Why is the 2-MP innovation form needed?

The document in question should be submitted to Rosstat for odd-numbered years (once every 2 years) to legal entities that:

  • are small enterprises (but do not belong to microenterprises);
  • conduct business in the field of mining, manufacturing, production and distribution of electricity, natural gas, water (but do not sell electricity, gas and water).

The subject of reporting in Form No. 2-MP innovation is technological innovations introduced by a small enterprise.

This form is due by April 9 of the year following the reporting year.

This report will not be submitted in 2021. In 2021, for 2021, statistical reporting on innovation was submitted in form No. 2-MP innovation, approved by Rosstat order No. 563 dated August 30, 2017. It is likely that the department will issue a new form to provide data for the next reporting period - 2021. But you can prepare in advance and thereby reduce the time it takes to fill out a document in the future by studying the specifics of working with the current version of the form.

Where and when to submit MP (micro)

A micro-enterprise submits one form from the entire legal entity - it includes data on all divisions and branches, even if they are located in another subject of the Russian Federation. You need to report to the territorial body of Rosstat at the place of registration of the organization.

The report form is annual. The Statistics Service waits until February 5, unless the due date falls on a weekend. Otherwise, you can submit the form the next business day.

In 2021, MP (micro) form 2021 must be submitted by February 5th. Deadlines are not postponed. For late delivery, the company may be fined.

Filling out the 2-MP innovation form: nuances

Form No. 2-MP innovation consists of 3 sections.

Section 1 reflects:

  • whether the firm used marketing or organizational innovations;
  • the share of innovations in the total cost of goods, works and services shipped by the company (excluding VAT, excise taxes and similar transfers);
  • the total amount of innovation costs (line 105), as well as the distribution of the corresponding amount by expense categories, which are presented in lines 106–115;
  • the amount of expenses incurred from the sources indicated in lines 116–121 (minus loans and funds provided by venture investors from the indicator in line 121);
  • the amounts of credits and loans for the introduction of innovations are reflected (lines 122–124).

Section 2 is supplemented by two reference blocks (help 1 and help 2).

The first of them, in correlation with such indicators as novelty for the company’s sales market and novelty for the world market, reflects:

  • the cost of goods, works and services newly introduced or significantly changed in terms of technology within 3 years;
  • cost of goods, works and services improved within 3 years;
  • the cost of innovative goods, works and services sold under state and municipal contracts.

In the second reference block:

  1. The presence or absence of the fact of the reporting company’s own development of innovations that were introduced into the market is reflected.
  2. It is indicated who has the leading role in the development of relevant innovations:
  • mainly to other companies;
  • to the reporting enterprise and other firms equally;
  • for an enterprise - adjusted for the fact that third-party technology is taken as a basis;
  • mainly only to the enterprise.

Section 2 provides information:

  • the size of the reporting firm's staff;
  • the number of contractors involved under the contract.

Indicators for both items are also correlated with the criterion of participation of staff or external specialists in scientific developments.

Section 3 reflects information about the reporting firm's patents. In correlation with such indicators as the number of patent applications and the actual number of patents, the presence of the company in the reporting year is recorded:

  • inventions;
  • utility models;
  • production samples;
  • Software, databases, chip topologies.

The document is signed by a responsible and competent employee.

Filling out section 1 of the reporting form

This section is required to be completed by everyone submitting the form.

Since the form reflects information on technological innovations, you should first decide what they are.

Technological innovation is the final product or service that was obtained as a result of innovative activity. That is, this is some kind of new development specifically for the organization. Technological innovation is either a new product or a way of producing new services and products that cannot be produced by conventional conventional methods.

Technological innovations are of two types - innovations that result in the creation of a new, improved product and innovations that result in new methods and methods of production.

Lines 101 and 102 of the report reflect information on marketing and organizational innovations. The lines may indicate code 1, if the innovative activity has been completed or is still ongoing, or code 2, if such activity has not been carried out and the innovative product has not been created.

Line 103 records information about the cost of goods shipped or services provided. Line 104 shows the cost of innovative products that were created in the current year.

Lines 105-124 reflect information about technological innovation. Moreover, lines 105-115 take into account all costs of research, design, software, capital investments, that is, everything that ultimately produces an innovative product. Lines 116-124 contain information about funding sources.

Results

Form 2-MP innovation is a source of statistical reporting through which Rosstat monitors the development and implementation of innovations by small businesses. This document is submitted to the department once every 2 years for odd-numbered years in the current version approved by Rosstat.

How to pass MP (micro) through Kontur.Extern

You can report to Rosstat using the MP (micro) form through Kontur.Extern by filling out the form in the system or downloading it from a file. The form is automatically checked before submitting; sending a report with an error will not work. After submitting the report to Rosstat, its status can be found in the “Rosstat” / “Sent reports” section.

Who are SMEs?

But first, a few words about who should submit the report, that is, which organizations are small businesses. The criteria for inclusion in this category are given in the law of July 24, 2007 N 209-FZ.

