"Platon" is a state system for collecting tolls for large freight vehicles. Persons of legal and physical status must register in the system in a timely manner and pay for the use of public roads. Drivers of vehicles falling under Federal Law No. 257 can independently register in the Platon system. To do this you need:
Go to the Platon system website platon.ru.
Select the appropriate registration option.
Select “Vehicle owner residence” and “Vehicle owner type”.
Fill out basic information about the vehicle owner.
On the same page, fill in your bank details.
In the “Data of the General Manager of the Military Technical Cooperation” block, check the box next to the item “I am a registered individual.”
If the interests of the owner of the vehicle are represented by the principal, then there is no need to tick the box, but you must enter contact information (full name, email address, mobile phone number).
Create a password and enter the answer to the security question.
Fill in the vehicle details and upload a copy of the vehicle registration certificate.

Route map in your personal account
To view a list of your routes, go to your personal profile on Plato’s website and select the maps section. To conveniently sort the results, you can select filters by status, activation date, expiration date and GRZ. To go to a specific result, select it from the list.
Registration of a new route map
To register a new route in your personal account, you must select the “Route maps” item in the menu and click the “Apply” button.
On the registration page, the vehicle number is automatically updated. In the online form you will find the following information:
- Activation date. Set the expected departure date.
- Use before. Validity expires 7 days after activation.
- Select a template. If you already have saved routes, you can simply select the desired template from the list.
- Starting point. Set your departure point.
- The end point. Set your destination.
- Intermediate point. Add an intermediate destination if necessary.
- Save template. If you plan to travel along the same route in the future, you can save the template for quick addition.
- “Complete” button. Creating a new map.
How to cancel a route card in the Plato system
If any inaccuracies were made when registering in your Platon personal account or the flight was canceled for technical reasons, you can cancel the route. In accordance with Resolution No. 504 of June 14, 2013, cancellation is possible only before the activation date. After logging into LC Platon, select the route map in the list and on its page click the “Cancel” button.
After confirming the cancellation, the selected route will be displayed in your account panel under the “Canceled” status.
How to get the Plato on-board device
To receive an on-board device after registering in the Platon system, you need to contact the user information support center in order to conclude a free use agreement. Addresses of service centers can be found on the official website platon.ru/ru.
After concluding a contract for free use, the service’s customer support center will issue an on-board device packed in a box. The kit also includes an instruction manual. Free warranty service is only possible if you have the box and documents indicating the fact of delivery of the device and the date of the event, so they must be kept. The on-board unit passport should always be carried along with the documents for the car. Its absence is comparable to operating a vehicle without on-board equipment.
Personal account in the Plato application

For legal entities - non-residents of the Russian Federation:
Certificate of state registration;

provisions on a representative office or branch registered in the territory of the Russian Federation.
Documents provided by legal entities non-residents of the Russian Federation must be translated into Russian. The accuracy of the translation must be notarized in the manner prescribed by the legislation of the Russian Federation.

Legislative control of the system
The main legislative document regulating the Platon system is the Federal Law of April 6, 2011 No. -FZ.
On its basis, amendments were made to the Code of Administrative Offenses of the Russian Federation regarding the procedure for paying for the use of federal highways. On the territory of the Russian Federation there is a system for paying transport fees, which is called “Platon”.
This system only applies to large trucks. Therefore, it received exactly this name “Plato” - payment for tons.
The main function of this system is to collect money from heavy truck drivers for the damage that heavy vehicles cause to highways.
The introduction of this system was imposed by a difficult situation, since more and more large trucks appear on Russian roads every day, and subsequently expensive roads quickly wear out and become unusable.
And the funds that accumulate from tax payments are not enough to resolve the situation. For this reason, the Government came to a decision such as additional taxation using the Plato system.
Project goals
“Platon” is a system created to organize the collection of tolls from trucks with a permissible weight of more than 12 tons. Thus, owners of multi-ton vehicles must compensate for the damage they caused to the surface of a federal road.

In November 2015, the Platon program began its activities within the Russian Federation. Its main tasks:
- processing of information information;

- saving all information about the movements of heavy trucks along federal highways in real time.
Motorists use the system for free, but they must first go through the registration procedure on the official website platon.ru.

If a foreign entrepreneur has an official representative on the territory of the Russian Federation, then he will need to indicate his last name, first name, patronymic, as well as contact information, such as telephone number and email address.
After the applicant submits the application and attached documents, he will need to consent to the processing of personal data by the Platon program.
Only after completing the above procedure does a person gain access to a personal account, where he is provided with a special code, and is entered into the current database.

Transport tax benefit according to the Platon system
In July 2021, the President approved amendments regarding the Plato system. According to the innovations, users of the Platon program can now take advantage of benefits when paying transport tax, i.e. the Platon system reduces transport tax.
Payments under the program can be deducted from the amount of transport tax for the corresponding tax period. This benefit applies to both legal entities and individuals.
If the amount of payments under the Platon system is greater than or equal to the transport tax, then you do not need to pay the transport tax.
Individuals, as well as individual entrepreneurs, can request benefits from the tax service when submitting an application and verification documentation (the documents are the same as when calculating personal income tax).
Legal entities must claim the benefit through a tax return. In addition, organizations that have benefits are exempt from paying advance contributions for transport tax.
In addition, taxpayers who have been transferred to the simplified taxation system (STS) or the unified agricultural tax can make payments under “Plato” in the expense column.
The law has retroactive effect because it improves the situation of tax payers. The law came into force on January 1, 2015.

- ensures the operation of the center for processing data on the route of each vehicle for the correct calculation of the final payment amount.
In order for the operator to effectively carry out these functions in relation to the fee payer, the latter must provide the necessary set of information about himself and the car (vehicles) for inclusion in the operator’s register.
How to pay advance payments
A payment made to the Platon program reduces the transport tax when paying for a specific heavy load and does not affect the taxation of other vehicles.
At the end of the year, it is necessary to reimburse the difference between the transport tax and the total amount of money contributed to the Platon system.
The amount of payment must be taken from the operator’s report. If the aggregate of payments is greater than the tax, then the person does not have to pay the tax amount.
In the tax report, in the expenses column, the amount that is obtained when transport tax is deducted from the total amount of payments to the Platon system is recorded. If payments are greater than the tax amount, then you need to enter 0.
For example, the tax for the year was 15,000 rubles , and the amount of payments to Plato was 10,000 rubles . You must write 5,000 rubles , but payments are not subject to accounting.
If the tax was 4,000 rubles , and the payment to “Plato” was 7,000 rubles 3,000 rubles are included in expenses , and the tax amount is not taken into account.
Payment for roads through your personal account
The easiest way to send a payment is to log into your personal profile and, after registering the desired route, select a convenient payment method: bank transfer, fuel card or through an online payment service. On the payment page you will find all the necessary data:

In what cases is it impossible to reduce the amount of tax?
If the taxpayers of the transport tax and the Platon program are not the same persons, then the benefit cannot be applied. This rule also applies to situations where the vehicle is leased.
It is registered in the name of the lessor, and the use of the road is paid by the recipient under the leasing agreement, that is, the person who is directly involved in transportation.
In this case, it is impossible to take into account the amount of amounts contributed under the Platon program in the form of a deduction specifically for the owner of the vehicle, since the payments were not paid by him.
The Treasury Department believes that this provision is reasonable because the costs are borne by different people and organizations.
Fines
The official portal platon.ru clearly lists all the fines of the Platon program.
As a rule, they concern transportation on federal roads without implementing a specialized mandatory fixed fee, which is aimed at compensating for damage caused to Russian highways.
Penalties do not exceed 5,000 rubles for drivers:
- A vehicle that is the property of a foreign carrier.
- Owners of motor vehicles (except those owned by foreign entrepreneurs).
If a person does not pay the fine, then it increases 2 times - up to 10,000 rubles .
The Platon system fines those motorists who traveled on a federal road but did not pay on time.
It is important to emphasize that if the program detects several homogeneous violations over the course of one day, which were committed by the same machine, then only the first fine is subject to payment.
The remaining violations will also be officially stored, but the motorist will no longer be subject to a fine, i.e. the fine will be charged once.
The Plato program operates at the state level, which means that the user of the system will receive messages about fines in the form of notifications. Violators are identified on the roads through automatic video cameras.
Information from the cameras is sent to the traffic police, and traffic police officers are already issuing fines to carriers who violated the rules of the Platon system.
