A complete list of industries most affected by coronavirus infection

Legislative measures taken to support business during the fight against COVID-19 apply only to those representatives of small and medium-sized businesses that are included in the list of industries most affected by the pandemic. Lists of such industries are compiled and approved by the Government of the Russian Federation.

Another support measure is insurance premium rates reduced to 15% for all SMEs, regardless of inclusion in the lists.

    The main part of the supporting measures applies exclusively to those representatives of SMEs whose activities, according to OKVED, are recognized as affected. This applies to deadlines for paying taxes, deadlines for submitting reports, receiving government support and interest-free loans.

    Resolution of April 3, 2021 No. 434

    On April 3, the Government approved the list of sectors of the Russian economy most affected by the spread of the new coronavirus infection, Resolution No. 434 dated 04/03/2020. (See for more details “The Government approved the list of sectors affected by the coronavirus epidemic”).

    After the approval and publication of this legislative act, the Government received a large number of requests from representatives of SMEs with a request to recognize their activities as affected.

    Resolution of April 10, 2021 No. 479

    Having analyzed the situation with the affected industries, the Government on April 10 approved Resolution No. 479, in which the following OKVED were added to the general list of SME representatives:

    • film screening activities
    • dental practice

    Resolution of April 18, 2021 No. 540

    On April 18, Russian Government Decree No. 540 appeared, which added the activities of museums, zoos and trade in non-food products to the OKVED list.

    Resolution of May 12, 2021 No. 657

    By Decree No. 657 dated May 12, 2020, the Government of the Russian Federation expanded the list of activities most affected by the spread of the coronavirus infection COVID-19.

    In section 11 of OKVED 47.19.1 and 47.19.2 are replaced by one consolidated type of activity “Other retail trade in non-specialized stores” (47.19).

    In addition, Section 11 includes “Activities for trading through vending machines” (47.99.2), and Section 2 includes “Production of folk arts and crafts” (32.99.8).

    Resolution of May 26, 2021 No. 745

    Decree of the Government of the Russian Federation dated May 26, 2020 N 745 supplemented this list with a new section - “Mass media and production of printed materials”.

    And also OKVED 52.23.1 “Supporting activities related to air transport” was replaced by a more general one - 52.23 “Supporting activities related to air and space transport.”

    Resolution of June 26, 2021 No. 927

    By Decree of the Government of the Russian Federation dated June 26, 2020 N 927, the section of the list on transport activities includes:
