When providing information starting from 2002, the policyholder (employer) fills in:

  • form SZV-4-1 when providing information about an insured person who, during the Calculation Period, had any conditions for the appointment of an early retirement pension, or if it is necessary to allocate separate periods of work, periods of child care, etc.. Also to This type of forms will include forms SZV-4, in which insurance premiums are made for the entire Insured (including separate divisions)
  • form SZV-4-2 (list form) when providing information about insured persons who do not have any conditions for the early assignment of a labor pension during the Calculation Period, except for those indicated in the “Territorial conditions” detail

In order to correctly fill out these forms, certain rules for filling them out have been developed. Let's take a closer look.

Changes in SZV-TD in 2021

In connection with the transition to electronic labor, new reporting was introduced - SZV-TD. The document must be filled out by employers regarding personnel activities for all employees. The report is then sent to the Pension Fund to form its electronic database and distribute information to personal accounts.

In 2021, officials planned to make adjustments to the SZV-TD, for example, to add new codes for workers in the Far North and equivalent territories, as well as remove some sections and add new ones. However, at the moment these changes have not yet occurred.

The form of the document and the mechanism for the formation of the SZV-TD are contained in the Resolution of the Pension Fund of December 25, 2019 No. 730p. There are no adjustments to the form for 2021 yet, so the form used in 2021 is being filled out.

Forms of personalized accounting

Since 2021, changes have come into force in the accounting procedure for insurance premiums, which employers calculate from payments to their employees. Control over their accrual and payment was transferred to the Federal Tax Service. In this regard, the reporting submitted to the Pension Fund was also reformed. The reporting provided to the Pension Fund of the Russian Federation is necessary for organizing the registration of citizens in the pension system, monitoring the insurance period, and tracking the right to assign an early pension. Resolution of the Board of the Pension Fund of the Russian Federation No. 507p dated December 6, 2018 approved the personalized report forms that are still used today:

  • SZV-STAGE;
  • SZV-ISH;
  • SZV-KORR;
  • EDV-1.

Rules for the column “Code of the function being performed”

Starting from 2021, you need to fill out the column “Code of the function performed” in the SZV-TD. The column itself was previously in the document, but its filling begins only this year.

The information in the column is filled out by employers if they apply the professional standard and it is approved for a specific position. The section remains empty if there is no approved professional standard for the position.

The function code (group 5) consists of seven characters:

  • the first five characters are the code for the name of the activity. Information on it can be found in Section I of the professional standard “General Information”;
  • the sixth character is a letter denoting a generalized labor function. Information on it can be found in section II of the professional standard “Description of labor functions”;
  • the seventh character is the level of qualification to which this generalized labor function belongs. Information on it can be found in section II of the professional standard “Description of labor functions

For example, for a personnel management specialist from the HR department, the code of the function performed will be indicated as follows: 07.003-A-5.

Determining the type of information

Filling out the EDV-1 form for 2021 is necessary when providing other forms of personal accounting: SZV-STAZH, SZV-ISKH and SZV-KORR. The rules for filling it out depend on which of these reports the inventory is compiled for. Let's look at the EFA-1 report, how to fill it out, step by step.

In any case, filling out a report begins with determining its type. Reporting can be:

  1. Initial - submitted upon initial submission complete with the main document.
  2. Corrective - provided if corrections need to be made to section 5 of the original form.
  3. Cancellation - provided if you need to cancel the data specified in the original form in section 5.

The type of form provided must be indicated by placing an “X” in the appropriate box.

Who submits the SZV-TD report

SZV-TD in 2021 will be passed by all business entities, regardless of the number of employees. The report is not generated if:

  • there are no personnel movements during the reporting period;
  • none of the employees were hired, fired or transferred;
  • employees did not receive another profession and did not undergo advanced training;
  • employees did not submit an application for the format of the work book;
  • the policyholder (company or individual entrepreneur) did not change the name.

Attention! When submitting the SZV-TD for the first time, data on the employee’s professional activities as of January 1, 2021 are indicated (Clause 1, Clause 2.5, Article 11 of Federal Law No. 27-FZ of April 1, 1996).

