority regarding the temporary registration of the applicant, date, signature of the official.

Below there is a place to enter the number of the certificate of temporary registration (in case of a positive decision). If the applicant is registered and a certificate of this is issued to him, then the number of this document will be entered in the free, specially designated space on the form.

Rules for filling out the notification form for the arrival of a foreigner in Russia

  1. You can fill out the notification form on a computer if you fill out the document online or saved in a file on your PC, and manually if it is a paper form.
  2. Fill out the form with a ballpoint pen with black or blue ink.
  3. The shape of letters and numbers is presented as an example on the form itself.
  4. The column is always filled in from the first cell - do not leave the first cell empty!
  5. Each cell must contain only one letter or number. Between words, if a space is needed, you need to leave one cell empty.
  6. The document must not contain errors, omissions or corrections. You cannot use a stationery proofreader. If there are any inaccuracies or marks, you must replace the form with a new one and start filling it out from the very beginning.

Perhaps they will soon allow you to abbreviate words when filling out a form, or write an abbreviation. In the meantime, we do not recommend filling out information by abbreviating it - the document may not be accepted and you will waste time. Write all words in full, without abbreviations or letter symbols!

When accepting the document, the main part of the form remains in the migration department of the Ministry of Internal Affairs, and the tear-off counterfoils are given to the foreign citizen.

How to obtain a certificate of temporary registration


The legislation obliges absolutely all citizens living outside their place of registration for more than 90 days to issue a document confirming temporary registration. No marks are placed in the citizen’s passport. But at the same time, form No. 3 is drawn up, which is an insert. You must remember that without a passport it is not valid. It is the form that confirms temporary registration. Citizens of the Russian Federation who have permanent registration must also apply for temporary registration at their place of stay. In this case, registration at the main place of residence is not cancelled.

To obtain a certificate, you must contact the nearest FMS department at the place of temporary registration. All citizens have the right to move freely throughout the country. However, you are not allowed to live for more than 90 days outside your place of permanent registration. In essence, registration of temporary registration means informing the relevant authorities about your movement.

Having received temporary registration, a citizen receives a number of rights:

  • formalize loans;
  • place children in school and preschool institutions;
  • receive social benefits;
  • work;
  • use medical services;
  • receive the status of a socially vulnerable citizen.

You can also register temporarily on the State Services portal. To do this, you need to go to the official website to register on it. As a rule, a code is sent to your phone or email as confirmation of the creation of your personal account. To be able to use all the services of this portal, you must provide your passport information. The veracity of the entered information is checked automatically.

After registering on the portal, you need to select the “Public Services” tab, follow the “Federal Migration Service” link, and select “Registration at the place of stay.” Here you will be presented with the form in electronic form. It is completely identical to the paper version. After attaching scans of the required documents, submit your application for verification. After checking it and entering it into the FMS database, the applicant will receive a message indicating the date and time of arrival at the migration service department to receive a paper form confirming temporary registration.

Main conditions


To receive the form, you must ensure that it is filled out correctly. The following information must be present here:

  • applicant's passport details;
  • information about the citizen in whose area the applicant will temporarily reside;
  • the period for which temporary registration is required;
  • the address that is the applicant’s permanent place of residence;
  • desired method of receiving the document;
  • date of application and signature.

A document confirming temporary registration is issued for a period of up to five years. The minimum registration period is three months. For foreign citizens, the maximum period is twelve months. That is why foreigners staying in the Russian Federation annually renew their registration.

Often there are already registered people in the home who are not its owners. In such situations, special attention is paid to the presence of the property owner. If he is unable to arrive in person, he must provide his written consent to registration. However, for this, permission will need to be first certified by a notary. If a minor is registered at the address where his parents are already registered, the personal presence of the owner is not required.

The certificate itself does not have legal force. That is why it must be presented along with your passport. When the expiration date of the document arrives, the temporary registration is automatically canceled. To do this, there is no need to formalize the “closing” of the document. In the event that you do not need to use a certificate confirming temporary registration, it is simply not used anywhere.

Rules for filling out the registration form:

  • The form must be filled out exclusively in Russian;
  • All lines of the document must be completed;
  • when entering information, you must adhere to the norms and rules of the Russian language;
  • To fill out the document, you should use only printed characters;
  • mistakes, crossing outs and various blots are not allowed here;
  • refrain from using pencils and colored ink. Fill the document with dark colored paste;
  • If temporary registration is issued for several people at once, then this document must be issued for each of them.

The completed form is submitted for verification to an official who is an employee of the Federal Migration Service. After the check, the responsible employee puts his signature on the form with a transcript and indicates his position.

Is it possible to apply online?

Through the Internet

In 2021, only hotels, sanatoriums, holiday homes and other institutions can send a notification online through the Unified Portal of State Services. At the same time, they must have:

  • verified account on EPGU;
  • qualified electronic digital signature;
  • ID of the supplier (institution) and user of the IS Ministry of Internal Affairs (they are received after signing an agreement with the Main Directorate for Migration on electronic interaction. Users are employees responsible for transmitting information to the migration service. For each of them, a sample power of attorney for registration of foreign citizens is filled out).

The online form corresponds to the notification form. Scanned copies of the guest’s passport (his representative), migration card, visa (if available) are attached to the application form.

Who can apply and complete registration for foreign persons?

  • An individual of the Russian Federation who owns residential premises;
  • A legal entity of the Russian Federation can register in its own or rented premises;
  • State bodies Russian authorities or local authorities;
  • Citizens of another state who are already registered in Russia, have a residence permit, or their own real estate;
  • Highly qualified foreign specialists living in Russia;
  • An organization or representative office of another country that provides living conditions for its employee.

Why do they register?

Upon arrival of foreign citizens in Russia, regardless of the length of stay and purpose of arrival, they are required to register each time.

If a foreigner plans to stay on the territory of the Russian Federation for more than 3 months, he needs to obtain a short-term residence permit.


When leaving the Russian Federation, a foreigner must inform the regional migration service about this by sending there a tear-off stub.

Notification of the arrival/departure of a foreigner provides the Russian Federation with control over their movement. The process of monitoring foreigners upon entry into the Russian Federation is used to maintain migration standards.

New forms of notification of the arrival of a foreign citizen

Since 2021, new regulations for registering foreign persons at their residence address and maintaining records at their location have come into force. In fact, the regulations have remained virtually unchanged. The sign was changed from the FMS to the Ministry of Internal Affairs. However, modern regulations have adopted a new template for the notification form of the arrival of a foreign guest at the location address.

The modified form template will be used from 01/01/2021. In this template, more attention is paid to the correspondence of the address of the foreign guest with the information displayed in the property form.

Additionally, two large fields have been installed, but it is not yet clear why this was done. Apparently, in one of the fields the expressions “possession”, “plot” will be displayed, as reflected in the property form, and in the other field - “office”, “apartment”, “room”.

In addition, for an institution that is the receiving party and operates without a seal, it is allowed to draw up a document without affixing a seal.

Fines

Article 18.9 of the Code of Administrative Offenses of the Russian Federation is devoted to the liability provided for violation of migration legislation. It contains a list of violations related to the stay of foreign citizens and stateless persons in Russia, and includes fines in the amounts:

  • from 2000 to 4000 rubles - for individuals;
  • from 40,000 to 50,000 rubles - for officials;
  • from 400,000 to 500,000 rubles - for legal entities.

Thus, ignoring the requirements of current legislation in the field of migration entails significant penalties.
