In July 2021, Rosstat massively re-approved forms for statistical reporting. Many forms have undergone only minor technical changes, but the 3-inform form has changed quite significantly.

What is Form 3-inform
According to Rosstat rules, filling out the 3-inform form for 2021 is necessary to collect and analyze information about the implemented digital and information and communication technologies. Respondents submit the statistical form every year at the end of the reporting period.
IMPORTANT!
Order No. 424 of July 30, 2020 approved the new statistical form 3-inform for 2020: before filling out, check the title page of the document and check the number of the regulatory order. Submitting reports on the old form is unacceptable.
Do I need to fill out statistical forms for separate divisions?
On the official website of Rosstat in the section “Information for respondents” it is stated that “instructions for filling out separate forms provide for the provision of reporting both for each separate division and for a legal entity without separate divisions.”
When filling out a report for a legal entity without separate divisions, the code part of the title page form indicates the 14-digit identification number of the head division, linked to the OKPO code of the legal entity and ending in 001.
Who rents it out
Order No. 424 determines who submits 3-inform - respondents who are legal entities. But there are exceptions: small businesses do not report on this form.

About declassification
Among the grounds for declassifying information that was previously a state secret is the assumption by the Russian Federation of obligations to exchange information. This could also be done due to a change in the current situation, due to which it makes no sense to continue to keep the information classified.
The period for classifying information cannot exceed 30 years. However, there are exceptional cases when an interdepartmental commission decides to extend the classification period.
When and in what form should I report?
The statistical report on the use of digital technologies is submitted annually before March 25 of the year following the reporting period: the deadline for submitting 3-inform for 2021 is until March 25, 2021.
Documents must be submitted to the territorial statistics department at the respondent’s place of business. If the company has separate divisions, report to the Rosstat authorities at the location of such division.
The format for submitting statistical reporting is electronic or paper. But in 2021 they plan to agree on an order from Rosstat on electronic reporting. After its approval, submission of paper documents to statistics will become unacceptable.

- Form P-3 “Information on the financial condition of the organization.” In 2019, you must report for 2019 by January 30, 2019. Microenterprises must submit information to statistics using the MP (micro) form “Information on the main performance indicators of a microenterprise.”
The deadline is February 5 of the year following the reporting year. In addition, all organizations, in accordance with the provisions of Article 18, are required to provide a mandatory copy of the annual accounting report to the statistics body. This obligation applies to absolutely everyone, with the exception of government organizations and the Bank of Russia.
The deadline for submitting annual financial statements is no later than 3 months after the end of the year.
It includes:
- income statement;
- balance sheet;
- mandatory annexes to the balance sheet and income statement, such as: statement of changes in equity capital, statement of cash flows and statement of intended use of funds.
Small businesses must submit only their balance sheet and financial statements to Rosstat. This is defined in Order of the Ministry of Finance No. 66n dated July 2, 2010. In addition, organizations and individual entrepreneurs send industry information.
Some forms are subject to approval at the regional level, but most of them are still federal, and are approved by Rosstat.
What are the rules for filling out 3-inform
Respondents complete the title page and 21 sections. Detailed instructions for filling out 3-inform in 2021 are in the table:

The regulations do not explain how to fill out the secrecy sign in the 3-inform form - in 2021 it is not filled out. Organizations with classified status report on the same basis as other respondents.
After completing all sections, the statistical report is certified by the manager or the employee responsible for submitting the information. The date must be entered and contact information must be indicated - email and phone number of the performer.
Immunity
It is important to consider that even when completing Form 3 of secrecy, a person’s right to privacy may be violated. Thus, FSB officers check all transactions, transactions on bank accounts, make requests to various authorities in order to obtain information about the person. Those who check the life of a ward under the 3rd form of secrecy carry out the same procedure in relation to members of his family. Restrictions on the right to privacy may only become apparent during preliminary checks. In the future, the right can be violated only on special grounds, which are noted in the legislation.

About restrictions
The first restriction related to access to state secrets is the ban on traveling abroad. The terms for which this prohibition is imposed are established by the employment agreement. The ban on leaving the country is valid for some time after the employee’s dismissal. The Customs Service always contacts the Federal Security Service when people with Form 3 security clearance cross the border. However, employees with this type of clearance do not have to face more severe restrictions.
About the procedure for obtaining admission
The state has approved special instructions regulating the procedure for obtaining access to classified data. To begin with, the applicant provides a whole package of documentation containing information about him. Next, he is introduced to the relevant laws so that he can decide whether he can cope with work related to classified information. It is important that his consent is recorded, since in the future his civil rights will be limited.
After this, thorough checks of the applicant and his family members begin. If we are talking about 1 or 2 forms of security clearance, active measures are taken. With form 3, checks are carried out when doubts arise in the information provided by the applicant.
Next, the legislation in force in this area is explained to him. He must be informed of his responsibility for disclosing state secrets.
The decision to grant admission is made by the military commissar. If we are talking about the heads of state enterprises or bodies, the decision is made by those who confirmed them in office.
About social guarantees
In addition, everyone who has access to information constituting a state secret is provided with a list of social guarantees. Among them are additional payments to wages; also, persons with clearance are given the preferential right to remain at work during regular activities. Also, such persons are provided with percentage increases in wages for length of service. It should be taken into account that the surcharges for the secrecy of Form 3 will be minimal; as the degree of clearance increases, the surcharges will increase.
Sometimes access to state secrets may be terminated by decision of official bodies. The reason may be termination of an employment contract, violation of obligations related to state secrets. Also, termination of access may provoke termination of the employment agreement. If a person loses his or her security clearance, he or she continues to have an obligation of non-disclosure.