How to submit SZV-TD to

SZV-TD is submitted only electronically if the number of employees is more than 25 people. If there are no more than 25 people, the employer chooses how he will submit the report - electronically or on paper (clause 1.9 of the Pension Fund of Russia Resolution No. 730p dated December 25, 2019).

The SZV-TD is submitted to the territorial branch of the Pension Fund of the Russian Federation at the place of registration of the employer. In this case, the report on paper can be submitted in person when visiting the Pension Fund of the Russian Federation, through an authorized representative, or by Russian post by registered mail with notification and inventory.

In what form to submit data?

Provide information in paper or electronic form. The obligation to send reports to the Pension Fund in electronic form arises for those employers who employed 25 or more insured persons during the previous reporting period (Clause 2 of Article 8 of the Law on Personalized Accounting). But this rule is not applicable to the SZV-K form, since it is not submitted at the end of the reporting period, but is a document upon request. Therefore, the employer has the right to choose in which form it is more convenient for him to send this report. If you send information electronically via telecommunications channels, it will quickly end up in the individual personal account of the insured person. Along with the report, it is necessary to send an inventory of documents in the ADV-6-1 form.

Deadlines for submitting SZV-TD

The general deadline for submitting the SZV-TD is no later than the 15th day of the month following the reporting month. However, it must be taken into account that when hiring or dismissing, the SZV-TD should be submitted no later than the working day following the day the order was issued.

If there were no personnel movements in 2021, the SZV-TD for this reporting year must be submitted no later than February 15, 2021. And it is this that records information about the employee’s professional activities as of January 1, 2021.

Attention! If the deadline for submitting the SZV-TD falls on a weekend, it is postponed to the next working day. For example, for April 2021, the report must be submitted by May 17.

Filling out the SZV-K form: examples

The rules for filling out the SZV-K form and the corresponding instructions for accountants are defined in paragraphs 31 - 33 of Instruction No. 2p. The SZV-K report is filled out based on information from the work book and other documents, namely (clause 11 of the Rules approved by Decree of the Government of the Russian Federation of October 2, 2014 No. 1015).

  • written employment contracts;
  • labor records of collective farmers;
  • certificates issued by employers or relevant state (municipal) bodies;
  • extracts from orders;
  • personal accounts and payroll statements.

One SZV-K form is filled out for only one individual. The information is filled out in the report in chronological order for the period from the start of the insured person’s employment until 01/01/2002 (clause 31 of Instruction No. 2p).

Personal data of a person and his SNILS

At the very beginning of the SZV-K form, you need to indicate the personal data of the person in respect of whom the report is being filled out, namely:

  • Last name, first name and patronymic (in the nominative case);
  • date of birth;
  • territorial conditions (there may be an empty field, code “RKS” or “ISS”, as well as the size of the regional coefficient).

Also, in the initial block of the SZV-K report, you need to indicate the insurance number of the individual personal account of the insured person (SNILS). It must be indicated without fail (clause 31 of the Instructions, approved by Resolution of the Pension Fund Board of January 11, 2017 No. 2n). Also, at the top of the report submitted to the Pension Fund on the SZV-K form, you need to record the “Form Type” of the report. There can be three meanings: “original”, “corrective” and “cancelling” form. Mark the required type with an X:

Section on periods of working activity

The section “Periods of labor or other socially useful activity” is, in fact, the most important and informative section of the new report. Include information:

  • on the start and end dates of employment (clause 33 of Instruction No. 2p);
  • on the periods giving the right to early assignment of a labor pension to certain categories of citizens (clause 33 of Instruction No. 2p).

How to enter information about work periods

Information about the work must be shown in SZV-K in chronological order. Simply put: the first line should be about the first place of work (period of experience). However, remember that information needs to be shown only about work experience before January 1, 2002. That is, the report form should end with a maximum date of 12/31/2001.

If, when filling out the report, the work periods “intersect”, then they will need to be “joined”. Let's give an example. Let's assume that a citizen was fired on July 11, 1998, and was hired into the next organization earlier - on July 9, 1998. Then indicate the first period up to July 11, 1998 inclusive, and the next period - from the next day, that is, from July 12, 1998.

