Thus, owners of vehicles weighing more than 12 tons are exempt from inconvenience when compensating for the damage caused by heavy trucks to the road surface. Almost the entire process occurs automatically.

What is the procedure for collecting taxes on heavy trucks until 2021?

Until January 1 of this year, other rules related to car tax accounting for owners of heavy vehicles were in effect. Owners of such vehicles had to pay two types of contributions:

  1. Transfer of funds to the Platon system, which were redirected for road surface repair work.
  2. Making payments according to the regional TN, due to which the road surface is maintained.

In addition, before the adoption of changes to the legislation, drivers whose vehicles had a permissible maximum weight of “More than 12 tons” could well save on fuel costs. Moreover, the savings were on legal grounds: the transport tax was reduced by the amount that the taxpayer had previously transferred to Plato.

It is worth pointing out that this method could only be used by drivers of heavy trucks who had gone through the process of registering in the system as official tax payers of the TN for a specific vehicle. This requirement was recorded in a letter to the National Assembly adopted on July 11, 2018.

Before the innovations, tax calculation was carried out in accordance with the following standards:

  • Transport tax was assessed for each vehicle individually. It was impossible to reduce the amount of contributions for a specific truck at the expense of the amount of funds paid for other trucks.
  • A reduction in the amount of budget contributions was possible only on the condition that the motorist fully repaid all advances made during the reporting year.
  • In cases where a motorist paid an insufficient amount of tax for causing damage to the road surface, the necessary additional funds came from unused contributions to the Platon system.
  • If the transfer of funds to Plato exceeded the norm, the motorist was considered exempt from obligations. Also, the resulting discrepancy between the amount of contributed funds and the technical tax could be included in the tax base for profits.

However, from the beginning of 2021, all rules facilitating the tax payment process have been abolished. This year it will no longer be possible to reduce the amount of the transport tax contribution. Also, the new rules have complicated the process of accounting for expenses in the Platon system. In order for the motorist to be able to add these costs to the list of costs, it is necessary to take into account transfers to Plato separately.
