Inventory commission: formation, composition and minutes of the meeting

An order to carry out an inventory is an administrative document of the company, which contains instructions as to why, within what time frame and with what forces this event should be carried out. We will tell you in detail how to correctly draw up a document.

An inventory is needed by a company to check what assets it actually has and what the status of its financial obligations is. This event is carried out according to certain rules in several stages. But first, it is necessary to issue an order for inventory according to new standards (for budgetary organizations it is important to take into account the changes regarding the accounting of SSB and gifts).

What to pay attention to when preparing a document

There are no unambiguous criteria for both the preparation of the form and its design: both printed and handwritten versions of the document are acceptable. The order can be written on company letterhead or on an ordinary blank sheet of any convenient format.

In this case, the form must be signed by the director of the organization or a deputy authorized to act on his behalf.

It is not necessary to stamp the document using stamp products, because Starting from 2021, legal entities have every right not to use various seals and stamps to certify their documentation (only if such a rule is not specified in the local regulations of the company).

The order is usually made in one copy and must be recorded in the journal of internal documents.

How does unscheduled differ from planned?

There are several parameters by which these two types of control are distinguished:

  • The time frame within which documentation must be completed. If this is a planned recount, then the accompanying documentation is sent to the head of the organization for review no later than 3 business days before the start. For VI this is just a day.
  • Content. When planning a calculation, it is important to study all the points that are provided for in labor legislation. With VI, only issues that fall under certain aspects of life or the structure of the enterprise are resolved.
  • Punishment. If violations are discovered during a routine inspection, this is often followed by significant administrative measures. For unscheduled ones, these are usually light punishments - deprivation of bonuses, a reprimand, a warning and others like that.
  • How often is it used? Scheduled recalculations are carried out no more often than once every 3 years. There are no such restrictions for VI; it can be initiated even once a month.

  • links to regulatory government documents;
  • names and positions of appointed members of the commission;
  • instructions for familiarizing employees with the order;
  • The person exercising control over the execution of the order.

    The municipal entity “Kamyshovskoe rural settlement” was founded in 2005. The territory of the rural settlement is 26,001 hectares (260.01 km²).

    The settlement includes four settlements: the village of Kamyshovka, the village. Danilovka, st. Dezhnevka, s. Nizhnespasskoe.

    History of the village Kamyshovka

    The history of the village of Kamyshovka dates back to pre-revolutionary times. It is known that back in 1915, a weather vane was erected on the site of the school’s current football field, on which the date 1915 was carved. This year marks, according to the local old-timers, the time of the formation of our village.

    There is a version that before the revolution there was a postal route, there was a postal caretaker, and there was a point for changing postal horses. Where the school stadium is now located, there were stables in which horses were raised. After the fighting of the civil war ended and peace came to the Far Eastern land, the royal stables were liquidated, and the horses were transferred to the TOZ society. This happened in 1922 - 1924. In 1927, these lands were transferred to the collective farm “Far Eastern Collective Farmer” (now the village of Danilovka).

    At the same time, settlers from abroad (Israel, Latin America, Australia) were invited to develop the lands of the Far East. These were mostly Jewish families. IDPs from the western regions of the country were also invited.

    This is how a commune arose on the territory of our village, which consisted mainly of Western settlers. In 1928, a group of 12 people – students of the Kurasovshchina Jewish Agricultural School (from near Minsk, Belarus) organized a commune called “IKOR”.

    Where did this name come from?

    "IKOR" is the name of the American organization for assistance to agriculture in the USSR. Yiddish Colonization Orbeiter.

    This group arrived at the Tikhonkaya station (now Birobidzhan). At the end of February 1929, members of the IKOR commune were approached with the following proposal. In the former Nekrasovsky district (now Smidovichsky) there was a Dezhnevsky experimental field. In connection with the expansion of the settlement area to the left bank of the Amur, KOMZET and the district leadership decided to liquidate this experimental field and create a resettlement farm there. Since IKOR was recognized as one of the best resettlement communes, she was invited to move there. First, three communards arrived at the new place.

    At the site of our village, they saw a weather vane, a large residential building, a small cowshed, a stable, a warehouse, a bathhouse and a small poultry house. The Communards liked the place, so all the other guys loaded their things onto two platforms and went to Volochaevka station. And from there to this place. The chairman of the commune was Shapiro. What did the communards do? They also bought cows and became the first suppliers of milk to the city of Khabarovsk. A little later, Boris Altshul, Manya Botvinnik, and Fanya Kots came to this place from the Kurasovshchina Agricultural School. Many boys and girls from Tikhonkaya station began to come to the communards. The good ones were accepted, and the bad ones were sent back. The history of our village begins with these guys from the commune.

    The commune quickly gained strength. Its inhabitants were engaged not only in agriculture and animal husbandry, but also caught chum salmon and prepared red caviar.

    In 1931, the collective was renamed the Ikor - Sotsgorodok commune. Another 86 people are joining it. In 1932, 200 immigrants from North and South America expressed a desire to work at IKOR. One of the communards who arrived on this land on May 2, 1933, together with his family, left such memories.

    “…. On a high place there were two residential barracks, a stable, a cowshed, and a warehouse. The kindergarten, canteen, and club were located in one long house.

    I remember the house well - a well, carved in the shape of a hexagon. But what struck me most was the perfect cleanliness - not only of the courtyards, but also inside the premises. And some other unusually nice round stoves. In a word - a culture that sharply distinguished the village from those uncomfortable villages and hamlets that I had to see then.” This is what our village once was like.

    Unfortunately, in the difficult 1930s for our country, things weren’t easy for the Ikorovites either. Thus, in 1933, it was planned to accept about 500 foreign communists with their families, but that year just over 10 families joined IKOR. The reason for such a small visit was that the population abroad was well informed about the serious difficulties that the Soviet country was experiencing at that time, in particular about the famine of 1933, which claimed several million people. It covered almost the entire territory of the current region, affecting both the villages of Danilovka and the villages of Kamyshovka.

    In 1937, IKOR suffered a second, more tragic blow, when one by one Jews, immigrants who had come mainly from abroad, began to disappear from the commune. The fate of the commune chairman Forera is tragic. In November 1937, they came for him at night, and he disappeared forever. His fellow Argentineans Icha Lehrer (jack of all trades) and Aron Shnur (best glazier) also suddenly disappeared. And their wives and children were sent to Siberia. Tsukerman spent more than 10 years in Stalin's dungeons. Families began to leave, some were sent to Siberia, some went to prison, and from the first “Ikorovites” there were practically none left here. Therefore, we know too little about that time, because in our village there are no relatives of the first “Ikorovites”.

    In 1939, the IKOR commune was renamed the XVIII Party Congress collective farm. This collective farm was actually very poor and constantly received help from the Far Eastern Collective Farm collective farm, which was founded in the village of Danilovka. But despite this, at this time and a little later, new residents from the western regions of our country arrived here. Among them were the families of Kanarsky, Yurchenko, Korovnik, Vernigor, Fedoseev, Buslovsky, Zhuganov, Andreev, Fraiman, Lysenko, Napakh, Shnur, Rotberg, Perik, Fetisenko and many others.

    It was especially difficult for collective farmers during the Great Patriotic War. All the men were taken to the front. Women, children and old people worked on the collective farm. Most of the work was done by hand, as the horses were sent to the front. But despite this, the collective farmers of the collective farm named after. The XVIII Party Congress provided enormous assistance to the country already in the first years of the war. After the war, settlers began to arrive on our land again. In 1952, the Slynko, Lebedev, and Lazarev families arrived. There was still a lot of virgin land, so there was enough work for everyone.

    On August 17, 1958, a meeting was held at which a decision was made to form the Volochaevsky State Farm. According to Evdokia Aleksandrovna Dolgova, she went around the yards and collected applications to join the state farm. Many people who first started on the state farm are remembered today in the villages. This is S.O. Koval, Abramsky, Diskin. Koval S.O. was a foreman of a tractor brigade. Then he was nominated as chairman of the collective farm “XVIII Party Congress”. An old resident of the village, Nikolai Evdokimovich Buslovsky, recalled that there were few people like Koval. He loved to joke, and his father became famous for making very good sleighs for oxen and horses. The famous calf breeder was Diskina Tsilya, and her husband was always the foreman. Korovnik Ivan Mikhailovich was an intelligent man and a strict foreman.

    In 1958, the Volochaevsky state farm was created on the basis of three collective farms: “Stalin’s Call” (village of Klyuchevoe), “Far Eastern Collective Farmer” (village of Danilovka) and “XVIII Party Congress” (village of Kamyshovka). In addition, the state farm, on the basis of Resolution of the Council of Ministers of the RSFSR dated July 25, 1958 No. 848, included the AKHRPA subsidiary farm (Osinovka village). Subsequently, the Klyuchevskoy state farm and the Tselinny state farm were separated into separate state farms.

    In 1959, our village had the only two-story building. In the same year, at the call of the party and government, after graduating from school, the entire graduating class of the Smidovichi secondary school went to work at the Volochaevsky state farm. They first worked in vegetable growing, then they began to work in animal husbandry. Since 1960, they began to grow corn.

    Since 1963, the construction of apartment buildings with all public amenities began in the village. Now there are many such houses in the village. In 1967, two-apartment wooden houses were put into operation. In the newspaper “Birobidzhanskaya Zvezda” dated July 9, 1968, Lebedev, the chairman of the workers’ committee of the Volochaevsky state farm, wrote: “... In its current form, Kamyshovka is the same age as the five-year plan. And like everything new and growing, there is still no harmony in it...” But now new houses have sprung up in the vacant lot. A new kindergarten has been built, there is a health care center, shops, a canteen, and a medical center. The village is growing and improving.

    A secondary school was built in 1980, and in 1991 a new kindergarten appeared in the village, looking like a fairy-tale miracle. For a long time, the improvement of the village depended on the Volochaevsky state farm. When the state farm began to experience difficulties, the village did not perish.

    Today, market relations have made significant changes in rural life. Kamyshovka has always been considered an “agricultural” settlement. Working on the land is still the main occupation of villagers, who, in their free time from their main work, work on their plots, do gardening, and raise livestock and poultry.

    The village continues to live!

    History s. Danilovka

    The village of Danilovka was founded in 1910 as a resettlement village.

    The name was given by the settlers at the place of their previous residence. Located on the right bank of the river. Tunguska.

    The history of the settlement of Danilovka dates back to the distant events of the Russian-Japanese War of 1904-1905. Having heard about a riverside settlement rich in fish and game, founded by the Kostyalov family in the middle reaches of the river. Tunguska, demobilized soldiers, participants in Port Arthur, decided to settle here in the neighborhood. General Danilov, under whose command they fought the Japanese, also contributed to this matter. It was in honor of this brave general that the new settlement was named. Since 1910, Danilovka received the status of a village and became part of the Tunguska volost, Khabarovsk district of the Amur Governorate General. The new settlers had to work a lot to develop and plow fields suitable for farming, build dwellings, outbuildings, rural public institutions, a church, a school, a trading store, etc. Gradually, life in the village improved. Trade ties were established with Khabarovsk, where surplus peasant farmsteads, fish, and game were delivered by water. In addition, the peasants were engaged in the preparation of firewood - firewood, which was used to heat the city in winter. The Amur River Shipping Company also used them.

    The number of farms and population of the village of Danilovka by year was: 1911-1915. – 7 farms; 1917 – 12 farms, 55 souls; 1929 – 32 farms, 91 souls. After the end of the civil war in 1924, the first agricultural artel “New Life” was organized in the village. In 1938, the artel was reorganized into the Far Eastern Collective Farmer collective farm. It was a strong economy for that time, where sheep and poultry farming developed along with cattle breeding and horse breeding. There was an apiary. During the Second World War, men went to the front, the economy rested on the shoulders of women, old people and teenagers. But the cultivated area not only did not decrease, but also expanded to 630 hectares. In 1958, the collective farm became part of the Volochaevsky state farm. In the so-called stagnation, Danilovka, despite a number of reorganizations and reforms, remained an agricultural village. Many years was the basic basis of the limited liability company "Volochaevskoye".

    Why is it needed?

    Carrying out an unscheduled inventory (VI) helps to complete tasks:

    • discover how many inventory items and operating assets actually exist;
    • compare real values and those indicated in documents;
    • rewrite the balance sheet and draw it up again;
    • find MCs that are not included in the company’s accounts and are not involved in production;
    • analyze costs and find ways to reduce them;
    • align accounting;
    • identify shortcomings and surpluses, study their causes;
    • control over storage.

    VI can be complete or selective, it all depends on what management decides. Typically, an extended check is relevant when one of the employees is suspected of theft or after an accident. In the limited version, only a certain complex, workshop, storeroom is counted - some part of the total amount of valuables.
