The formation and maintenance of the Unified Register of Customs Union includes the collection by the Federal Accreditation Service (Rosaccreditation) of information transmitted to it by product certification bodies about issued, issued and received certificates of conformity of the Customs Union and declarations of conformity with the CU TR (EAS), suspension, renewal, extension or termination of their validity, entering information about compliance documents into the register, storing, systematizing, updating and changing them, as well as protecting the information contained in the Unified Register of the Customs Union. Information about the certificate and declaration of the Customs Union (with the EAC mark) is entered into the Unified Register within one working day from the date of their receipt by the Federal Accreditation Service in the form of a record containing information about the applicant, product, certification body, etc.

How to check the authenticity of certificates and declarations?

Verification of the authenticity of certificates and declarations is required when:
- acceptance and transfer of products during purchase and sale,

— holding tenders, auctions and selecting suppliers of goods (products),

— customs clearance when crossing borders,

— inspections of Rospotrebnadzor, Rostechnadzor and other regulatory authorities,

— commissioning of equipment,

— choosing partners for long-term projects,

— consumer suspicion of non-compliance with product safety requirements.

Certificates of conformity, declarations of conformity and certificates of state registration (SGR) issued and properly executed are mandatory entered into the relevant state registers, most of which are available to Internet users; you just need to find the required register and use a simple search form to find the necessary information.

How to find a certificate or declaration in the Register on the Rosakcreditation website?

In Russia, as well as in the countries of the Eurasian Economic Union (EEC), there is a mandatory procedure for confirming the conformity of products. Mandatory certificates and declarations issued in accordance with the established procedure are published in the Unified Register of the Federal Service for Rosacreditation www.fsa.gov.ru

To verify the authenticity of the certificate of conformity, you must go to the Rosacreditatsiya portal fsa.gov.ru and select the “Manufacturability” menu and the “Electronic registers” section in it.

The general certificate search window combines four registries (certificate types):

  1. Unified register of certificates of conformity. Here you can check the authenticity of the certificate, issued according to the unified form of the Eurasian Economic Union. Certificate numbers here begin with the symbols “EAEU RU C”
  2. Register of certificates of conformity issued in accordance with the requirements of the technical regulations of the Eurasian Economic Union (technical regulations of the Customs Union). The certificate numbers here begin with the symbols “EAEU RU C” (formerly TS RU C”).
  3. Register of certificates of conformity issued in accordance with the requirements of technical regulations of the Russian Federation. Certificate numbers here begin with the characters “RU C”.
  4. Register of certificates of conformity for products included in the unified list of products subject to mandatory certification (Resolution of the Government of the Russian Federation dated December 1, 2009 No. 982). This register contains certificates issued for products that do not fall within the scope of technical regulations, but which must be certified in the national conformity assessment system. The first characters in the certificate number of this type are “ROSS RU C”.

Checking the declaration against the database by customs authorities

Customs officers check each product against the database in exactly the way we described. If they cannot find anything, such specialists usually turn to the archive of declarations with an expired expiration date or with suspended validity.

Having a declaration is better than not having one at all. However, if you try to import goods under a declaration whose expiration date has already expired, then you will not succeed. That is, the party will be detained at the border. And the sanctions described in this article above may be applied to you.

Please note that the expiration dates and the general condition of the declarations must be monitored by the manufacturer or its official representative, supplier or other interested party. Public authorities are not required to send out reminders that the relevant expiration date has expired. And if for some reason you work with a large number of goods, then checking declaration dates is also possible using the database. Moreover, this is often convenient. Government bodies are now doing everything to make working with the registry more and more convenient.

Check the authenticity of the certificate of conformity

You can check the certificate of conformity:

  • by certificate status;
  • by document number;
  • registration date within the established range;
  • expiration date of the certificate;
  • the applicant;
  • product manufacturer;
  • product name.

You can partially enter data to search for a certificate.

