The importance of the production calendar cannot be overestimated. The information contained in it is useful and necessary for both professionals and ordinary citizens.
What's in this document? First of all, official data on how many weekends, working days and holidays there are per year. The working time standards in force throughout the Russian Federation are also deciphered in detail.
The production calendar for 2021 assumes a five-day work week.
A total of 247 working days (1970 hours) and 118 days off are planned in 2021.
The longest weekend for the New Year is 7 full days + 1 day of the Nativity of Christ. Long holiday in March (2 holidays), in May 3 holidays. 2 holidays are planned for February 23 (Defender of the Fatherland Day) and July 12 (Russia Day) and 1 day - November 4 (National Unity Day).
For ease of perception, we have allowed the calendar to be divided quarterly and monthly. We hope that the information presented will more quickly resolve professional issues for accountants, HR employees and others.
Holidays and weekends during the six-day period in 2019
Since several holidays coincide with weekends in 2021, the Russian Government proposes the following transfers:
- January 5 and 6 (Saturday and Sunday) to May 2 and 3;
- February 23 (Saturday) to May 10.
But since Saturday is a working day for workers with a six-day work week, January 5 and February 23 are not postponed for them. And the New Year holidays, unlike the five-day holiday, will last from January 1 to January 8. Thus, in the production calendar for 2021, with a 6-day work week, the following rest days are planned:
- from January 1 to January 8, 2021 (8 days);
- from February 23 to 24 (2 days);
- March 8 (1 day);
- May 1 (1 day);
- May 3 (1 day);
- May 9 (1 day);
- June 12 (1 day);
- from November 3 to 4 (2 days).
Note! For a standard six-day work week, transfers from January 5 to May 2, and from February 23 to May 10 are not applied, since Saturday is a working day for such a schedule. This means that holidays and days off do not coincide, therefore, there is no transfer of the day off. That is, May 2, May 10, 2021, with a standard six-day work schedule, are working days.
Regulation of the production calendar in Russia
The production calendar, as an official source and one of the key information resources for the work of accounting and personnel departments at enterprises, is compiled in accordance with the Procedure for calculating standards for workers' working time for a month, quarter, year (Order of the Ministry of Health and Social Development No. 588n dated August 13, 2009).
In addition, this document is also regulated by the provisions of the Labor Code of the Russian Federation (Articles 95, 110-113), as well as separate Decrees of the Government of the Russian Federation, which are published annually for the next 12 months. When developing a production calendar, not only national and religious holidays are taken into account, but also calendar coincidences between the dates of holidays and weekends in the week - in this case, all transfers of non-working days to the following working days are also approved. It is known that at the moment the Draft Government Resolution regarding the postponement of weekends and holidays in the coming 2019 is at the stage of active discussions.
Working time standards in 2021 with a six-day week
For a six-day working week in accordance with the Procedure, approved. By Order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n, the standard working time is also calculated according to the calculated schedule of a five-day work week with two days off on Saturday and Sunday, based on the duration of daily work (shift).
In accordance with Part 1 of Article 95 of the Labor Code of the Russian Federation, the duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. With a 6-day working week on the eve of the weekend, the duration of work cannot exceed 5 hours (part three of Article 95 of the Labor Code of the Russian Federation).
The standard working time calculated in the specified order applies to all work and rest regimes.
How the six-day period is used in various work regimes
Labor legislation includes the concept of irregular working hours. This regime implies the involvement of some employees in the performance of professional duties in excess of the standard working hours. It is allowed to apply an irregular day only to those employees and categories whose labor or collective agreement includes information about this, as well as a list of job obligations and instructions. The process of adopting this list must involve the participation of a trade union representing the interests of workers.
On a note! The employee’s separate consent to use an irregular schedule is not required if this rule is specified in the agreements signed by the employee.
The flexible work schedule, regulated by Part 1 of Article No. 102 of the Labor Code, implies a form of distribution of working time in which the beginning and end of the working day, as well as its duration, are agreed upon by both parties to the labor relationship.
This organization of the labor process does not imply compliance with daily, weekly and monthly working hours. In this case, the total calculation of labor hours for the period is used.
On a note! With a flexible schedule, the employer has the obligation to ensure that hours are worked within a specified time period that is subject to accounting.
