If it says there that an organization must submit one form or another, does that mean a fine for failure to submit it will be legal?

Yes, in accordance with subparagraph c) of paragraph 2 and paragraph 4 of the Regulations on the conditions for the mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 N 620.

How can you find out exactly whether a company is required to submit a form or not?

The list of federal statistical observation forms is compiled as of the end of the year preceding the reporting year, with monthly updating in connection with structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.). Existing organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. If the respondent is not on the list, reporting is not provided, unless the organization has been notified in writing.

Do Rosstat employees themselves use this resource to find out who is required to submit which forms?

Yes, employees of Rosstat and its territorial bodies use the above resource.

If the FSGS lists the form as mandatory, and the statistics agency has confirmed in writing that it is not necessary to submit it, does this exclude a fine for failure to submit the form?

If the organization has been informed in writing that the form does not need to be submitted, no penalties will be imposed on it.

How to use the new service?

The entrepreneur must enter his OKPO and TIN codes, as well as his state registration number (OGRN or OGRNIP). After this, a list of mandatory reporting forms is downloaded to the user’s computer automatically. The same table provides the frequency and deadline for submitting reports, as well as links to Rosstat pages where you can download their forms for filling out for free. The system works even if the user entered only one of the above search parameters, however, in this case, the list of reports may be incorrect.

Why does the information change: one day one, two days later another? Is this related to the update system? How does it update?

The information retrieval system was developed in 2021 in order to promptly inform business entities about their provision of statistical reporting forms. The list of federal statistical observation forms posted in the specified system for respondents is compiled as of the end of the year preceding the reporting year, with its monthly updating. The monthly updating of lists of forms in the system is due to ongoing structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.), as well as the frequency of providing statistical reporting forms (monthly, quarterly, semi-annual). Existing organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. Considering the importance of this service for respondents, in the first half of 2021 Rosstat will make significant improvements to the interface aimed at optimizing and increasing the stability of its operation.

Why are “unnecessary” forms included in the lists? What should companies do?

Lists of federal statistical observation forms to be submitted by respondents are formed on the basis of statistical methodology, taking into account the types of economic activities of the organization, including all those declared during state registration. A number of federal statistical observation forms, according to instructions for filling them out, are provided only in the presence of an observed event. Providing “zero” reports for the reporting period on such forms is not required, and the absence of a report is qualified as the absence of a phenomenon by the respondent. For federal statistical observation forms, the instructions for completing which do not contain a requirement to provide data only if a phenomenon exists, it is possible for respondents to inform the territorial bodies of Rosstat in the constituent entities of the Russian Federation with an official letter about the absence of indicators for specific forms of statistical reporting instead of providing “zero” reports (in case of absence of the phenomenon).

Which companies does Rosstat send letters with a list of reports to? To those who were included in the sample?

In accordance with paragraph 4 of the Regulations on the conditions for mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620, territorial bodies of Rosstat are obliged to inform (including in writing) respondents about carrying out federal statistical observation in relation to them. Informing respondents is carried out by posting lists of reporting forms in the information retrieval system. The sending of an information letter about the conduct of federal statistical observation in relation to an economic entity is, as a rule, carried out to respondents included in sample surveys.

What should those who received a letter from statistics with a list of forms do, but some of the reports from the list are not on the site? Submit a report or clarify information with a statistics agency? How can I clarify?

Organizations included in sample surveys may be notified in writing by state statistics bodies about the provision of specific forms of federal statistical observation. If the list of reporting forms published for the respondent at statreg.gks.ru differs from the one sent to the organization in writing, the written notification should be followed. If it is necessary to clarify questions about filling out and submitting federal statistical observation forms, organizations can contact the territorial body of Rosstat in the constituent entity of the Russian Federation at the location of the organization.

What should companies do to avoid fines? Should I contact the statistics agency in writing? How to prove that we did not miss the deadline, but did not know about the report, since it was not on statreg.gks.ru?

If the organization is not on the list, penalties under Article 13.19 of the Code of Administrative Offenses of the Russian Federation are not applied, except in cases where the respondent, in the manner provided for in paragraph 4 of the Regulations, was informed (including in writing) about the conduct of federal statistical observation against him on specific Federal statistical observation forms are required to be submitted. “Screenshots” are only valid evidence if they contain certain data, i.e. they indicate the date and time of receipt of information from the site on the Internet, contain data about the person who displayed it on the screen and subsequently printed it, data about the software and computer equipment used, the name of the site, and affiliation with the applicant. There are about 300 existing statistical forms for submitting data to Rosstat. Not all of them are mandatory for every company. But there are mandatory information that almost all legal entities that are not small businesses submit. Among them:

The following reporting forms should be highlighted separately:

  1. Form 1-enterprise, which provides basic data on the activities of organizations. For 2021 it must be submitted by 04/01/2020. Rosstat, by order No. 461 dated July 27, 2018, approved a new form that must be used for the report for 2021. Instructions for filling out are in order No. 2 dated January 13, 2020.
  2. Form P-3 “Information on the financial condition of the organization.” In 2020, you must report for 2019 by January 30, 2020. Data is sent monthly until the 28th of the month following the reporting month, but at the end of the quarter and year this deadline shifts to the 30th. All legal entities whose payroll number of employees exceeds 15 people rent out. The statistical form was approved by Rosstat order No. 421 dated July 24, 2019, and instructions - dated November 27, 2019 No. 711.
  3. Form P-4 - data on the number and wages of company employees. All organizations and their separate divisions are required to submit it by the deadline: the 15th day after the end of the reporting quarter or month (depending on the category of respondents). Among them are:

  1. PM form “Information on the main performance indicators of a small enterprise.” The report is submitted by legal entities belonging to small enterprises, with the exception of microenterprises. The deadline is the 29th day of the month following the reporting quarter. For the 1st quarter of 2020, the report must be submitted by 04/29/2020.
  2. PM-prom “Information on the production of products by a small enterprise.” All small enterprises and entrepreneurs, with the exception of microenterprises, with the number of employees from 16 to 100 people are rented. Sent monthly before the 4th day of the month following the reporting month.
  3. 1-IP “Information on the activities of an individual entrepreneur.” All individual entrepreneurs who are not agricultural producers rent them out at the end of the year. The deadline is March 2 of the year following the reporting year.
  4. 1-IP (trade) “Information on the activities of an individual entrepreneur in retail trade” (statistical form approved by order of Rosstat dated July 22, 2019 No. 418). Rented by individual entrepreneurs engaged in retail trade. The deadline is no later than October 17 of the year following the reporting year.

Micro-enterprises registered as legal entities must submit to statistics the MP (micro) form “Information on the main performance indicators of a micro-enterprise”, approved. by order of Rosstat dated July 27, 2018 No. 461. Deadline for submission is February 5 of the year following the reporting year.

Until now, all organizations, in accordance with the provisions of Article 18 of the Federal Law of December 6, 2011 No. 402 “On Accounting,” provided the statistical authority with a mandatory copy of the annual accounting report. This obligation applied to absolutely everyone, with the exception of government organizations and the Bank of Russia. The deadline for submitting annual financial statements is no later than 3 months after the end of the year.

It includes:

  • balance sheet;
  • income statement;
  • mandatory annexes to the balance sheet and income statement, such as: statement of changes in equity capital, statement of cash flows and statement of intended use of funds.

Small businesses submitted only their balance sheet and financial statements to Rosstat. This was determined in Order of the Ministry of Finance No. 66n dated July 2, 2010.

However, at the end of last year the legislation changed, and now whether you need to submit your balance sheet to statistics for 2021 depends on whether your organization is included in the exceptions. These include cases where the reporting contains state secrets and situations that are determined by the government. If you are not controlled by the Central Bank, are not on the government’s list, and do not work with state secrets, you do not need to submit your accounting reports to Rosstat. Documents are sent only to the Tax Office by March 31 of the year following the reporting year.

Remember: organizations and individual entrepreneurs are still sending industry information. Some forms of statistical observation are subject to approval at the regional level, but most of them are still federal, and they are approved by Rosstat.

The information received from respondents is entered for further processing into the Main Interregional Center (GMC) of Rosstat.

The goal of this project was to process the obtained statistical indicators for all regions with the further provision of consolidated data to the State Authority.

The processing of financial statements is carried out by the State Medical Center in accordance with methodological classifiers and reference books, and the Main Administration of the Register (GAR) of Rosstat is also involved in the work.

The work of the last department (GAR) is related to the maintenance, development, and improvement of systems in order to achieve rapid response and a high level of safety.

Today there are a large variety of statistics codes in use. They are formed into groups that have their own purpose and their own set of numerical indicators.

But only a few types are used for business activities, such as:

  • OKATO, OKTMO (assigned to a certain territory with the extension of its effect to all enterprises within these limits);
  • OKVED (confirms economic activity);
  • OKFS – form of ownership;
  • OKOPF – legal property;
  • OKPO – code of organizations and enterprises.

These indicators are basic and should be available to every enterprise. Obtaining statistics codes for your enterprise is not a complicated procedure.

All you need to do is follow a few steps:

  1. Go to the portal and select the desired region
  2. We choose, for example, the Stavropol Territory

  1. Information will appear in the next window. Opposite “Notification of registration in the state register” you need to check the box and click the “Receive” button. In a few seconds, a letter from Rosstat with individual entrepreneur registration data will begin downloading to your computer.

The presence of such a letter is not strictly mandatory and is rather of a notification nature. But in the absence of such a letter, opening a current account is impossible.

