One of the tools aimed at increasing natural population growth is the payment of lump sum benefits upon the birth of a child. This legal area is regulated by the Federal Law “On State Benefits for Citizens with Children” dated May 19, 1995 N 81-FZ. Let's take a closer look at the benefits received at the birth of a child.
Benefit assignments in early pregnancy
Benefits for expectant mothers who are registered with a medical institution in the early stages of pregnancy are assigned and paid in accordance with several regulations:
- Federal Law No. 81-FZ of May 19, 1995 “On state benefits for citizens with children” (hereinafter referred to as Law No. 81-F3);
- Order of the Ministry of Labor of Russia dated September 29, 2020 No. 668n “On approval of the Procedure and conditions for the appointment and payment of state benefits to citizens with children”;
- Federal Law of 07.08.2000 No. 122-FZ “On the procedure for establishing the amounts of scholarships and social benefits in the Russian Federation”;
- Federal Law of July 16, 1999 No. 165-FZ “On the Basics of Compulsory Social Insurance”.
The benefit in the early stages of pregnancy is one-time. It is paid together with maternity benefits.

As planned, the gynecologist refers the expectant mother to an endocrinologist, an ophthalmologist, an ENT specialist, and a antenatal clinic therapist. This is necessary in order to understand whether a woman can bear a child, whether she has serious illnesses or contraindications to natural childbirth.
You need to visit the therapist and dentist four times. You will have to make an appointment with an otolaryngologist and an ophthalmologist twice.
Who is eligible for benefits in 2021
In accordance with the current provisions of the laws, the following can apply for benefits for registration in the early stages of pregnancy:
- Women insured in case of temporary disability and in connection with maternity. Simply put, women who work (serve) officially and for whom they pay contributions to compulsory social insurance.
- Women who worked (were insured), but were dismissed due to the liquidation of the employer-organization or upon termination of the activities of the employer-individual entrepreneur, as well as employers-individuals engaged in private practice: notaries, lawyers, etc. - within 12 months preceding the day they were duly recognized as unemployed.
- Women studying full time on a paid or free basis in educational institutions of primary vocational, secondary vocational and higher vocational education, in institutions of postgraduate vocational education.
- Women performing military service under contract, serving as privates and commanding officers in internal affairs bodies, in the State Fire Service, in institutions and bodies of the penal system, in agencies for control of the circulation of narcotic drugs and psychotropic substances, in customs authorities .
- On 01/01/2015, the Treaty on the Eurasian Economic Union dated 05/29/2014 came into force, the parties of which are the Russian Federation, Belarus, Kazakhstan and Armenia (Kyrgyzstan joined on 08/12/2015). According to the terms of the Agreement, citizens of these countries have the right to receive all types of compulsory social insurance benefits in case of temporary disability and in connection with maternity from the first day of work in the Russian Federation. Moreover, this right does not depend on whether they are temporarily staying, temporarily or permanently residing on the territory of the Russian Federation. Employers must pay insurance contributions to the Social Insurance Fund for them in the same amounts as for Russian citizens. Therefore, for the purposes of assigning benefits in the Russian Federation, citizens of the listed states are considered insured persons.
If a woman does not fall into one of the categories mentioned above, she is not eligible for payment.
Features of providing services in electronic form
State services in electronic form are provided only to an authorized user of the gu.spb.ru Portal. Authorization on the Portal is carried out using an account in the Unified Identification and Authentication System (hereinafter referred to as the Unified Identification and Authentication System). The login and password of the ESIA account for authorization on the Portal coincides with the login and password used to enter the Unified Portal of State and Municipal Services (www.gosuslugi.ru).
The necessary personal data of the recipient of the service, submitted during registration in the Unified Identification and Identification of Ukraine (full name, date of birth, identity document details, SNILS, Taxpayer Identification Number, contact information), after authorization on the Portal, are automatically entered into the electronic application form (manual entry is not required).
To receive the service in electronic form, the recipient of the service must personally log in to the Portal gu.spb.ru.
If it is necessary for the recipient of the service to appear at the OSZN, an authorized person or legal representative has the right to represent his interests.
The electronic service is provided if the applicant has an email address.
