Application for a pension: sample and required documents for submission

If one of the organization’s employees is planning to retire, the accountant will have additional work to do. At the request of the employee, it is necessary to prepare and submit information on him to the territorial branch of the Pension Fund of the Russian Federation according to the new SPV-2 form. We recommend that you familiarize yourself with the procedure for submitting and filling it out below.

For the assignment of a pension, employees who have received the right to it apply to the Pension Fund branch independently (clauses 1 and 2 of Article 18 of the Federal Law of December 17, 2001 No. 173-FZ “On Labor Pensions in the Russian Federation”, hereinafter referred to as Law No. 173-FZ ). However, since the pension is assigned, among other things, on the basis of data on the insurance period and accrued insurance premiums from payments in favor of the employee, Pension Fund specialists may require that the organization where he works submit additional individual information about him. In this case, the employee turns to his employer with a request to provide information on him using a special form.

From 2010 to September 29, 2014, information was submitted according to the SPV-1 form “Information on accrued, paid insurance contributions for compulsory pension insurance and the insurance experience of the insured person for establishing a labor pension,” approved by Resolution of the Pension Fund Board of July 31, 2006 No. 192p “On the forms of individual (personalized) accounting documents and in the compulsory pension insurance system and instructions for filling them out”, hereinafter referred to as Resolution No. 192p. However, by resolution of the Board of the Pension Fund of July 21, 2014 No. 237p (registered with the Ministry of Justice on August 7, 2014 No. 33471), changes were made to Resolution No. 192p. A new form SPV-2 “Information on the insurance experience of the insured person for establishing a labor pension” has been added to Resolution No. 192p. Resolution of the Board of the Pension Fund of July 21, 2014 No. 237p was published in Rossiyskaya Gazeta on September 19, 2014 and came into force on September 30, 2014, that is, 10 days after the official publication (clause 9 of the Decree of the President of the Russian Federation dated May 23, 1996 No. 763). Therefore, from September 30, 2014, the SPV-1 form is not used, and information about the length of service of an employee who is about to retire must be submitted using the new SPV-2 form.

Review period

After the documents for the purpose of the pension benefit are accepted by the Pension Fund of Russia specialists, the law provides for a decision within 10 days and notifying the applicant of the positive decision of the application.
If the documents attached to the request are insufficient, Pension Fund employees are obliged to request the submission of the missing papers. Time to eliminate comments is given up to 3 months.

After a positive conclusion about the purpose of the pension, the pensioner begins to receive benefits from the first day of the coming month, after registering the application.

How to compose

The application for a pension is filled out on a specially accepted form, which can be obtained either from the Pension Fund or on the State Services portal.
The basic rules for filling out the request form include the same requirements as for other official documents:

  • Handwriting when filling out an application manually must be legible, so it is advisable to fill out the form in printed characters
  • All required fields must be filled out in the form.
  • Strikethroughs, corrections and other erasures are not permitted.
  • The form is filled out in the pensioner’s own handwriting, with his personal signature, or with the signature of an authorized representative.

The application form is unified. It needs to display the following:

First, fill in the name of the Pension Fund branch where the documents are sent.

The name of the form is already available; you just need to check whether you have taken the correct form to fill out.

Paragraph 1.

  1. The full name of the applicant is filled in here.
  2. The next line displays the insurance account number.
  3. Then citizenship
  4. If a person has a residence address abroad, then the necessary information is filled in, and in the box about permanent place of residence, a tick is placed in the right place; if not, the column is skipped.
  5. Then the registration address in the Russian Federation and actual place of residence are displayed.
  6. Below, in the appropriate line, fill in the phone number and a little later the applicant’s passport information.
  7. Next, fill in the gender of the requester.

This completes filling out the first page of the form.

Point 2.

8) This paragraph records information about the authorized person if the pensioner used his services.

Point 3.

9) Here you need to check a box indicating what type of pension benefit the applicant is counting on. To assign a full benefit, it is advisable to mark 2 boxes where insurance and funded pensions are registered.

Point 4.

10) At this point, you need to carefully read the questions and tick the appropriate boxes.

11) When asked about the presence of dependents, you must either write “NO” if there are no dependents, or put a number indicating the number of dependents.

Point 5.

12) This section is intended to display instructions for the behavior of a pensioner when assigning a pension. There is no need to fill out anything here. You need to read the text carefully. The signature at the end of the form will indicate a warning to the pensioner about his behavior during retirement.

Point 6.

13) Here fill in the list of documents attached to the request.

Points 7, 8 and 9.

