What is the current amount of a lump sum benefit for the birth of a child?

The amount is determined as follows:

  • the initial amount is determined by Article 12 of the Federal Law on State Benefits for Citizens with Children (No. 81 of May 19, 1995);
  • The last indexation was carried out in accordance with Art. 4.2 of this regulatory act;
  • the amount of the amount is indexed based on the consumer price index for the previous year according to the coefficient established by the Government.

Until January 31, 2021, the amount of payments is 17,419.72 rubles.

IMPORTANT! From February 1, 2021, the current amount of a lump sum payment at the birth of a baby is 18,143.95 rubles. If the mother and father live and work in the Far North, then the amount is multiplied by the corresponding regional coefficient.

Financial assistance from the state for young parents is divided into the following categories:

  1. monthly payments for the child;
  2. one-time transfers;
  3. privileges;
  4. issuance of certificates.

Federal legislation offers young mothers several types of benefits:

  • payments that are paid once;
  • payments that are provided over a certain period.

One-time payments include:

  1. Maternal capital.
  2. At the birth of a child.

Attention!
Only those women who worked at work before going on maternity leave can receive one-time benefits. Expectant mothers who quit their jobs during pregnancy cannot count on these types of government assistance.

Important! Mom must submit documents for benefits in advance.

Who is eligible to receive?

According to Article 11 of Federal Law No. 81 of May 19, 1995, the right to receive a lump sum payment has the following features:

  • money is paid to one of the parents or the one who replaces the parents;
  • if two children were born, then payments are made for each of them;
  • If the newborn died, then no payments are made for him.

The same thing happens with adoption. The nuances of this situation are established by Art. 12.1 Federal Law No. 81:

  1. The money is paid to one of the adoptive parents or guardians;
  2. If there are two children in a family, then payments are made for each of them.

ATTENTION! Since only one of the parents (guardians, adoptive parents) has the right to be a recipient of such state assistance, the second one needs to receive confirmation from the place of work (or from the Social Insurance Fund - if he is not officially employed) that he is not provided with payments.

Where should I go to receive payment?

Persons caring for a newborn should apply with a complete set of documentation directly to the enterprise (place of service or study) of one of the pair of guardians. In a situation where they are both unemployed at the moment - in the USZN at the place of residence of one of the spouses.

However, you should take into account that in some areas a different procedure for paying subsidies is being introduced, so you may need to contact the regional department of the FSS of the Russian Federation directly.

Where to get it?

The place to apply for government assistance depends on the applicant’s form of employment:

  • Officially employed citizens contact their employer and give him the collected papers.
    Payment is made at the place of work;
  • non-working parents submit an application to social security;
  • Full-time students must also submit papers to the social service.

When deciding which parent (if both are available) will receive one-time assistance, the following principle applies: the state will provide support to a working citizen (if one works and the other does not).

If both legal representatives of the newborn work (or do not work), then the issue is resolved by the parents themselves. That is, it is possible to receive a payment from the father’s work.

Where and who pays benefits

In most regions, parents receive two benefits:

  • from the federal budget;
  • from the regional budget.

The size of the benefit from the federal budget depends on regional coefficients and averages 16,700 rubles, and the size of the regional benefit usually ranges from 2,000 to 10,000 rubles.

Payment of basic benefits from the federal budget can be carried out:

  • at the place of employment of one of the parents;
  • at the place of military service;
  • in social protection authorities;
  • at the Social Insurance Fund office.

Payments are made through social security authorities if both parents are unemployed or are full-time students at a state university. If at least one of the parents works under a contract or serves in the armed forces, then the benefit is paid to him through the employer’s accounting department or the cash desk of the military unit.

At the social insurance fund office, payments are made to a working parent who is on sick leave.

What do you need to receive?

In order to receive a payment, you need to contact your employer or social security office and present the following package of documents:

  1. Actually an application requesting one-time government assistance.
  2. Certificate in form 24 from the registry office.
  3. A copy of the work book with an entry from the last workplace.
  4. If the applicant is unemployed, he submits a paper confirming his status.
  5. If the marriage between the parents is dissolved, then a corresponding certificate is submitted.
  6. A certificate stating that the second parent does not receive similar state benefits at his place of employment or registration.

ATTENTION! The latter is not provided if there has been a divorce. In this case, it is replaced by a certificate of the relevant legal fact. Then one-time assistance will be given to the citizen with whom the newborn lives (clause 27 of Order of the Ministry of Health No. 1012n dated December 23, 2009).

Many divorced parents ask the question: is a social security certificate required for alimony when applying for this benefit? No such certificate is needed.

All of the listed papers are submitted no later than six months from the birth of the child (clause 80 of Order 1012n).

Do you need copies of documents?