When filling out the electronic application form, you must first read the description of the service in the appropriate section.
It is important to determine the existence of a legal right to receive a service, including the case (condition) of its receipt and the category of recipient of the service (if any).
It is recommended to prepare scanned images of documents in advance.
The maximum file size (scanned image of a document) for adding to an electronic application is 3 MB, the number of document parts is not limited.
Acceptable file formats (scanned images of documents): jpg, jpeg, tiff, pdf, zip, rar, doc, xls, docx, xlsx.
An electronic application is generated on the Portal after filling out the appropriate fields on the electronic form. Additional attachment of an electronic application in the form of a scanned image of the document is not required.
Features of filling out the electronic application form:
- Data entry into the fields of the electronic application form is carried out step by step; after filling out the information at any step, you can use the “Next” button or go to the desired step of filling out the form by clicking the button with the corresponding step number;
- If, in the process of filling out the fields of the electronic application form, errors in the input format are made or mandatory fields (marked with an “*” sign) are not filled in, the number of the corresponding step is colored red, and the fields of this step containing an error are highlighted. It is not possible to submit an application in this case (The message “Error” is displayed). To continue filling out the form, you must enter correct information.
If it is necessary to interrupt filling out the electronic application form and log out of the Unified Identification and Logistics account on the Portal before submitting the application, the applicant can save the entered data at any step (the “Save” button). This is convenient for resuming the procedure for filling out an electronic application at any time from the point where the process was interrupted and exited from the ESIA account. A “Draft Application” for this service is automatically created, a number and name are assigned to it, and a saving date is recorded. You can assign a title to the draft yourself, if necessary.
When you enter the Portal after authorization in the Unified Identification and Autonomous Authorization, you can enter the “Application” subsection of your Personal Account, select the “Draft Applications” tab, find the required draft and continue filling out the electronic application form.
After three months from the date of the last change, the draft application is automatically deleted.
After submitting an electronic application through the Portal, the applicant is informed about the progress and result of the provision of the service using electronic notifications, which indicate the status of consideration of the electronic application and comments from authorized government officials (if necessary).
The applicant can gain access to information about the progress and result of the provision of the service:
- in your Personal Account on the Portal (section “Application” - “Application History”);
- in the mobile application “Public Services of St. Petersburg” (service “Checking the status of an application”);
- by sending notifications to the specified email address.
An applicant authorized using the Unified Identification and Automation System is provided with the opportunity to receive brief information about the current status of consideration of the application, view and save electronic notifications sent by the authority using their own technical means, as well as the result of the provision of the service in the form of an electronic document.
A scanned image of a document is a file obtained on a scanner or digital camera as a result of scanning the original document.
The document can be divided into parts and named accordingly for the user's understanding, for example, Document X - part 1, Document X - part 2, etc.
If it is necessary to appear directly at the department of social protection of the population of the Administration or a division of the St. Petersburg state government institution “Multifunctional Center for the Provision of State and Municipal Services” of a representative of a citizen entitled to receive public services, additionally submit:
- Identity document of the applicant's representative.
- A document drawn up in accordance with current legislation, confirming that the representative has the right to act on behalf of the applicant, and defining the conditions and boundaries for the implementation of the representative’s right to receive public services, including:
- a power of attorney certified by a notary or certified in the manner prescribed by paragraph 2 of Article 185.1 of the Civil Code of the Russian Federation. When providing a power of attorney certified by a notary or certified in the manner prescribed by paragraph 2 of Article 185.1 of the Civil Code of the Russian Federation, which contains information about the details of the applicant’s identity document, provision of the original document identifying the applicant or its notarized copy is not required;
- power of attorney executed in simple written form. The recommended form of power of attorney, made in simple written form;
- a document confirming the right of the legal representative to act on behalf of the applicant (birth certificate, decision of the guardianship and trusteeship authority to establish guardianship or trusteeship;
- a document confirming the right of the legal representative (representative) to act on behalf of the applicant (birth certificate, resolution of the guardianship and trusteeship authority on the establishment of guardianship or trusteeship (in relation to citizens under guardianship or trusteeship or placed under supervision in educational organizations, medical organizations, organizations providing social services, or other organizations, including for orphans and children without parental care), an act of the executive authority of a constituent entity of the Russian Federation on the appointment of the head of an organization for orphans and children without parental care (for state organizations), an act of the founder appointing the head of an organization for orphans and children left without parental care (for non-governmental organizations).
A power of attorney may be provided, drawn up in simple written form and not requiring additional identification, subject to the mandatory presentation of the original or a notarized copy of the identity document of the recipient of the service.
Certificate required
To receive early pregnancy benefits, you must obtain a certificate from a medical institution. It is drawn up in any form, but certification by the issuing medical institution is required.
You can provide a certificate together with documents for receiving maternity benefits, or you can provide it separately . When submitting documents at the same time, both benefits will be paid at the same time. If the documents were submitted later, the benefit for registration in the early stages of pregnancy must be paid no later than 10 days from the date of registration of a certificate confirming this fact.
Benefit amount
The one-time benefit for women who registered in the early stages of pregnancy is 675.15 rubles (can be indexed from February 1, 2021).
In regions where increasing regional coefficients have been established, the amount of the benefit should be increased by the amount of the regional coefficient.
In some regions there are additional programs to support motherhood and childhood. For example, if you are registered and live in Moscow, then you have the right to receive an additional increase in benefits - you will pay an additional 634 rubles upon confirmation that you were registered at up to 20 weeks of pregnancy.
If maternity leave was issued before February 1, 2021, the benefit will be assigned in the amount of 675.15 rubles. If the date of sick leave is February 1, 2021 or later, the benefit is paid in a different amount - taking into account the indexation coefficient.
Registration for pregnancy up to 12 weeks of payment 2020
The basic size is 300 rubles. However, taking into account the indexation carried out every year in 2021, this amount is equal to 680.39 rubles . If a family is expecting twins or triplets, benefits are due to each child born.
Employed women receive the payment of the benefit in question together with the payment of maternity benefits, or as a supplement to their salary.
Students - in the form of an additional payment to the scholarship, unemployed citizens receive government assistance at the nearest social security offices at the place of registration or residence.
For residents of certain regions (the Far North and equivalent regions with special climatic conditions) and some constituent entities of the Russian Federation, there are special regional coefficients or separate regional payments for additional social support.
Documents for applying for benefits and places of payments
As a general rule, there is no need to write an application for early pregnancy benefits. All you need is a certificate that confirms that you are registered at the required date.
The woman applies this certificate and document confirming her incapacity for work during pregnancy and childbirth:
- to an educational institution - if a student;
- at the place of work (service) - if the working (employee) woman;
- to the territorial social security authority at the place of residence - if you are unemployed and entitled to benefits.
Note!
A woman who is unemployed at the time of applying for maternity benefits is entitled to only one type of benefits - either maternity benefits and an additional payment for early registration, or unemployment benefits. You can't have both. You need to choose what exactly should be paid and notify the social security authority about it.
In principle, at the stage of transferring documents to the person who will assign the benefit, the registration process on the part of the expectant mother is completed . All that remains is to wait for the benefits to be paid.
Let's consider an exception: if a woman is an individual entrepreneur and before pregnancy regularly paid contributions to the Social Insurance Fund for a year or more, a certificate from the antenatal clinic must be submitted to the same Fund for the calculation of state payments.
Procedure
Procedure for the applicant
- Study the description of the service in the corresponding section of the Portal.
- Follows the link to the on-screen application form on the Portal (hereinafter referred to as the electronic application form).
- Passes authorization on the Portal through the ESIA.
- Fills out an electronic application form, including information necessary and mandatory for the provision of the service.
- Attaches scanned images of documents to the electronic application form.
- Confirms the accuracy of the information provided (sets the appropriate mark in the electronic application form).
- Sends a completed electronic application (clicks the appropriate button in the electronic application form).
- Receives a notification on the Portal in the “Personal Account” and by email confirming that the application has been sent, as well as other notifications generated by the OSZN.
- Saves the notice for printing if necessary.
- Carries out further actions in accordance with the information specified in the received notifications generated by the OSZN.
A decision to refuse to grant a state benefit is made in the following cases:
- Appeals from citizens of the Russian Federation, foreign citizens and stateless persons whose children are fully supported by the state.