14) The seventh paragraph is completed if the pensioner wishes to receive notification of the purpose of the pension in electronic form (electronic box indicated)

16) In the eighth paragraph, the applicant signs, with a transcript of his signature, certifying the accuracy of the completed information.

16) The ninth paragraph displays the address where a bank account should be opened to transfer the pension.

The collected list of documents must be attached to the form:

  • Applicant's civil passport
  • Insurance certificate SNILS
  • Labor book (if it is missing, other labor contracts)
  • TIN
  • Certificate of work experience
  • Marriage certificate (if available)
  • Children's documents (if it contains them)
  • Military ID for serving in the army
  • Certificate of earnings for 12 months.

How to submit an application - instructions for filling out

The application consists of 9 points that must be completed.

  1. Personal and passport data. Here you should indicate: full name; floor; SNILS; residence and registration address; details of the identity document.
  2. Representative details. To be completed only if the application is submitted by a representative. Among other things, you must indicate the details of the power of attorney here.
  3. Choosing the type of pension provision. A check mark is placed next to the selected type.
  4. Other information affecting the possibility of assigning pension benefits. In this case, it is necessary to indicate the following: whether the pensioner works or not, whether he is a recipient of a pension assigned in a foreign country, whether he has any benefits, and so on.
  5. Confirmation that the applicant has been warned about the need to report to the Pension Fund information that is related to the citizen’s pension rights.
  6. List of attached documents. All documents that are submitted along with the application are indicated.
  7. Request to be informed about the decision made. We are talking about information via email. The e-mail of the applicant is indicated.
  8. Applicant's signature and date of submission of documents.
  9. Request to send a package of documents to the place where the pension was established.

Who should apply for old age benefits?

It has been established that future pensioners must submit the document in person. At the same time, his identity is confirmed by passport data. However, in some cases exceptions are possible.

Thus, a representative can act on behalf of a citizen. However, his powers must be fully confirmed by a power of attorney. The latter is certified by a notary. In addition, trustees or guardians submit the necessary papers for incapacitated or partially capable persons.

In some cases, with the consent of the employee, a corresponding application may be submitted by the employer. However, this opportunity is used quite rarely, although it is expressly specified in the law.

Important! Neither relatives nor other third parties can submit the relevant documents for a citizen unless their authority is properly confirmed.

When and where to apply for a pension

It must be borne in mind that a request for predetermination of an old-age pension, drawn up in any form or filled out on the old template, will not be accepted.
Today, the methods for sending a request for pension predetermination have become more expanded. Today this can be done in the following ways:

  • When visiting the Pension Fund (PFR) in person
  • Send an application through the multifunctional center (MFC)
  • Through a trusted person, with a notarized power of attorney.
  • By using the Internet, going to the State Services website
  • By sending a request by registered mail, with acknowledgment of delivery to the recipient
  • Through an institution at the place of work.

It is necessary to send materials for the predetermination of a pension without delay, after reaching retirement years, since the start date for receiving a pension is the date of registration of the application. There is no compensation for missed time.

When sending an application by mail, the start date of payments is the day marked at the post office upon receipt of the application from the pensioner.

When registering an application, an employee of the Pension Fund or MFC is required to write a receipt indicating receipt of the package of materials with the date displayed.

From this time, within 10 days, the Pension Fund is obliged to make a decision on the allocation of pension benefits.

If the form is filled out incorrectly or the list of documents is insufficient, the Pension Fund employee is obliged to notify the applicant about this. 3 months are given to eliminate comments.

Application Format

The form can be requested at the nearest branch of the Pension Fund or downloaded on the Internet from official sources. If the applicant has questions regarding filling out, the department employee will explain what should be in the columns. In free form, according to an outdated model - making adjustments to this document is not allowed. Such deviations are unacceptable and will be considered a violation of the regulations for filing documents for receiving a pension.

Sample of filling out a pension application

There are general requirements for entering information into the pension application form. They relate to passport data and other details - the information from the package of documents must match what is contained in the applicant’s application. In addition, the text should not contain blots, corrections, strikeouts, underlines or traces of a proofreader if it is filled out by hand. You must write the application with a blue or black ballpoint pen.

Who is eligible

Russian legislation establishes certain requirements for future pensioners. To receive this type of pension, a citizen must meet the following established requirements:

  • retirement age;
  • the required number of years of insurance experience;
  • accumulated number of pension points.

While this is a new reform, Russian citizens who worked half their time under the Soviet Union are given the opportunity for a smooth transition to the new pension reform.

