The production calendar is a list of working and non-working days officially approved by the government.
Public holidays
There are no official public holidays. In this regard, there are no long weekends (more than 2 days in a row) planned during this period. But there are several unofficial professional and religious dates. For example, on October 28, our country celebrates Grandparents' Day - an excellent occasion to once again pay attention to your loved ones and surround them with warm care. Traditionally, on this day it is customary to organize intimate family feasts at home or invite relatives to joint events: a trip to a cafe, cinema or gallery. Holidays and weekend postponements in 2021
In 2021, non-working days in the Russian Federation are:
- January 1, 2, 3, 4, 5, 6 and 8 — New Year holidays (as amended by Federal Law No. 35-FZ of April 23, 2012);
- January 7—Christmas Day;
- February 23 - Defender of the Fatherland Day;
- March 8—International Women's Day;
- May 1 - Spring and Labor Day;
- May 9 - Victory Day;
- June 12—Russia Day;
- June 24 is the day of celebration of the 75th anniversary of Victory in the Great Patriotic War;
- July 1—Voting day on amendments to the Constitution of the Russian Federation;
- November 4 is National Unity Day.
In 2021, non-working holidays on February 23, March 8 and May 9 coincide with weekends, which means they are transferred to the next working days after the holidays - February 24, March 9 and May 11, respectively.
For the purpose of rational use by employees of weekends and non-working holidays, the Government of the Russian Federation, in accordance with Article 112 of the Labor Code, has the right to transfer weekends to other days. Based on Article 112 of the Labor Code, if a day off coincides with a non-working holiday, it is transferred in the production calendar to the next working day after the holiday. Transfer of holidays provided for by the Decree of the Government of the Russian Federation “On the transfer of holidays in 2020” dated July 10, 2021 No. 875:
- January 4 (Sat) → May 4 (Mon)
- January 5 (Sun) → May 5 (Tue)
Pre-holidays in 2021:
- April 30 - pre-holiday day
- May 8th - pre-holiday day
- June 11th - pre-holiday day
- November 3 - pre-holiday day

Instead of a total or calendar function

Calculation of average earnings in June 2021
The introduction of non-working days poses a question for the employer: how to calculate the average salary of an employee, should we take into account non-working “presidential” days and payment for them?
The Ministry of Labor in letter No. 14-1/B-585 dated May 18, 2020 reminds that average earnings are determined in accordance with Art. 139 of the Labor Code of the Russian Federation and Government Decree No. 922 of December 24, 2007. Taking into account the provisions of these regulations, average earnings in June 2021 will be calculated for the period from June 2021 to May 2021 (12 months), based on the salary actually accrued for this period and actually time worked.
The Ministry of Labor provides a list of time intervals that are not taken into account in the calculations. Among them is the time when an employee is released from work with full or partial retention of wages (clause “e”, clause 5 of Resolution No. 922). These include the “non-working” period from March 30 to May 8, 2021.
The agency summarizes that non-working days declared by Presidential Decrees and payments to employees for them are not taken into account when determining average earnings if employees were released from work during the specified period.
Example 3
In June 2021, the company is reducing its workforce. To calculate severance pay in the amount of the average monthly earnings of one of the dismissed employees, the following indicators are taken into account:
- wages for June 2021 - May 2021 amounted to 420,000 rubles, the number of working days for this period was 246;
- during the non-working period from March 30 to May 8, the employee was released from work. Salary for these non-working days (from March 30 to May 8) – 25,000 rubles, 27 days are not taken into account;
- the employee is fired on 06/05/2020, severance pay is paid for 06/06-07/05/2020, this period accounts for 20 working days.
The average daily earnings of an employee will be:
(420,000 – 25,000) / (246 – 27) = 1803.65 rubles.
Severance pay upon dismissal:
1803.65 x 20 = 36073 rub.

X pre-holiday day, operating time is 1 hour less. There is no reason to consider June 23, 2020 as shortened, because... 06/24/2020 has not been declared a non-working holiday.
Thus, in June 2021, during the “five-day week”:
- calendar days – 30;
- working days – 20;
- non-working days – 10.
Hours restrictions and work standards
Depending on certain factors, the number of working hours per week may be reduced. For example, such measures are applied in the following cases:
- the employee has not reached 16 years of age - no more than 24 hours a week;
- employee aged 16 to 18 years - no more than 35 hours per week;
- employees who are disabled people of groups 1 and 2 - no more than 35 hours per week;
- employees engaged in harmful and dangerous activities - no more than 36 hours per week.
The above norms are stipulated in Article 92 of the Labor Code of the Russian Federation. It also follows from it that a 36-hour work week is established for workers employed in dangerous and harmful positions on the basis of an employment contract. With the consent of the employees, the duration of employment can be increased to 40 hours, but in this case they will be awarded monetary compensation.