Deadlines

The regulations for submitting accounting and statistical reporting are established by law and correspond to 90 calendar days after the end of the tax period.

That is, reporting on the results of the past 2021 is due no later than March 31, 2021. There were no major additions or changes.

But at the same time, it becomes important to determine the category of business to which the businessman belongs.

It is this parameter that influences what deadlines will be set for delivery and what type of reporting will be generated.

Determining a medium and small business entity is not difficult; it is enough to navigate the factors:

1. Participation in the authorized capital.

The characteristics of small and medium-sized businesses are indicated by 25% participation shares of other Russian owners and enterprises, as well as individuals. In case of an increase to the permissible value, 49% of investment receipts from foreign firms;

2. Average headcount:

  • in an average business there are from 100 to 250 people;
  • in small businesses - up to 100 people;
  • in micro-enterprises - up to 15 people.

3. Profitability of activity:

  • for medium-sized businesses – up to 2 billion rubles;
  • for small businesses – up to 800 million rubles;
  • for micro-enterprises – up to 120 million rubles.

Accounting reports

Very often, business leaders are faced with misunderstandings regarding their partners and contractors.

And the question of the reliability of such a counterparty becomes one of the main ones. But how to get information?

It is worth recalling that all legal entities report to the Federal Tax Service and State Statistics Service. Information about the counterparty is not provided by the Federal Tax Service, but the financial statements of the counterparty can be found on the Rosstat website.

It is enough to enter the following data:

  • taxable period;
  • TIN;
  • OKPO.

And receive a ready-made report depending on the taxation of a specific legal entity.

If, for example, an enterprise keeps records using a simplified taxation system, then the forms will be offered for a simplified balance sheet and profit and loss statement.

Registration with statistical authorities

You must understand that without statistical codes it is impossible to open a bank account, pay taxes, or fill out some forms of documentation.

To obtain them, it is enough to contact Rosstat and receive such a Notification of code assignment. The formation of such a notification is carried out in accordance with the OGRN and TIN, which are sent to Rosstat by the tax service at the time of registration of an LLC or individual entrepreneur.

Today, it has become especially convenient to receive such a notification, which is generated directly on the site itself (the rules for receiving codes are described above).

Registration with Rosstat is mandatory regardless of whether there are officially hired employees or not. This condition is governed by current legislation.

What do financial statements consist of?

The financial statements include:

  • balance;
  • income statement;
  • applications to the balance sheet and financial results.

Filling out reporting forms is established by Order of the Ministry of Finance of the Russian Federation No. 66. For enterprises using a simplified system for accounting, simplified reporting forms have been developed for submitting them to Rosstat.

The formation of a package of documents for statistical reporting is formed in accordance with the type of activity carried out by the enterprise.

On its portal, Rosstat offers a freely accessible list of reporting forms.

The responsibilities of the territorial divisions of Rosstat are to inform entrepreneurs and organizations about statistical reporting forms and the rules for filling them out, as well as information about inclusion in the list of statistical surveillance.

The procedure for informing respondents is not regulated by law, so all reporting forms can be found on the portal in the form of an interactive map.

How to find out about reporting to Rosstat by TIN

It’s easy to get a list of reports to Rosstat for your enterprise:

  • Find out the TIN of your company;
  • We go to the Rosstat statistical reporting service , enter our details and receive a list of reports for the organization.

The service has been operating since February 2021, generating a list of statistical reporting forms that a specific legal entity must submit, indicating their name. Information on the site is updated monthly.

If questions arise (an official letter is needed, there are no indicators), then the organization can contact the territorial body of Rosstat with an official letter in free form (clause 2 of Rosstat letter dated January 22, 2018 No. 04-4-04-4/6-smi):

Primer LLC is engaged in retail trade in food products. According to the Rosstat FSGS website, our legal entity is required to submit the following types of reporting:

  1. P-2 “Information on investments in non-financial assets”;
  2. P-2 (investment) “Information on investment activities”;
  3. Form 12-pipes (petroleum products) “Information on main oil product pipeline transport.”

We inform you that our organization has no relation to such activities. Primer LLC does not have the indicators to fill out the listed forms due to XXXXX.

Please:

  • exclude the listed reports from the Rosstat FSGS list;
  • when making changes to the list of reports, update the information on the Rosstat FSGS website;
  • send an updated official list of statistical reporting for Primer LLC TIN

How to use

Rosstat provided explanations for the use of the resource containing information on mandatory forms of statistical surveillance with the condition of penalties in case of failure to provide these reports.

This resource was launched by state statistics bodies for the convenience of legal entities for free and independent use in terms of the necessary statistical forms required to be submitted.

To obtain such a list of necessary reports, it is enough to enter your INN or OKPO code, as well as OGRNIP or OGRN. After which a list of required reporting forms will be downloaded.