The main ones are the number of employees and the annual income received:

  • micro-enterprises: no more than 15 people and no more than 120 million rubles;
  • small enterprises: no more than 100 people and no more than 800 million rubles.

The easiest way to find out whether you are a small business is to use the special register of the Federal Tax Service. To check, you must indicate the full name of your organization or INN/OGRN.

Forms of mandatory statistical reporting in 2021 in 1C: Enterprise Accounting ed. 3.0

Despite the fact that the balance sheet no longer needs to be submitted separately to the statistical authorities, the obligation to submit other reports to Rosstat remains. The list of forms is not constant and depends on what type of activity is carried out by the organization or individual entrepreneur. It is constantly changing, new forms are being introduced, and there is a high probability of missing out on any “statistical innovations” in a string of cases and being subject to penalties. Therefore, in this material we will cover several issues at once. First, we will tell you in detail how to find out in advance what forms of reporting Rosstat expects from your organization. Then we’ll talk about the upcoming period of continuous statistical observation: what it means and what forms EVERYONE MUST BE SUPPLIED this year. And, of course, we will easily and simply explain how to form all this stuff in the 1C program: Enterprise Accounting ed. 3.0.

Let's start with the fact that statistical authorities are the same regulatory agencies as the Federal Tax Service, Pension Fund, Social Insurance Fund, etc. Therefore, you should not forget to submit your reports there if you do not want to face very impressive penalties.

Article 13.19. The Code of Administrative Offenses of the Russian Federation “Failure to provide primary statistical data” provides for liability for failure to provide reporting, provision of false or incomplete data in the form of an administrative fine:

• for officials – in the amount of ten to twenty thousand rubles;

• for legal entities - from twenty to seventy thousand rubles.

The amounts are impressive, aren't they? To avoid fines, follow our instructions described below.

1. How to find out what reporting forms Rosstat expects from you each reporting period?

We strongly recommend that at least once a year, or even more often, you request the report forms assigned to you by this department on the statistics website.

You can clarify the submitted forms by using the Rosstat service.

Let's see how this can be done.

Step 1. Go to the Rosstat website in the section “Main page” - “Respondents” “Statistical reporting in electronic form”. You can use the link or find the page using a search engine.

Click the “Submit Reports” link.

Step 2. In the “Obtaining data on statistics codes and list of forms” window, enter one of the indicators to search for data:

• OKPO / TOSP identification number;

• TIN;

• OGRN or OGRNIP.

Click the “Get” link button and, having received the request result, scroll down the page.

At the bottom, a list of statistical forms due for submission in the current period will be displayed, indicating the due date.

Don’t be surprised if you see forms on the website that seem to not correspond to your activities at all; for example, you may be required to report on transport, although your organization does not have a single car!

The list of reports for small companies may change annually, it all depends on the sample formed by the statistics body.

In any case, we also recommend calling the hotline and asking what to do in this situation. For some statistics departments, for example, a letter stating the impossibility of providing information due to the lack of, say, the same vehicle is sufficient. Other branches, on the contrary, require a zero report.

2. 2021 is a year of continuous statistical observation.

Now let's talk about the coming year of statistical continuous observation.

So, Rosstat has 2 types of observation:

— selective;

- solid.

During selective observation, only those organizations and individual entrepreneurs who are included in the list of statistical sampling submit reports.

But once every five years, a complete statistical observation is carried out, which has already taken place in 2021. Then the data was submitted for 2015. And now, 5 years later, in 2021, we will all again have to submit mandatory statistical reporting forms for 2021 for the purpose of continuous monitoring.

This issue is regulated by Rosstat Order No. 469 dated August 17, 2020 “On approval of federal statistical observation forms and instructions for filling them out for organizing continuous federal statistical observation of the activities of small and medium-sized businesses in 2021 based on the results for 2020.”

Let's understand further.

2.1 Who submits statistical reports in 2021?

Micro, small and medium-sized businesses, as well as individual entrepreneurs, submit reports to Rosstat as part of continuous statistical observation.

• Micro-enterprises – number of employees up to 15 people and revenue up to 120 million rubles;

• Small businesses – number of employees up to 100 people and revenue up to 800 million rubles;

• Medium-sized enterprises – have a number of employees from 101 to 250 people and a revenue volume of up to 8 billion rubles.

In addition, reporting is submitted:

• Consumer cooperatives registered in the Unified State Register of Legal Entities;

• peasant farms – peasant farms registered as a legal entity, or the head of the peasant farm is registered as an individual entrepreneur;

• Self-employed with individual entrepreneur status;

• Business partnerships.

2.2 What forms of statistical reporting are required to be submitted in 2021?

Legal entities submit form No. MP-SP “Information on the main performance indicators of a small enterprise for 2021.”

Individual entrepreneurs submit form No. 1-entrepreneur “Information on the activities of an individual entrepreneur for 2020.”