According to clause 28 of the Order of the Ministry of Health and Social Development of Russia dated December 23, 2009 No. 1012n, when submitting papers for the appointment of one-time state assistance, copies of the following papers are required (if there are relevant legal facts):

  1. Birth certificates, if the birth occurred abroad: then it is issued by the consulate or other authorized body.
  2. Court decision on adoption.
  3. Agreement on the transition of a minor to a family;
  4. Identity cards – for foreigners and stateless persons.
  5. Refugee certificates - for refugees.
  6. Temporary residence permits in Russia (as of December 31, 2006) - for persons who are not Russian citizens and who are not subject to compulsory social insurance.
  7. Confirming certificates - for those individuals who are individual entrepreneurs, notaries, lawyers and are engaged in other professional activities that require state registration or a license.

IMPORTANT! Along with photocopies of these papers, the originals must also be submitted.

Where can these documents be obtained?

The necessary certificates can be obtained depending on their purpose:

  • a birth certificate is received at the maternity hospital and then transferred to the registry office, where on its basis a birth certificate is immediately issued and a certificate is issued in form 24;
  • a copy from the work book is issued at the place of work;
  • if the applicant is unemployed, he submits a certificate confirming his status, obtained from the labor exchange or social security;
  • if the marriage is dissolved, then a corresponding certificate obtained from the civil registry office is submitted;
  • a certificate stating that the second legal representative does not receive similar state benefits at his place of work or from the social security authorities is obtained, respectively, either from the employer or from the social security authority.

The issuance of the above papers takes some time, so it is advisable to attend to this immediately after the birth, since the submission period is only six months.

What other benefits and support measures are provided?

Payments and benefits for single mothers

Although single mothers are considered socially vulnerable citizens, they are not entitled to any separate payments or benefits at the federal level. The only concessions granted to them are a double tax deduction and compensation for part of the cost of purchased housing under the “young family” program (if the single mother is under 35 years old).

But regional authorities can support such mothers and provide various benefits and payments. A complete list of required payments and benefits can be found in social security.

Most often they are provided with benefits for:

  • products;
  • medicines;
  • clothes;
  • purchasing school supplies;
  • payment of utility bills.

For example, in the Krasnodar Territory, single mothers are entitled to a monthly payment of 400 rubles per child and the following benefits:

  • compensation of 50% of the cost of kindergarten;
  • free meals for schoolchildren;
  • free food in the dairy kitchen;
  • free trip to a health camp.

By the way, you can receive all these payments and benefits only after the woman confirms her single status; for this she needs to take a certificate from the registry office in form No. 25.

How long does it take to complete the necessary documents?

The processing time also depends on the type of paper issued:

  • a birth certificate is issued at the maternity hospital upon discharge, which means this happens, on average, 5 days after birth;
  • a copy from the work book is issued at the place of work immediately upon application;
  • if the applicant is unemployed, then he can receive a certificate confirming that he has such status immediately upon application;
  • a divorce certificate is received within three days one month after submitting the relevant application;
  • a certificate stating that the second legal representative does not receive similar assistance at his place of work or from the social security authorities is obtained, respectively, either from the employer or from the social security authority upon application.

IMPORTANT! Registration occurs 10 days after submitting the required package of documents.

Payment terms

After all the necessary documents have been submitted, the application will be considered and the money will be transferred within the established time frame:

  1. Until the 26th day of the next month - if the application is submitted to the Social Insurance Fund;
  2. Within 10 days – when submitting an application at work.

The transfer is made by the employer's accounting department (for employed citizens) or by mail or bank account number (for unemployed or full-time students).

Remember

  • Most benefits are available to all families, regardless of whether the parents are employed or not.
  • Birth and labor leave can last a different number of days depending on the course of pregnancy and childbirth, respectively, and payments will be different.
  • Governor's payments vary in the regions and can be assigned to certain groups of families: low-income, large families, etc.
  • Both working and non-working people can receive benefits for up to 1.5 years. The first will be calculated as 40% of average earnings for the previous 2 years, the second will be assigned a minimum amount, which in 2021 is equal to 3,277 rubles.
  • Putin payments for up to 1.5 years can only be received by those families in which the child was born or adopted no earlier than January 1, 2018, and the family must be low-income.
  • Disabled children are entitled not only to a disability pension, but also to a monthly cash payment or a substitute set of social services.
  • You can apply for benefits not only through social security, but also through the multifunctional center.

Is it possible to apply for benefits through the State Services website or MFC?

Both one-time and other types of state benefits can be issued through the State Services website and in multifunctional centers (MFC).

Submitting an application through multifunctional centers is not particularly different .

This method is in some ways even more convenient.

For example, all necessary copies can be made directly at the MFC.

Before going to the MFC, you need to either register on the website or make an appointment by phone: this institution has an electronic queue.

To complete registration through the State Services website, you need to be authorized on it. To do this, register using passport and insurance data and receive a password.