You can also sort data from the certificate registry by:

-type of certification object (single product, batch, serial production),

- country of origin,

— product groups of the EAEU, Russian Federation,

- product lists,

— technical regulations (TR CU, TR EAEU, TR RF, 126-FZ),

- type of applicant (person authorized by the manufacturer, seller, supplier, manufacturer, performer).

Please note:

  1. Information about the new certificate can be published and displayed to the user in the Registry not instantly, but within up to three days. At the same time, the time for displaying information for the personal account of the Certification Body and for a regular user may differ.
  2. Information about a change in status or loss of relevance of a certificate should be reflected on the Registry website as soon as possible after its receipt, but it does not happen immediately, but within up to three days.
  3. Entering certificates into the Register or changing their statuses occurs free of charge for all applicants.

The status of each certificate in the registry is color coded for ease of searching:

  • green – active;
  • orange – suspended (the reason for suspension is in the description of the certificate);
  • red - canceled - (in the certificate description you can see the reason and date of cancellation of the certificate; such certificates cannot be restored);
  • purple - archival (the certificate has expired or was canceled by decision of the FSA, and certificates must be stored in the archive for 10 years).

Reasons for adjustments

The taxpayer may make a mistake in the address or provide other incorrect information, underestimate the amount of tax, refraining from reporting the full amount of income. In the latter case, the taxpayer must send repeated information to the regional Federal Tax Service; in all other cases, he has such a right, but they will not be able to force him to adjust the declaration.

Example. If an individual draws up documents to receive a social deduction and makes a mistake by not including the full amount spent on treatment, the funds will not be received from the budget in full. In order for the taxpayer to be paid the missing money, he needs to re-submit the declaration information based on the data of the same tax period.

Article 81 of the Tax Code reveals the concept of false information - this occurs when the taxpayer erroneously records income or expenses, indicates incorrect results of the enterprise’s activities, or makes mistakes in the final values ​​of the amounts payable. In general, tax authorities recognize arithmetic inaccuracies, incorrect indication of the tax period, and standard codes as errors (for example, when submitting information, the TIN number is entered; checkpoints, a list of KBKs, and other unified values ​​may also be included among the marks).

As mentioned above, an updated declaration must be submitted if less taxes are contributed to the budget than necessary. When overpaying, you should weigh the pros and cons. Firstly, incorrect display of the tax base in this case is the basis for an on-site audit. Secondly, in case of overpayments, information is submitted to the tax authorities for clarification (primary, payment documentation, invoices, contracts with suppliers, etc.). Sometimes their number is quite significant and it is worthwhile to “clarify” if the size of the overpayment really damages the enterprise’s budget for a specific tax period.

When submitting repeated information related to overpayment of tax, a statute of limitations applies equal to 3 years from the date of the “extra” payment to the budget - there is a clear indication of this in the Tax Code. If a clarification is submitted to obtain a VAT deduction, this is also relevant for 3 years from the date of registration of the relevant products, work performed, property rights, or import of goods into the country (this provision came into force in 2015).

Remember! Reporting within the framework of 3-NDFL falls under the responsibility of the territorial divisions of the Federal Tax Service, therefore information should be submitted to the body where the taxpayer is registered. The updated tax data is transferred to the same department where you will submit the initial declaration. The form on which the primary information is reflected, valid until clarification, remains relevant in the future - thus, the reporting form is preserved for subsequent requests. The taxpayer always relies on information from the period in which the inaccuracy was found (clause 5 of Article 81 of the Tax Code). If in 2021 a situation arises in which data for 2014 is being clarified, the taxpayer must use the appropriate 2014 form for clarification.

When conducting a desk check for the accuracy of primary documentation, the fact of receiving a corrective report automatically means the termination of this procedure and the appointment of a date for a new desk check.

For a citizen who applies for a social deduction, wanting to return part of the funds for treatment, the presence of incorrect information that underestimates his actual costs leads to incomplete compensation from the budget. To receive the missing amount in monetary terms, you need to fill out a declaration again - submit a clarifying form to the tax office.