- If the application for benefits follows later than 6 months, respectively, from the date of the end of maternity leave.
- Departure of a citizen of the Russian Federation for permanent residence outside the Russian Federation.
Dear applicants! Currently, electronic applications are sent to the administration of the St. Petersburg district, which you specified when filling out the electronic form at the “Registration address in St. Petersburg” step. If you need to send an application to the administration of a district of St. Petersburg that is different from your registration, please use an alternative method of receiving the service (MFC, traditional order).
Procedure for the authorized organization
Authorized person of the OSZN Administration:
- Checks the availability of electronic cases received from the Portal at least once a working day (a set of electronic documents goes from the Portal to the automated information system “Electronic Social Register of the Population of St. Petersburg” (hereinafter referred to as ESRN).
- Examines received electronic cases, including scanned images of documents (graphic files) attached by the applicant.
- Supplements the received set of documents (if necessary) with information from the ESRN.
- Sends interdepartmental requests to another body (organization) for the provision of documents (information) necessary for the provision of public services (which are at the disposal of other executive bodies of state power (organizations), federal executive bodies and bodies of state extra-budgetary funds, local governments of St. Petersburg, organizations subordinate to them, as well as which the applicant has the right to present on his own initiative).
- Receives answers to interdepartmental requests, supplements the set of documents received as part of the electronic file.
- Informs the applicant (by setting electronic case statuses, generating comments (if necessary), attaching electronic documents), for example:
- on the need for the applicant to appear at the Administration (if necessary);
- on the progress of the provision of public services, indicating the applicant’s further actions (if necessary);
- on sending interdepartmental requests;
- about the decision made (provision or refusal to provide a public service); the notification of the decision must contain an attachment in the form of a scanned image of the document on the decision made (order, extract from the order, letter of refusal) and/or the text of the decision;
- on other actions provided for by the regulations for the provision of services. The applicant receives a notification about the change of status to the email address he specified, and can also view the information in his Personal Account on the Portal.
- Makes a decision to provide a service (positive decision) or to refuse to provide a service (negative decision).
- Informs the applicant about the decision made by the Administration in the form of an electronic document - by sending it to the email address specified by the applicant and through the Portal.
- If a positive decision is made, it sends the applicant’s personal file to the St. Petersburg state government institution “City Information and Settlement Center”, which transfers funds to the applicant’s account in credit institutions or through the Federal Post Office at the place of residence (stay) in accordance with data specified in the application.
- If a negative decision is made, it sends the applicant a letter of refusal indicating the reason for the refusal.
Innovations for 2021 when paying benefits through the Social Insurance Fund
From 01/01/2021, all regions of Russia switched to direct payments of benefits from the Social Insurance Fund. The corresponding law has been adopted - Federal Law No. 478-FZ dated December 29, 2020.

Thus, from 2021, the rules of direct payments are applied throughout Russia for the assignment and payment of benefits.
In order for the employee to receive the benefits due to her, she now submits all the necessary documents to her employer.
The employer transfers the documents received from the employee within 5 calendar days to the Social Insurance Fund branch at the place of its registration. They are accompanied by an inventory of the documents being transferred. The inventory form was approved by order of the Social Insurance Fund dated November 24, 2017 No. 578.
The method of transferring a set of documents depends on the average number of employees of the organization. So, if it does not exceed 25 people , documents can be submitted on paper . When the average number of employees is 26 or more , only electronic communication channels are used. In this case, the information necessary for calculating benefits is submitted in the form of an electronic register. The form of this register and the procedure for filling it out were approved by Order No. 579 of the Social Insurance Fund dated November 24, 2017.
Results
- Payments are due not only for the birth of a child, but also in the event that you register with an antenatal clinic during pregnancy up to 12 weeks.
- Of course, the amount of payments is small, but any funds will be useful.
- Payments for registration up to 12 weeks of pregnancy are usually made simultaneously with the payment of maternity benefits. However, if you submitted documents for the first benefit later, then the payment will be later.
- Starting from 2021, benefits will be paid through the Social Insurance Fund.

Preferences according to regional laws
Additional payments for pregnant women are established, if necessary, by all regions of the Russian Federation, not only Moscow and St. Petersburg.