Show the names of employers (or places of service) in the “Name of organizations” field in this section exactly as indicated in the work book (or military ID). That is, if, for example, the full name is indicated in the work book, then write down the full name in the report, if it’s an abbreviated one, enter the abbreviated name.

What periods before 2002 are included in the length of service?

In the report form SZV-K, show not only regular work, but also some other periods included in the length of service, namely:

  1. The period of military service or other service equivalent to military service.
  2. The period of receiving sick leave benefits for temporary disability.
  3. The period of care of one of the parents for each child until he reaches the age of 1.5 years (but not more than 4.5 years in total).
  4. Periods: receiving unemployment benefits, participating in paid public works, moving (resettlement) in the direction of the state employment service to another area for employment.
  5. Period of detention of certain categories of persons.
  6. The period of care of an able-bodied person for a disabled person of group I, a disabled child or a person who has reached the age of 80 years.
  7. The period of residence of spouses of military personnel performing military service under a contract in areas with no employment opportunities.
  8. The period of residence abroad for spouses of employees sent there in certain cases.

Territorial and special conditions

Fill out the column “Territorial conditions (code)” of the table in accordance with Appendix 1 to the Instructions, approved. Resolution of the Board of the Pension Fund of January 11, 2017 No. 2n. Length of service

Fill out the column “Grounds (code)” for years of service in accordance with Appendix 1 to No. 2n.

In the “Additional information” column about length of service (depending on the type of service) it will show:

  • flying hours (hours, minutes);
  • number of parachute jumps;
  • number of descents (ascents);
  • actually worked time (months, days);
  • volume of work (share of rate) for the position held;
  • number of teaching hours.

Profession and position

Fill out the column “Profession or position” in accordance with the document confirming the period of activity (for example, based on a work book).

We believe that, in general, you can indicate the first position to which a person was hired in a given organization. But if positions have changed, and working conditions give the right to early retirement, then it makes sense to separately list all positions and periods of employment in such an organization. After all, only then can the Pension Fund of Russia bodies distribute these positions in their databases indicating “preferential” codes.

Information as of January 1, 2002: total length of service

The SZV-K form has a final section “Information as of January 1, 2002 for assessing the pension rights of the insured person (conversion).” It needs to summarize all information about the experience. In addition, the length of service giving the right to an early pension must be shown in the context of the relevant working conditions:

  • territorial;
  • special;
  • determining the right to a pension for long service.

How to form SZV-TD

To submit the SZV-TD, use the form from the Pension Fund Resolution No. 730p. The report is generated for each employee under an employment contract. If a GPC agreement has been concluded with him, it is not included in the report.

Step-by-step algorithm for forming SZV-TD:

  • information about the policyholder

This block indicates the name of the employer, his INN/KPP and registration number in the Pension Fund (information can be found in the registration documents of a legal entity or individual entrepreneur). The name is indicated as in the constituent documentation.

  • information about the registered person

The block contains information about the employee - full name, SNILS and date of birth.

  • information about the work record

This indicates whether the employee submitted an application for the work record format. If yes, then you need to date this statement on a specific line - either for paper or electronic version. If an application has not been submitted, the block remains blank.

  • reporting period

This column indicates for what period the reporting is submitted. When filling out a monthly SZV-TD, the reporting period is a specific month and year;

  • information about work activity

This section is a table and is the most difficult to fill out. It is filled in like this:

  • gr. 1 — serial number of the record;
  • gr. 2 — date of personnel event;
  • gr. 3 - the essence of the personnel event with the code (clause 2.5.3 of the rules, approved by Resolution No. 730p);
  • gr. 4 - employee’s labor function and department;
  • gr. 5 - code of the function being performed. In 2021, this column did not need to be filled out. From 2021, the column will be filled in by those employers who apply approved professional standards. The column is not filled in if the professional standard for the position is not approved;
  • gr. 6 - reason for dismissal. To be completed if the employee is fired. Information is entered in the same way as an entry in the work book upon dismissal - indicating the clause and article and the Labor Code of the Russian Federation on the basis of which the employment contract was terminated;
  • gr. 7-9 - details of the document on the basis of which the personnel action was carried out (its name, date and number);
  • gr. 10 - filled in only when updating information previously submitted to SZV-TD for the previous period;

When renaming a legal entity or individual entrepreneur, SZV-TD must also be filled out and the information must be indicated on a separate line. In this case, in gr. 2 indicates the date on which the name change occurred. In gr. 3 you need to reflect the essence of the event - “Renaming”, and in gr. 4 indicate that “The Old name has been renamed to the New name since a specific date.” In gr. 7-9 also indicate the details of the document on the basis of which the employer was renamed.

  • signing a document

The manager signs the SZV-TD report and puts a stamp on it (if used). The manager's full name must be filled in completely, and not with initials (clause 1.11 of the rules, approved by Resolution No. 730p).

To avoid mistakes when filling out the SZV-TD, use the capabilities of 1C:ZUP. The completed report can be immediately sent to the Pension Fund of the Russian Federation without downloading it to a computer, for which you need to use the 1C-Reporting service.

Storage periods and responsibility

Documents containing individual information about experience must be stored for at least 75 years (Article 22.1 125-FZ and Article 905 of Order No. 558 of the Ministry of Culture). If reporting forms are prepared and submitted electronically, arrange for documentation to be stored in electronic format. Reflect the procedure in the accounting policy, familiarize the responsible persons with signature.

The official request from TOPFR indicates not only the latest deadlines for providing information, but also the responsibility provided for failure to provide or for indicating erroneous data. For example, refusal to provide, incomplete provision or distortion of information in the SZV-K form threatens officials of the institution with an administrative fine. Its size is 300-500 rubles. (note to Article 2.4, Article 15.33.2 of the Code of Administrative Offenses of the Russian Federation).

At the same time, the size of the pension is determined based on the data provided. If you provide incorrect data that will lead to the assignment of an inflated pension, the Pension Fund has the right to sue for compensation for material damage (Article 25 173-FZ), so it is important to provide reliable information.

How to fill out SZV-TD for part-time workers

SZV-TD is filled out for all employees with whom employment contracts have been concluded, regardless of whether they are part-time employees or main employees. However, some nuances in generating a report for part-time workers still exist.

For example, in gr. 4 you need to indicate that the employee works part-time. This is indicated in the Letter of the Pension Fund of March 5, 2020 No. B-6181-19/10665-20. But there is no need to specify what kind of part-time job - internal or external.

If the employer transfers a part-time worker to the main job, this information must also be submitted through SVZ-TD. First, part-time dismissal is recorded on one line, and then on the second line, admission to the main job.

How to rename an employer

It is necessary to create a separate line in the SZV-TD form, filling it out as shown in Table 2.

How to correct SZV-TD if an error is detected

If an error is detected in the SZV-TD for a specific employee, you need to send a new report only for him. In this case, you must adhere to the following rules:

  • if you want to cancel information that an employee has submitted an application to maintain a work record book in electronic or paper form, you must use the “X” sign. First, information is entered on the line in the same way as the erroneous entry, and then an “X” is entered opposite it in a special cell. This will mean that the previously submitted information is cancelled;
  • if you need to cancel information from the tabular part, you need to make an entry again in the new SZV-TD, and in the gr. 10 put the sign o;
  • if you need to adjust an entry in the tabular section, you must first enter the canceled entry in the first line and in the column. 10 put the o sign, and then indicate the correct entry in the second line.

The updated instructions for filling out the SZV-K for Crimea provide a special procedure for filling out the report. For policyholders operating in the territory of the Republic of Crimea or the city of Sevastopol, include in the form information about the length of service for the periods:

  • up to December 31, 2014 inclusive - if you brought the constituent documents into compliance with the legislation of the Russian Federation within the period established by law and submitted an application to enter information into the Unified State Register of Legal Entities;
  • up to 12/31/2015 inclusive - in other cases.