Next, the algorithm of actions is as follows:

  • enter the website and select the “Pension, benefits and benefits” section;
  • select “Child benefits”;
  • click on the section “Public service for the appointment of a one-time…”;
  • enter the required data and check the “Agree” box on the user agreement;
  • indicate the details of the applicant, select the result of the service;
  • click “Submit”.

The application is registered within 1 business day. The transfer of money must occur within 10 days from the date of application.

Monthly allowance for child care up to 1.5 years

As a general rule, the amount of payment for a full month is the average daily earnings (it is calculated for the two years preceding the one in which the maternity leave began), multiplied by 30.4 and 40% (Article Law No. 81-FZ; for more details, see “Hospital and “children’s” benefits: current rules for calculation, payment and reimbursement”).

The maximum and minimum possible values ​​are set.

From January 2021, the maximum amount of child care benefits per month is RUB 27,984.66.

Doubling child benefits from June 1, 2021

From February to May 2021, the minimum possible amount of benefits for caring for the first child under 1.5 years old was 3,375.77 rubles. That is, no matter how small the earnings, the allowance for caring for the first baby could not be less than 3,375.77 rubles. per month.

From June 2021, this value has been doubled. Now the minimum amount of monthly “children’s” benefit is 6,752 rubles. This follows from the new wording of Article 15 of Law No. 81-FZ (see “New “anti-virus” benefits: deduction for the self-employed, increase in child benefits, rent discount”).

ATTENTION

From June 1, the following rule for calculating monthly benefits has lost its practical meaning: “if the average monthly earnings are less than or equal to the minimum wage, the benefit is considered 40% of the minimum wage.” In 2021, the minimum wage is 12,130 rubles, and 40% of it is 4,852 rubles. The resulting value is less than RUB 6,752. Therefore, you need to pay not 4,852 rubles. (according to the minimum wage), and 6,752 rubles. (minimum allowable benefit amount).

The allowance for caring for a second child and subsequent children has essentially not increased since February (see Table 2).

Nuances when receiving benefits

In addition to the above, there are other features :

  • if both legal representatives of the newborn are full-time students, state assistance is assigned by the social service at the applicant’s place of registration;
  • In the event of divorce between father and mother, by the time the application is submitted, the money is transferred to the person with whom the newborn remains to live.

ATTENTION! In the latter case, the accrual, as in other cases, is made depending on the applicant’s employment status - at the place of work or registration.

Monthly payment for the first and second child under 3 years of age (the so-called “Putin’s”)

Such benefits have been awarded before. In 2021, it was paid until the child reached the age of 1.5 years. Families whose income per person did not exceed one and a half times the regional subsistence minimum for the second quarter of the previous year had the right to this benefit.

Changes have occurred since 2021. Now money is given out longer - until the child reaches the age of three. Families with an average per capita income of no more than two regional subsistence levels for an able-bodied person, established for the second quarter of last year (current version of Federal Law No. 418-FZ dated December 28, 2017) have the right to payment.

REFERENCE

For which children are funds allocated? For the first and second child born (adopted) during the period from January 1, 2021 to December 31, 2022 inclusive. Payments are not provided for the third and subsequent children.

The amount of the benefit is the minimum cost of living per child, established in the constituent entity of the Russian Federation for the second quarter of the previous year. For example, in the Moscow region in the second quarter of 2021, this amount was equal to 12,688 rubles. This means that in 2021 the payment for the first and second child under 3 years old in the Moscow region is 12,688 rubles. per month.

Can they refuse to receive it?

According to legally established rules, money will not be paid in the following cases:

  1. If the baby died.
  2. The applicant is deprived of parental rights in relation to the newborn.
  3. The information provided for registration does not correspond to reality.
  4. The application was submitted later than the legally established deadline (six months after the baby was born in the family).

In the listed cases, the citizen will be denied registration at the place of application.

One-time state benefits can be obtained regardless of social status and employment: it is given to working people, students, and the unemployed.

The only thing that needs to be confirmed is that the baby lives together with the applicant, and also that the second legal representative does not receive similar government assistance at his place of registration or work.

Maternity payments in 2021

A woman who has given birth to a child (or adopted a baby under the age of 3 months) receives a one-time maternity benefit (Article Law No. 81-FZ). To assign it, you need, in particular, a sick leave certificate.

In general, the payment amount is the average daily earnings (it is calculated for the two years preceding the one in which the maternity leave began), multiplied by the number of days of maternity leave. Regardless of the employee’s length of service, the B&R benefit is always multiplied by 100%. Personal income tax is not withheld (for more details, see: “Maternity benefits in 2020: how to correctly calculate maternity benefits”).

Maternity payments cannot be as large or as small as desired. If the average earnings are less than the minimum wage, then the benefit is calculated based on the minimum wage established on the start date of the maternity leave. If actual earnings exceed the limit value of the base for calculating contributions approved for the corresponding year, the benefit is calculated based on the limit value (see Table 1).