Thus, the requirements for the amount of experience and points increase every year until they reach the planned maximums. In terms of experience, the maximum will be 15 years, in terms of points - 30. But today, in 2021, pensioners need to have 7 years of insurance experience and 11.4 points.

The established retirement age is 60 and 55 years for men and women, respectively.

If a citizen has reached the required age, but the experience is not enough or there are not enough points, he can continue to work until he reaches the required indicators or apply for a social pension.

Insurance experience

This period includes the entire period of work, as well as periods of interruption in work established by law for certain reasons. These include the following reasons:

  • time to care for a child up to one and a half years, 4.5 years - the maximum permissible total period;
  • periods of temporary disability;
  • periods of a citizen being unemployed, when he was registered with the Employment Center and received unemployment benefits;
  • military wives, when they were forced to live with their spouse in military camps for a period of no more than 5 years;
  • spouses of diplomats accompanying them in other countries who cannot find employment there, for no more than 5 years;
  • when a citizen is imprisoned, if he was subsequently acquitted;
  • periods of military service;
  • any periods of paid work under an employment contract or other public works;
  • the period of time when a person cared for an elderly pensioner over 80 years of age;
  • periods of time when care was provided for a person with 1 group of disability or a child with a disability.

All listed periods are included in the insurance period and are taken into account when calculating pension payments.

Every person of pre-retirement age should know the procedure for applying for an old-age pension and the procedure for calculating it. And also be sure to know the established requirements for future retirees.

Failure Cases

When a citizen has provided a complete package of documentation, but during review, inaccuracies were found in it, the applicant can find out about this by email or by phone.

A Foundation employee will contact the sender and ask to make the necessary changes to the forms or add missing information to the package. To eliminate the consequences of filling out and creating the package, citizens receive up to 90 days. If no changes occur after this period, the transfer of pension payments will be refused.

You should always contact the pension department in a timely manner.

Persons who do not have the required length of service may be left without a pension.

Sometimes situations arise when future pensioners are denied access to the Fund for obscure reasons. Then citizens write an application addressed to the head of the pension department, or a statement of claim to the court if the first option was unsuccessful.

When resolving the issue in court, a statement of claim is written with the full name of the details of the judicial authority where it is planned to submit the request, as well as detailed (including contact) information of both parties - the plaintiff, the defendant. The text of the statement of claim sets out the essence of the problem, then indicates the requirements for the defendant and the date of application.

What happened in 2021

From January 1, 2021, control over the calculation and payment of insurance premiums, including for pension insurance and security, was transferred from extra-budgetary funds to the Federal Tax Service. In connection with these changes, Resolution of the Board of the Pension Fund of January 11, 2017 No. 2p was issued, which canceled all forms previously used in personalized accounting. In particular, from February 17, 2021, the SPV-2 form was declared invalid.

A direct analogue to this report has not been approved. But this does not mean that employers are now completely exempt from submitting information to the Pension Fund about employees retiring. To control the accounting of such categories of citizens, two new forms of accounting are currently used, approved by Resolution of the Pension Fund Board of January 11, 2017 No. 3p:

  • SZV-STAGE;
  • SZV-M.

When to expect pension income

If the application is approved, the pensioner can count on the implementation of a payment schedule. The law establishes a 10-day period for transferring pension amounts.

In practice, there are both delays and more immediate cases of payments. If the package of documents is collected correctly and there are no complaints about the execution, the first pension will arrive on the first of the next month.

Accelerated receipt of a pension is possible in exceptional cases

Sometimes a person does not need to wait for approval from the Pension Fund of Russia. The high speed of payments is associated with the following facts:

  1. A citizen resigns from work in old age - in this case, he simply contacts the Pension Fund and notifies the authorities about the fact of leaving.
  2. A citizen is recognized as disabled - to receive pensions, one day is enough for him to receive funds without applications.
  3. In the event of the loss of a breadwinner, the payment will come within 12 months from the date of death - for this you need to contact the Pension Fund employees within the specified time.
  4. When receiving pension payments due to disability, additional old age payments will also be transferred to the individual.

As for the timing, the pension upon reaching the working age limit is paid throughout life. A disabled person's pension is paid only for the period of recognition of him as incapacitated for work due to health reasons. When the disability group is removed, funds are no longer transferred, and no additional notification to Fund employees is required. Within the framework of the system, there is a single database that receives accurate information about changes in the status of a pensioner.

The nature of accruals depends on the type of pensions

In general, reliable operation of the base ensures correct payment of pension payments and timely reduction or increase in accrual periods (depending on the type of pension).

It is advisable to remember that timely submission of documents to the Pension Fund helps ensure that payments are received without delay and in full.