If you don't submit statistical reports

Rosstat receives primary information from business entities on the basis of Federal Law No. 282-FZ of November 29, 2007 on official statistical accounting. It follows from it that companies are obliged to report to territorial statistical bodies on paper or in electronic format in a timely manner and in accordance with established forms. For violating the procedure for submitting reports and providing false information, companies and their officials face fines under Art. 13.19 Code of Administrative Offenses of the Russian Federation - from 10,000 to 70,000 rubles. For repeated violations, fines increase to 150,000 rubles.

For disobedience to a lawful order or demand of an official, the fines under (Article 19.4 of the Code of Administrative Offenses of the Russian Federation) are not so large: from 500 rubles for citizens to 4,000 rubles for officials. For failure to comply with the order on time, Rosstat has the right to fine the company under Art. 19.4.2 of the Code of Administrative Offenses of the Russian Federation in the amount of up to 20,000 rubles, and for failure to provide information in mandatory cases, the organization will face a fine of up to 5,000 rubles, and citizens - up to 300 rubles (Article 19.7 of the Code of Administrative Offenses of the Russian Federation).

It is a peer-reviewed journal whose founder was Rosstat. Conducts publications of articles by leading economists (Russian and foreign), publishes works of famous researchers and scientists, specialists.

The Lists of Scientific Publications lists journals that contain publications of the main results of dissertation defenses for the purpose of awarding academic degrees:

Its pages discuss issues that are most relevant in matters of methodology and the formation of foreign and Russian statistics, in the development of international statistics standards and their adaptation to Russian conditions. Wage

The project carried out in 2002, 2006 and 2010 by Rosstat and called the “All-Russian Population Census” gained great popularity.

The subsection “Salaries” provides information on the average monthly nominal salary. It is formed on the basis of incoming data from enterprises, by dividing the fund of accrued wages of employees by the average monthly number of employees and by the number of months falling within the reporting period.

The salary fund is formed from accrued amounts to employees for the work they have done, incl. compensation payments, allowances, payments, bonuses and the like.

Information and analytical work

The territorial bodies of Rosstat are doing a great deal of work, directing it towards the formation of complete and reliable information.

The openness of Rosstat's activities makes it possible for various categories of users to receive timely statistical information in any sphere of life in our country.

From year to year, conducting analyzes of the information received, territorial bodies try to expand the topics of publications in the field of statistics and information and analytical information, setting guidelines for themselves as a result of the studied needs of users.

To provide access to a wide range of users to information on statistics of socio-economic processes that occur in each constituent entity of the Russian Federation, they actively use the official Internet portals of territorial statistical bodies.

To place particularly significant information regarding the activities of economic entities, a unified federal register is used.

Here legally significant information related to the activity is generated:

  • legal and foreign entities;

Types and forms of statistical reporting

To implement the plan for monitoring enterprises, Rosstat carries out two types of monitoring of the activities of organizations:

A. Continuous surveillance for small and medium-sized businesses is carried out every five years. The last time it was held was in 2015, the next one will be in 2021;

B. Sample observation is carried out periodically and continuously. The composition of the reporting may change from year to year. The most common forms submitted by small and micro enterprises and individual entrepreneurs are 1-IP, MP (micro) - in kind, PM, TZV-MP, etc. The basis for their confirmation is logically the financial statements, the data from which will come from the Federal Tax Service.

We do not provide a complete list of forms here; it changes regularly. There are quite a few forms of statistical reporting. We ourselves use two useful sources:

  • MP (micro) - data on the main performance indicators of a micro-enterprise,
  • 1-Enterprise - about the activities of the organization,
  • 1-T “Information on the number and wages of employees”,
  • No. 7-injuries - about injuries at work and occupational diseases,
  • 12-F - on the use of funds,
  • 57-T - on wages of workers by profession and position,
  • 23-N - on the production, transmission, distribution and consumption of electrical energy,
  • 4-TER - on the use of fuel and energy resources;

quarterly:

  • P-4 (NZ) “Information on underemployment and movement of workers”,
  • P-4 - on the number and wages of employees,
  • P-2 - about investments in non-financial assets,
  • PM - about the main performance indicators of a small enterprise,
  • P-5 (m) - basic data on the organization’s activities,
  • 5-Z - about the costs of production and sale of products (goods, works, services).

monthly:

  • P-1 “Information on the production and shipment of goods and services”,
  • P-4 - on the number and wages of employees,
  • P-3 - about the financial condition of the organization.

The deadline needs to be clarified with Rosstat:

  • Labor force sample survey questionnaire (form N 1-З, on the 8th day after the survey week from the December 2021 report),

  • Information on the activities of a collective accommodation facility (form N 1-KSR, at the end of work (season),