2.3 When to submit continuous statistical observation forms?

The deadline for submitting statistical forms is April 1, 2021.

You can fill out and submit the form now, from January.

2.4 How to submit a report?

The report can be submitted in paper form:

• in person at the statistics department;

• by sending by mail.

In electronic version:

• on the statistics website www.gks.ru using an online or off-line report generation module;

• through electronic document management operators;

• by sending a letter with reporting to [email protected]

More information about this can be found on the statistics website in the “Frequently Asked Questions of Respondents” section.

For the listed options for sending reports, you need an electronic digital signature - an electronic digital signature.

• Another option for submitting reports electronically is using the government services portal www.gosuslugi.ru. The condition for using the service is a confirmed account, and for legal entities an EDS (electronic digital signature) is required.

But so far this option does not work on the portal. This service is not provided electronically on the government services website. Currently, the services of the Federal Statistics Service are limited only to the provision of statistical information.

I would like to mention Government Resolution No. 1905 of November 24, 2020, which expands the list of government services for entrepreneurs provided by the MFC. The functionality of the MFC will allow not only to receive electronic digital signature keys, but also to send documents, including reporting, in electronic form to various departments and organizations.

3. Filling out statistical reporting forms in 1C: Enterprise Accounting ed. 3.0

For users of the 1C: Enterprise Accounting program and users of the 1C-Reporting service, the issue of generating statistical forms will not create problems.

Using 1C, you can not only fill out, but also immediately send the required form to the recipient.

Let's look at the steps step by step.

First, update the database to a release no lower than 3.0.88.27. It was in this release that the developers made changes to statistical observation forms No. 1-entrepreneur and No. MP-sp.

To generate statistical reporting forms in the 1C program: Enterprise Accounting ed. 3.0, go to the section “Reporting” - “1C-Reporting” - “Regulated reports”.

In the window that opens, click the “Create” button and select the desired form.

Formation of forms for individual entrepreneurs – 1-entrepreneur

Step 1. In the “Statistics” category, find the 1-entrepreneur form.

Step 2. In the period selection window, setting the year to 2020, click “Create”.

Step 3. Click the “Fill” button and the form will be filled with data from the program.

Information about the individual entrepreneur and his activities will be filled in automatically. Only some questions need to be answered by placing an “X” in the answer entry fields.

The form has 3 sections:

Section 1 – “General information about your business.”

Section 2 – “Key performance indicators of your business.”

The section will be filled with program data automatically.

The section is not filled out if the individual entrepreneur did not conduct business in 2021 and in section 1, paragraph 1 set o in the “No” field.

Please note that OKVED is indicated in the “Code according to OKVED2” field.

If OKVED (or other codes when filling out the form) are not entered, check whether all statistics codes are filled in in the “Main” - “Organizations” section.

Use the service of the Rosstat website - “Obtaining data on statistics codes and a list of forms.”

Indicate one of the search details in the form (in our example, TIN) and click the “Get” button.

The search results will display information about statistical codes for the entered query.

Section 3 – “Fixed assets (assets) and investments in fixed capital.

Check the completed information.

Step 4 : Save the form by clicking “Save.”

Create a printed form for transmission on paper – the “Print” button.

Form 1-Entrepreneur is presented on four sheets. If necessary, the form can be saved in the following format:

• PDF – document;

• Excel (XLS);

• Spreadsheet document (MXL).

Formation of the MP-sp form.

The MP-SP form for legal entities is formed in the same way as discussed above.

Step 1. In the regulated reports section, create the MP-sp form.

Step 2. Select the report period and click “Create”.

Step 3: Click the Fill button and select the Fill command.

The MP-SP form is similar to the 1-entrepreneur form discussed above and also consists of 3 sections.

Section 1 – “General information about the legal entity.”

Section 2 – “Main performance indicators of a legal entity.”

If the organization did not operate in 2021 and this was noted in paragraph 1.1 of section 1 (line 02), then section 2 is not filled out for it.

Section 3 – “Fixed assets (assets) and investments in fixed capital.

Each section in the form has detailed explanations that will help the user fill out the form without much difficulty.

Step 4. Fill in the missing information, save and print the report. If necessary, the report can be saved to a file by selecting the format using the “Save” button.

After saving the report, send it to Rosstat.

• “Send” button – directly from 1C: Enterprise Accounting, using the “1C-Reporting” service;

• “Upload” button—generate a file and send it using a third-party program.

Filling out section 3 by column

The section displays information about patent applications . Moreover, such applications can be submitted both in Russia and abroad and must be reflected in the reporting form.

Column 4 contains data on those patents that are already in force at the time of compilation of the report.

Column 5 reflects patents that were received in the current year.

Column 6 shows all those patents that were obtained earlier, but continue to be valid in the reporting year.

After filling out all the necessary information on the form, it must be signed by the responsible person. A contact telephone number, email address and the date of submission of the report are also indicated.
