Rosstat has updated the forms of federal statistical monitoring of agriculture and the natural environment. When submitting these reports, you should remember that if the last day of the deadline for submitting reports falls on a non-working day, the end date of the deadline for submitting reports is the next working day (Resolution of the State Statistics Committee of the Russian Federation dated 03/07/2000 No. 18).

Form No. 4-OS

Annual form No. 4-OS “Information on current costs of environmental protection and environmental payments” for 2021 must be submitted by legal entities (including bankrupt organizations that have entered bankruptcy proceedings, as well as branches, representative offices and divisions of foreign organizations operating in the Russian Federation) and individual entrepreneurs who:

• have treatment facilities;
• carrying out environmental protection measures (independently or in the form of consumption of third-party environmental services);
• pay a fee for negative impact on the environment.

The form is not submitted:

• legal entities and entrepreneurs who have long-term licenses for the use of game animals or who have entered into hunting agreements with the executive authority of a constituent entity of the Russian Federation;
• legal entities that are in charge (management) of specially protected natural areas (SPNA).

According to the new rules, if in the reporting period there was a reorganization, a change in the structure of a legal entity, a change in the methodology for calculating indicators, or significant changes in the volume of current costs for environmental protection, or fees for negative environmental impact compared to the previous year, then this information must be given in the explanation to the report.

The previous form No. 4-OS, approved by Rosstat order No. 344 dated July 28, 2015, will no longer be valid.

Form No. 2-TP (air)

Annual form No. 2-TP (air) “Information on the protection of atmospheric air” for 2021 should be submitted by 01/23/2017 to legal entities (including bankrupt organizations that have entered into bankruptcy proceedings, as well as branches, representative offices and divisions operating on territory of the Russian Federation of foreign organizations) and individual entrepreneurs who have stationary sources of emissions of pollutants into the air (including boiler houses), regardless of whether they are equipped with treatment plants or not:

• with a volume of permitted emissions of more than 10 tons per year;
• with a volume of permitted emissions from 5 to 10 tons per year inclusive, if the emissions contain air pollutants of hazard class 1 and (or) 2;
• based on actual emissions using the same criteria as for persons with permits.

According to the new rules, when filling out the form, control and instrumental measurements, operational and adjustment tests, the development of draft standards for maximum permissible emissions and other activities, the implementation of which is not directly related to the reduction of emissions of air pollutants from stationary sources, are not taken into account.

The previous form No. 2-TP (air), approved by Rosstat order No. 344 dated July 28, 2015, will no longer be valid.

Forms No. 1-LH and No. 12-LH

Annual form No. 1-ЛХ “Information on forest reproduction and afforestation” for 2021 must be submitted by 01/16/2017 to legal entities (including bankrupt organizations where bankruptcy management has been introduced) and individual entrepreneurs carrying out activities for forest reproduction and afforestation:

• on forest lands (in forests, the exercise of powers for the reproduction of which has been transferred to the state authorities of a constituent entity of the Russian Federation);
• lands of other categories (on forest plots located on protected areas of federal, regional and local significance; on defense lands in federal ownership; on lands not related to the forest fund and owned by constituent entities of the Russian Federation; on lands owned by municipal education), including in areas subject to radioactive contamination.

The new edition of form No. 1-ЛХ has been shortened - lines that had numbers 04, 13, 14, 30, 31, 46 - 51, 55 in the previous form have been excluded. Accordingly, arithmetic and logical controls have been clarified.

Annual form No. 12-LKH “Information on the protection of forests” for 2021 should be submitted by January 16, 2017 to legal entities (including bankrupt organizations that have been subject to bankruptcy management) and individual entrepreneurs carrying out measures to protect forests from pests:

• on forest lands (in forests, the exercise of powers to protect which has been transferred to state authorities of a constituent entity of the Russian Federation);
• lands of other categories (on forest plots located on protected areas of federal, regional and local significance; on defense lands in federal ownership; on lands not related to the forest fund and owned by constituent entities of the Russian Federation; on lands owned by municipal education).

According to the new rules, when filling out forms No. 1-LH and No. 12-LH:

• tenants of forest plots submit reports in accordance with the forest development project for the activities carried out in the reporting year on forest reproduction, afforestation and forest protection both on leased forest plots and on subleased plots;
• in case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, the separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at its location separate division.

Instructions for filling out the Appendix to Form N 1-СХ (balance sheet)

Information according to the Appendix to Form N 1-СХ (balance sheet) is provided by legal entities purchasing, storing, processing grain and other operations with grain, except for agricultural producers.

A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

The completed form is submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where it actually carries out activities.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity (including in separate divisions).

The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated; for separate divisions that do not have a legal address, the postal address with a postal code is indicated.

The legal entity enters the OKPO code in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to enterprises by the territorial bodies of Rosstat. For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.

In gr. 4 reflects the total amount of grain used for processing. Column 5 shows the volumes of grain processed into flour and cereals, column 6 shows the volumes of grain processed into mixed feed, dirt, feed flour and other feed products, and column 7 shows the volumes of grain processed into other products: alcohol, beer, starch and other types.

In gr. 8 “Availability at the end of the reporting period” reflects all grain available at the enterprise at the end of the reporting period, regardless of the sources of formation (state resources, insurance funds, varietal seeds, exchange transactions, etc.), including grain deposited for storage third parties other than agricultural producers. In gr. 9 reflects the availability of grain at the end of the corresponding period last year. Grain from agricultural producers stored in organizations that purchase, store and process grain is not taken into account in the Appendix to Form N 1-СХ (balance sheet).

Line 01 reflects in all columns the volume of processed grain and its availability at the end of the period, taking into account grain of those types that are not indicated in the form.

Form No. 2-TP (hunting)

Annual form No. 2-TP (hunting) “Information on hunting and hunting management” for 2021 must be submitted by 03/21/2017 by legal entities (including bankrupt organizations where bankruptcy management has been introduced), as well as individual entrepreneurs who have entered into hunting leases. agreements with the executive authority of a constituent entity of the Russian Federation.

According to the new rules, in case of changes in the boundaries and area of ​​assigned hunting grounds, it is necessary to attach to the report an explanation of the reasons for these changes, as well as additionally indicate the details of the legal act (type of document, name of the authority that adopted the document, date of adoption and number of the document, full name of the document) . In addition, it is noted that the costs of the hunting user for payment of state duties, fees, payment rates (per unit area of ​​the hunting area when concluding a hunting agreement or re-issuing a long-term license for the use of hunting resources for a hunting agreement) in the reporting year are included only in line 07 and are not reflected along other lines of the form.

The previous version of form No. 2-TP (hunting), approved by Rosstat order No. 540 dated August 29, 2014, will no longer be valid.

Form No. 21-СХ and its appendix

Annual form No. 21-СХ “Information on the sale of agricultural products” and the annual supplement to form No. 21-СХ “Information on the export of agricultural products” for 2016 will have to be submitted before 01/09/2017 to legal entities of all forms of ownership engaged in agricultural activities (in accordance with with the All-Russian Classifier of Types of Economic Activities (OKVED) codes 01.1, 01.2, 01.3, 01.4), including bankrupt organizations where bankruptcy proceedings have been introduced, as well as branches, representative offices and divisions of foreign organizations operating in the Russian Federation, except for small businesses and peasant (farm) farms.

According to the new rules, in section 1 of form No. 21-СХ, the quantity of products sold is filled in according to the following rules: eggs - thousands of pieces; karakul and smushka - pieces; silkworm cocoons - kilogram; skins of fur-bearing animals - pieces. Control ratios are now given not only for section 1, but also for the form as a whole (you will find them in the final part of the instructions for filling out the form).

According to the new rules, temporarily non-operating organizations that carried out agricultural activities during part of the reporting period submit Form No. P-1 (CX) on a general basis, indicating since what time they have not been working. If the structure of a legal entity changes in the reporting year, in Form No. P-1 (CX), data for the reporting period of the current year are given based on the new structure of the legal entity. All indicators in form No. P-1 (CX) are filled in in whole numbers without a decimal place.

Monthly form No. 3 - farmer will be submitted with a report for January 2017 - no later than the 2nd day after the reporting month - small businesses whose main activity is agricultural activity (in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED2) codes 01.1, 01.2 , 01.3, 01.4, 01.5, 01.6), having livestock of farm animals, including bankrupt organizations where bankruptcy proceedings have been introduced, as well as branches, representative offices and divisions of foreign organizations operating in the territory of the Russian Federation.

In the new edition, section 4 and the order of filling in lines from 56 to 58 have undergone targeted changes.

The previous version of form No. 3-farmer, approved by Rosstat order No. 344 dated July 28, 2015, will no longer be valid.