A shift schedule is used in cases where the duration of the production process exceeds the established maximum standards. In order to rationally use production resources, including energy and machine resources, as well as to increase the efficiency of the work process, a shift mode of operation of the enterprise is established. According to the provisions of Article No. 103 of the Labor Code, all groups of employees perform their professional duties during their shift, the time and duration of which are indicated in the production shift schedule.
In certain production sectors with varying degrees of load intensity during the working day, the possibility of dividing the day into parts is allowed. This point is indicated in Article No. 105 of the Labor Code. The duration and number of such segments are not regulated. The only applicable regulatory requirement is that total working hours comply with legal limits.
Important
In accordance with the provisions of Article No. 189 of the Labor Code, the procedure for employment, dismissal, hourly distribution of time, the ratio of working days and weekends, the rights and obligations of the hired and hiring parties, as well as the categories of incentive and penalty measures used in relation to employees in established situations are regulated by enterprise internal labor regulations - a specialized document-regulatory act for internal use.

PC for Tatarstan 2021. All features taken into account
As already mentioned, the PC is always in full compliance with the requirements of the law.
Due to the fact that there are some differences in regional regulations with similar national regulations, there is a need to create specialized PCs. As you know, a calendar is a collection of dates arranged in the appropriate order. And the calendar date, in turn, is not only a serial number, but also the status of the day.
There are 4 statuses of calendar dates:
- working day;
- day off;
- holiday;
- pre-holiday day.
Since the regions of the Russian Federation have a constitutional right to establish their own holidays, the PC for Tatarstan contains significant differences from the national PC.
February
Schedule for February 2021:
- for a five-day period: 19 work days and 9 days off and holidays;
- for a six-day period: 23 work days and 5 days off and holidays.
This month, Russians will celebrate one national holiday - Defender of the Fatherland Day (23.02). In February we work like this:
- 20.02 (Sat.) - for a five-day week, a pre-holiday day, the duration of work on which is reduced by one hour, for a six-day week - a regular working day;
- 21.02 - Sunday;
- 22.02 (Mon.) - non-working for a five-day week, pre-holiday working (shorter by 1 hour) - for a six-day week;
- 23.02 (Tuesday) - Defender of the Fatherland Day, public holiday, day of rest;
- February 24 (Wednesday) is a work day for everyone.
October
Schedule for October 2021:
- for a five-day period: 21 for work and 10 for rest;
- for a six-day period: 26 for work and 5 for rest.
There are no public holidays this month.
For those who work five days a week, weekends fall on the following dates: October 2, 3, 9, 10, 16, 17, 23, 24, 30, 31.
For those who devote six days a week to work, only Sunday dates will be free from work: the 3rd, 10th, 17th, 24th, 31st.
May
Schedule for May 2021:
- for a five-day period: 19 workdays and 12 days off and holidays;
- for a six-day period: 24 working days and 7 days of rest.
A separate schedule has been drawn up for each work schedule. During the five-day week in May 2021, Russians will have 3 non-working days on the first and second May holidays.
In May 2021, we will rest like this:
- 01.05 (Sat.) — Spring and Labor Day, official day of rest;
- 02.05 (Sun.) - non-working day;
- 03.05 (Mon.) - non-working day, postponed from Saturday 01.05;
- 04.05 to 07.05 (Tue-Fri) - open;
- 08.05 (Sat.) - rest;
- 09.05 (Sun.) - Victory Day, an official holiday;
- 10.05 (Mon.) - rest day, postponed from Sunday May 9;
- 11.05 (Tuesday) - we are working.
With a six-day week you will be able to rest less:
- 01.05 (Sat.) — Spring and Labor Day, rest;
- 02.05 (Sun.) - rest;
- from 03.05 to 07.05 (Mon.-Fri.) - open;
- 08.05 (Sat.) - we work 1 hour less before the holiday;
- 09.05 (Sun.) - Victory Day, day off;
- 10.05 (Mon.) - rest before 09.05;
- 11.05 (Tuesday) - we are working.
June
Schedule for June 2021:
- for a five-day period: 21 working days and 9 days off;
- for a six-day period: 25 work days and 5 days off.
In June 2021, citizens will celebrate one national holiday - Russia Day. In this regard, the working population will receive an additional day of rest.