Remember! You can apply for a deduction at any time, and information will be considered for the last three calendar years. Failure to comply with the deadline for submitting the declaration will not affect the transfer of funds in favor of the taxpayer and does not impose liability on the individual. Those who claim deductions in 2021 will receive money based on 2015, 2021 and 2021 data.

How to check the authenticity of the declaration of conformity?

The authenticity of the declaration of conformity is verified by searching for it in the Register of Declarations, which is located on the official website of the Russian Accreditation Agency, where you can find not only declarations of conformity with the CU TR, but also declarations of conformity with GOST R.

In the general declaration search window, four registers (types of declarations) are combined:

  1. Declaration of conformity with the requirements of the technical regulations of the Eurasian Economic Union (technical regulations of the Customs Union)
  2. Declaration of conformity, drawn up according to the uniform form of the Eurasian Economic Union.
  3. Declaration of conformity with the requirements of technical regulations of the Russian Federation
  4. Declaration of conformity included in the Unified List of Products of the Russian Federation.

What to do if the declaration is not in the database?

Let's say a manufacturer decides to certify a product. He submitted all the documents and entered into an agreement with the relevant organization. After that, he underwent the procedure. However, there is still no data in the database. What to do?

First of all, you need to wait. It is likely that the declaration register has not been updated. Or there may be problems with laying out documentation (this also happens). Don't forget about possible technical faults.

Secondly, you should make sure that you are looking for everything correctly. You can search by unique document number, as well as by the name of the product group. However, you should not use both, because the database may not understand you and may not produce the required results.

If you are not used to using the register of declarations, and you cannot find a document, it is best to turn to professionals. Checking SGR and Rospotrebnadzor conclusions

The Unified Register of State Registration Certificates (SGR) is a general information resource containing open data on SGR products produced and sold in the countries of the Customs Union. It is formed using the means of the unified information system of the Eurasian Economic Union. The main Register of state registration certificates is maintained by the Eurasian Economic Commission.

National parts of the Unified Register of SGR in different countries are maintained by different authorities. In Russia, the register of state registration certificates is maintained by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare - Rospotrebnadzor, the national register of SGR can be viewed on the Rospotrebnadzor website

The declaration turned out to be fake


Checking the database sometimes leads to unexpected results. For example, someone may find out that the declaration turned out to be fake. If the injured person is the applicant himself, then he has the right to make claims to the certification center to which he applied. The same applies to any other applicant.

If such information is revealed by the consumer, then no one is stopping him from going to court to protect his rights and demand compensation for the purchase of a product that has not passed official certification. Please note that even if the declaration has expired and you go to fill out the next one, the data about the previous document still remains in the database. So, if necessary, you can always check whether the company has sold goods with violations in the past, whether all the documents for it were in full.

The register of declarations serves as the best guarantee for counterparties and other persons that they are not being deceived. At the same time, the manufacturer himself does not have to prove anything for a long time. So the introduction of such a database has significantly simplified trade turnover for all participants. And the government is constantly working to improve this system. For example, now there is no longer a national segment. Instead, everything is combined into a single, common and coherent structure. And this significantly simplified and also speeded up the search.

Check the SGR in the Rospotrebnadzor register

The general register of SGR is maintained by the Eurasian Economic Commission; it can be viewed on the website of the Eurasian Economic Commission. As the name suggests, this register contains all certificates of state registration. The EEC register contains information about all certificates on the territory of the EAEU, while the Rospotrebnadzor register contains information only about those issued in Russia.

Let us remind you that from July 20 it is no longer necessary to issue “paper” certificates of state registration; it is enough to make an entry about the certificate in the above-mentioned register.

In order to find the required SGR in the register, you need to fill out a form by entering the following data:

  • product name
  • name of the manufacturer or recipient
  • SGR certificate number.

In fact, there is nothing scary or scary about adjustment codes. Using the completed number, a tax officer will be able to find out:
