The employer is legally responsible for production safety. He must provide not only working conditions with established standards, but also safety training for all his employees. - Labor Code of the Russian Federation;
- Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education and Science of the Russian Federation dated January 13, 2003 No. 1/29 “On approval of the procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations” (hereinafter referred to as the “Training Procedure”).

The company is obliged to conduct occupational safety training in production with each employee whose job functions include performing production tasks.

Targeted training on labor protection: what is it?
Targeted briefing is the conduct of an event with an employee or a group of employees aimed at informing about the basics of labor protection and safety and the principles of certain activities.
Targeted coaching is different from other types of coaching. As a rule, instruction is carried out on the following points:
- General description of the nature of the work to be done.
- Information about equipment and necessary equipment, methods of using it safely at work.
- Information about the rules for operating the workplace.
- Information about the rules of behavior in non-standard situations.
- Training in the rules of using special clothing, shoes, and protective equipment.
- Informing about the history of accidents when performing similar work.
All employees must read the prepared information text and pass the exam (testing).
When is the targeted training carried out?
According to clause 2.1.7 of the “Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations”, approved by Resolution of the Ministry of Labor of Russia, Ministry of Education of Russia dated January 13, 2003 N 1/29, targeted instruction is carried out:
- when performing one-time work, including those not related to direct responsibilities in the specialty or profession;
- when eliminating the consequences of accidents and natural disasters;
- when working with increased danger, for which, in accordance with regulatory documents, a work permit, permit or other special documents are required,
- when organizing mass events (excursions, hikes, sports competitions, cleanup days, cultural events). The list of works and public events, before which targeted instruction is carried out, is established by the employer independently, taking into account the specifics of its production activities and the relevant national regulatory requirements.

Targeted briefing on labor protection is a type of informing employees about safety rules in special, specially provided cases. It is not related to regular scheduled briefings.
Conducting targeted training means that the enterprise requires actions that do not fall within the scope of normal ordinary working conditions, and workers must be familiarized with the rules of safe operation in this non-standard situation. Another similar case may be the involvement of an employee of a different specialization in a certain type of work - naturally, he may not be familiar with the specifics of labor protection in a “foreign” area. And, finally, if persons who are not its employees enter the enterprise en masse for a legally permitted purpose, for example, on an excursion, they will not be able to remain on the territory without receiving the necessary minimum instructions on their safe behavior.
So, targeted instruction is required if :
- it is required to perform not ordinary, but one-time, single work;
- the work does not include the employee’s usual duties, but is assigned one-time (for example, unloading, cleaning, actions outside the company’s territory, etc.);
- it is necessary to direct forces to eliminate the consequences of emergencies, accidents, disasters, cataclysms, etc.;
- you cannot start work without permits (for example, a work permit);
- there is a mass event taking place in the organization with the participation of employees: a competition, a corporate holiday, a hike, etc.;
- people came to the enterprise en masse for a specific purpose, for example, on an excursion, open day, etc.
How is targeted instruction carried out?
According to clause 2.1.3 of the “Training Procedure,” briefing includes familiarizing workers with existing dangerous or harmful production factors, studying the labor protection requirements contained in the organization’s local regulations, labor safety instructions, technical and operational documentation, as well as applying safe methods and techniques for performing work.
According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions "Targeted briefing is carried out according to targeted briefing programs developed and approved in the prescribed manner in accordance with the nature of the work performed or mass events, before the implementation of which targeted briefing is carried out, or directly according to instructions on labor protection and (or) safe performance of work, or according to other local regulations and documents necessary for targeted training.
From practice and work experience, I believe that it is better to conduct targeted briefing according to the developed instructions, and since GOST is voluntary for use, the form of targeted briefing is fixed by order of the head of the organization.
Order of conduct
To begin with, the people who are responsible for conducting the training are selected, and the list of employees who are required to familiarize themselves with the rules is certified.
The procedure is entirely up to the instructor. Participants can independently study the material, but an oral verification of the acquired information is a mandatory requirement. At the end of the training, an entry is made in the journal that everyone has listened to the information, which is certified by the signature of each employee.
In general, the program includes the following information:
- introductory part, which describes the specific situation, the nature of the work being performed and the characteristics of the place where it will be carried out;
- information about the necessary tools and materials that will be used to perform the task. It also describes the working rules, possible dangerous situations that may arise;
- instructions on preparing the work site for operation;
- rules of conduct for an employee if a dangerous situation could not be avoided;
- information about personal protective equipment, rules for working with them;
- a memo about emergencies that occurred at similar enterprises at different times, and rules of behavior in such circumstances.
How is the briefing recorded, the log form?
According to clause 2.1.3 of the “Training Procedure,” the briefing is registered in the appropriate briefing log (in certain cases, in the work permit) indicating the signature of the person being instructed and the signature of the instructing person, as well as the date of the briefing.
According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions”, the conduct of targeted briefings is recorded either in the work order, including the work permit, or in a special journal of targeted briefings. Appendix A.6 recommends the Form of the target briefing registration log, which is confirmed by order of the head of the organization, since GOST is voluntary for use.

Documentation of the instruction is provided in journals, individual cards, and permission slips.
- Instruction log. It is filled out by the responsible person. The log is kept in the HR department. It can be standard or made independently. Must be numbered, signed, stitched, certified by the manager’s signature and seal. The title page indicates the organization, personal data of the persons conducting the training, the start and completion date of its completion.
About each briefing that takes place (whether it is targeted, unscheduled, introductory, etc.), the following information (information) must be contained in the log:
- Full name, date of birth, position held;
- name of the department (division);
- subject;
- date of instruction;
- information about the instructor (name, position);
- required signatures.
Check of knowledge
For any training, the final certification of employees is of greatest importance. If a person has not passed the exam, then it is prohibited to allow him to perform his duties. However, at the state level there are no specific requirements for testing knowledge in preparation for this event. That is, the entire process of training and subsequent certification, as well as the documents and standards used, are determined only by the management of the organization. But the development of all materials must be carried out in compliance with established standards and labor protection rules in the company.
Certification can take any form convenient for the inspector. This can be an oral form of answers to questions posed or a written test. A practical session is recommended where employees can demonstrate the skills they have learned. In this case, it is allowed to use modern devices (computers, projectors, etc.).