Rest dates for a five-day period: 5, 6, 12, 13, 14, 19, 20, 26, 27. And 06/11/2021 (Fri) is a pre-holiday working day, the duration of work is reduced by 1 hour.
People working six days a week will receive a break from work on the following dates: 6, 12, 13, 20, 27. June 11 for them, as well as for the “five-day workers,” will be a shortened day, and on June 14 they go back to work.
November
Schedule for November 2021:
- for a five-day period: 20 days for work and 10 for rest;
- for a six-day period: 25 for work and 5 for rest.
In November 2021, working citizens will receive an additional day off in 2021 due to a public holiday: on November 4, Russians will celebrate National Unity Day. In connection with the celebration, employees on the five-day week will be given two days off - on Thursday, 11/04, and on Friday, 11/05. On Wednesday, the 3rd, all workers have their working day shortened by an hour.
Labor-free dates will be: November 4 to 7, 13, 14, 20, 21, 27, 28.
During the six-day period, employees will rest on the 4th, 7th, 14th, 21st and 28th.
December - January
The last working week of December 2021 consists of 4 days - from the 28th to the 31st. On Thursday, December 31st, everyone works 1 hour less. In December 2021 - January 2021, five-day workers rest and work according to the following schedule:
- from 28 to 30.12.2020 - Monday-Wednesday, regular working days;
- 12/31/2020 - Thursday, working day shortened by 1 hour;
- 01.01–06.01.2021 — New Year holidays;
- 01/07/2021 - Monday, Christmas;
- 01/08/2021 is the last day of the New Year holidays;
- 01/09–01/10/2021 — Saturday and Sunday;
- from 01/11/2021 - working days.
There are 16 holidays and non-working days in January 2021: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 16, 17, 23, 24, 30, 31. In total, we work for 15 days in January 2021.
For a six-day week, the schedule is different: we go to work on January 09, then we rest on Sunday January 10, and from January 11, 2021 we work according to the usual schedule. In total there are 19 working days in January, 12 rest days.
IMPORTANT!
In some regions of the Russian Federation, December 31, 2020 is a non-working day by decision of the regional government. Local authorities in 27 regions issued an order to postpone work from 12/31/2020 to Saturday 12/26/2020. The decree necessarily applies to state and municipal employees; other employers make decisions independently.
March
In March 2021:
- 22 working days and 9 holidays and days off from work - for a five-day period;
- 26 work days and 5 days of rest - for a six-day period.
In the first month of spring, Russians will celebrate one public holiday - March 8 (International Women's Day). In this regard, official days off with a five-day working week will be distributed as follows:
- 06 and 07.03 (Sat., Sun.) - days off;
- 03/08 (Mon) — International Women's Day, a non-working day for everyone;
- 09.03 (Tuesday) - work day for everyone.
Six-day employees work full day on March 6th.
April
Schedule for April 2021:
- for a five-day period: 22 work days and 8 days off;
- for a six-day period: 26 work days and 4 days off.
In April 2021, workers on a five-day vacation will have a rest on the 3rd, 4th, 10th, 11th, 17th, 18th, 24th, 25th. 04/30/2021 is the day before May Day. In this regard, the working day is shortened by one hour.
Citizens working six days a week will be able to rest on the 4th, 11th, 18th, and 25th. April 30 will also be a shortened working day for them before the national Spring and Labor Day.
How many weekends are there?
In total, in 2021, Russians will have 247 working days and 118 non-working and holiday days during the five-day period, and 299 working days and 66 non-working and holiday days during the six-day period. According to Art. 112 of the Labor Code of the Russian Federation, labor-free holidays in Russia are:
- January 1, 2, 3, 4, 5, 6 and 8—New Year holidays;
- January 7—Christmas Day;
- February 23 - Defender of the Fatherland Day;
- March 8—International Women's Day;
- May 1 - Spring and Labor Day;
- May 9 - Victory Day;
- June 12—Russia Day;
- November 4 is National Unity Day.
Laws and other legal acts of state authorities of the constituent entities of the Russian Federation establish additional non-working holidays (Article 6 of the Labor Code of the Russian Federation). But the main calendar, how we rest in 2021, is compiled in accordance with Art. 112 of the Labor Code of the Russian Federation and the annual government decree.