STATISTICAL REPORTING

Form 1-сх (crops)

The state statistical reporting form 1-сх (crops) “Report on the results of sowing for the harvest” has been approved. The report is put into effect starting with the report on the results of sowing for the 2021 harvest.

Form 1-сх (crops) applies to legal entities (except for micro-organizations), their separate divisions that have a separate balance sheet, carry out agricultural activities and have an area of ​​agricultural land of 300 hectares or more and (or) the number of livestock and poultry in terms of the conditional number of livestock 100 heads or more.

Form 1-сх (plant growing)

Changes and additions have been made to the state statistical reporting form 1-сх (crop production) “Report on the harvest of agricultural crops”.

Form 12-сх (protected ground)

Amendments have been made to Belstat Resolution No. 46 dated June 16, 2015 “On approval of the state statistical reporting form 12-сх (protected soil) “Report on the production of vegetables in protected soil, cultivation of mushrooms and flower products” and instructions for filling it out.”

Form 1-сх (fertilizers)

Amendments and additions have been made to Belstat Resolution No. 86 dated July 10, 2013 “On approval of the state statistical reporting form 1-сх (fertilizers) “Report on the use of fertilizers and pesticides” and instructions for filling it out.”

Form 1-сх (animal husbandry)

The form of state statistical reporting 1-lkh (reproduction and protection of forests) “Report on reproduction, protection of forests and forest fires” has been approved. The form goes into effect starting with the 2021 report.

Calculation of the total volume of the employee wage fund

Changes have been made to the Methodology for calculating the total volume of the wage fund for workers of the Republic of Belarus.

Form No. 1-СХ (balance sheet) - urgent

Quarterly form No. 1-СХ (balance sheet) - urgent “Information on the movement of grain and products of its processing”, starting with the report for the first quarter of 2017, must be submitted no later than the 7th day after the reporting quarter to legal entities purchasing, storing, processing grain and products grain processing (except for agricultural enterprises, peasant (farm) farms).

The form is filled out on the basis of data from the primary accounting of the movement of grain and grain processing products. It must reflect all operations on the movement of grain and grain processing products in the organization for the reporting period. In the new instructions for filling out form No. 1-СХ (balance sheet) - urgent, there is no longer any reference to the Decree of the State Statistics Committee of Russia dated October 26, 2001 No. 77. Now the rules for filling out are fully given in the appendix to the order that approved the form.

The previous version of form No. 1-СХ (balance sheet) - urgent, approved by Rosstat order No. 344 dated July 28, 2015, will become invalid.

Section 1-2. Income and Expense

Box 4 and Box 24 - Availability as of January 1 and Availability at the end of the reporting period

Columns 4 and 24 reflect all grain and products of its processing (flour and cereals) available in organizations at the beginning and end of the reporting period, respectively, regardless of the sources of formation (state resources, insurance funds, varietal seeds, exchange transactions, etc.). d.). Grain received for storage from third parties other than agricultural producers is taken into account in the form.

Grain from agricultural enterprises and peasant (farm) farms stored in organizations that carry out operations with grain is not included in the form.

If there was no movement in grain or its processed products during the reporting period, the form reflects only the availability at the beginning and end of the reporting period.

Column 5 - from suppliers in your territory

Column 5 shows the volumes of grain and its processed products received in the reporting period from suppliers - agricultural producers in their territory, including purchases and repayment of loans.

Columns 5, 6, 7 show the receipt of products, both to their warehouses and in transit. Products received in transit are simultaneously written off in full as an expense under the corresponding item.

Column 6 - for imports

Column 6 reflects all volumes of products received for import (including humanitarian aid).

Columns 7 - 8 - from republics within the Russian Federation, territories, regions

Column 7 includes volumes of products received by way of import from other constituent entities of the Russian Federation, including purchases outside their territory. From column 7 in column 8 the volumes of products received from agricultural organizations of other constituent entities of the Russian Federation are highlighted.

Columns 5, 6, 7 show the receipt of products, both to their warehouses and in transit. Products received in transit are simultaneously written off in full as an expense under the corresponding item.

The transfer of products from one warehouse of a given enterprise or organization to another warehouse is not reflected in the form.

Column 9 - for seed exchange, in exchange for feed and grain fodder

Column 9 indicates the amount of products received from agricultural enterprises in exchange for grain seeds issued to them (including the receipt of high-quality grain), as well as in exchange for compound feed and grain fodder.

Column 10 - other income

Column 10 shows other receipts of products not accounted for in columns 5 to 9: received from transportation within the region, received from other exchange transactions not highlighted in the report, received from processing, receipt of toll grain for processing and receipt of products from toll processing, as well as all other income transactions not listed above.

Column 11 - Total receipts, including availability

Column 11 takes into account the total income, including availability at the beginning of the reporting period.

Columns 12 - 13 - Shipped

Columns 12, 13 show the volumes of products shipped outside the subject: in column 12 - to other constituent entities of the Russian Federation, in column 13 - for export.

Column 1 of section 3 must be equal to the sum of columns 12, 13 of section 2 of the form.

Column 14 - Released for sowing purposes

Column 14 reflects the release of seeds for sowing purposes (in exchange, sale, loan).

Columns 15 - 20 - Used for processing

Columns 15 to 20 show the volumes used for processing in the reporting period for the corresponding type of product. When processing customer-supplied raw materials, the form includes that part of the product that the processing organizations received as payment for the work performed.

Column 21 - Losses during storage and transportation, loss during processing and drying

Column 21 indicates losses during storage and transportation, loss during processing and drying.

Column 22 - Other expenses

Column 22 reflects other consumption of products not taken into account in columns 12 to 21: shipped for transportation within the region, including customer-supplied products, released to consumers from local resources, with the exception of release for sowing purposes, issuance of ordinary grain in exchange for high-quality grain and other exchange operations not listed above, as well as all other operations for other expenses not listed above.

Column 23 - Total expenses

Column 23 shows the total of all expenses based on the sum of columns 12 to 22.

Form No. 2-farmer

Form No. 2-farmer “Information on harvesting of agricultural crops” will be submitted to:

• legal entities - small businesses whose main activity is agricultural activity (in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED2) codes 01.1, 01.2, 01.3, 01.4, 01.5, 01.6), including bankrupt organizations for which bankruptcy proceedings, as well as branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation;
• peasant (farm) farms;
• individual entrepreneurs with crops and perennial crops.

The previous version of form No. 2-farmer, approved by Rosstat order No. 344 dated July 28, 2015, will no longer be valid.

Form No. 29-СХ

Form No. 29-СХ “Information on the harvest of agricultural crops” should be submitted once a year with a report in 2021 to legal entities of all forms of ownership engaged in agricultural activities (in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED2) codes 01.1, 01.2, 01.3, 01.4, 01.5, 01.6), including bankrupt organizations where bankruptcy proceedings have been introduced, as well as branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation, except for small businesses and peasant (farm) farms.

The reference to the fact that the deadline for submitting the form is set by the territorial body of Rosstat depending on the timing of completion of harvesting work has been removed from the instructions for filling out the form.

The previous version of form No. 29-СХ, approved by Rosstat order No. 344 dated July 28, 2015, will no longer be valid.

Form P-1 (CX). Information on the production and shipment of agricultural products

Form P-1 (SH) Information on the production and shipment of agricultural products is submitted to the territorial body of Rosstat by all legal entities of all forms of ownership engaged in agricultural activities (in accordance with the All-Russian Classifier of Types of Economic Activities (OKVED) codes 01.1, 01.2, 01.3, 01.4) , except for small businesses and peasant (farm) enterprises. The statistical report must be submitted monthly.

Form P-1 (SH) was approved by Rosstat Order No. 319 dated September 17, 2010.

If a legal entity has separate divisions, the federal statistical observation form is filled out both for each separate division and for the legal entity without these separate divisions. The head of a legal entity may appoint officials authorized to provide statistical information on behalf of the legal entity.

The completed forms are submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where it actually carries out activities.

The address part of the form indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

A legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.

For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.

In cases of using land, livestock and poultry on a lease basis, the tenant provides a statistical report on the production and shipment of agricultural products to the territorial body of state statistics at the location of the land, livestock and poultry.

When reorganizing or liquidating a legal entity, statistical information in Form N P-1(SH) is provided for the period of activity in the reporting period until the moment of liquidation (reorganization).

Temporarily non-working organizations that carried out agricultural activities during part of the reporting period provide a federal statistical observation form on a general basis, indicating the time since which they have not been working.

If the structure of a legal entity changes in the reporting year, in the form of federal statistical observation, data for the reporting period of the current year are provided based on the new structure of the legal entity.

All indicators in the form are filled in in whole numbers without a decimal place.

Federal statistical observation form N P-1(SH) serves only to obtain summary statistical information and cannot be provided to other persons.
