Who rents

The list of cases in which it is necessary to report is given in the order of Rosstat. In accordance with Federal Law No. 89-FZ dated June 24, 1998, data is transmitted by business entities engaged in:

  • collection;
  • accumulation;
  • transportation;
  • processing, disposal and disposal;
  • disposal of waste (except for radioactive waste).

The new form 2-TP (waste) applies not only to legal entities and individual entrepreneurs who directly work in this area, but also to those who produce waste. The type of ownership, tax regime and annual volume of waste do not play a role. In 2021, more MSW management operators, including regional ones, will submit the form.

If a company has a separate division, it must report separately. In addition, the filling instructions from Rosstat directly state that companies in bankruptcy are not exempt from the need to report in Form 2-TP (waste).

The report is provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

What should offices do?

Office workers are sources of waste, not recyclers or collectors. Moreover, they don’t even store it, but hand it over daily to the company with which the export contract has been concluded. Therefore, if a company does not have vehicles transporting waste, waste processing facilities, or does not service a landfill, it does not need to report on this form.

IMPORTANT!

The new order introduced three conditions when Form 2-TP (waste) does not need to be provided. An organization does not submit information if:

  • generates only solid municipal waste weighing no more than 100 kilograms;
  • entered into an agreement with a regional operator;
  • does not carry out activities in the field of industrial and consumer waste management.

To make it easier to prepare a report on paper, you need to:

  1. Register a user’s personal account on the Rosprirodnadzor web resource by linking an email address;
  2. Using the intuitive options provided by the department, fill out form 2-TP (waste);
  3. Check that the document is filled out correctly and send it;
  4. Once it is submitted, the system will provide access to options with which you can print the submitted report;
  5. The document is printed, signed, and sent to the environmental authority by a valuable letter with an inventory and receipt of receipt.

The report must be sent to the territorial body of Rosprirodnadzor at the place of registration of the legal address of the business entity.

The advantage of this sending option is the complete coincidence of information on electronic and paper media. This means that the report will pass the established arithmetic-logical control.

Form and filling rules

The Rosstat order contains instructions for filling out the 2-TP report form. For example, you should not abbreviate the name of the organization or the name and patronymic of the individual entrepreneur. It is also necessary to indicate the full postal address along with the postal code and without abbreviations. It is necessary to indicate all the codes provided in the form:

  • OKUD;
  • OKPO (taken from the Notification of assignment of the OKPO code (identification number posted on the Rosstat website);
  • OKVED (indicate in the free field in accordance with the current classifier of activities);
  • OKATO (specify in the free field).

It is necessary to provide information about all waste, with the exception of radioactive waste, by type separately. The unit of measurement is tons, and rounding depends on the hazard class according to the passport:

  • up to one decimal place - for hazard classes IV and V;
  • up to three decimal places (kilogram) - for hazard classes I, II and III.

Step-by-step instructions for filling out the 2TP-Waste report

Since 2021, filling out reports in the 2TP-Waste form is carried out only on the RPN website, through the new “Personal Account of the Natural Resources User” (when generating a report, a special barcode is generated without which the report will not be accepted).

To fill out a report on form 2TP - Waste, you must complete the following steps:

1. Go to the RPN website to the natural resource user’s personal account https://lk.rpn.gov.ru and log in under your account. If you don’t have an account, register (detailed instructions).

2. Add an organization, fill in the basic fields and click the “Next” button.

3. In the main menu of the natural resource user’s personal account, click on the “My Reports” tab.

6. On the left side, select the first item “Information on the generation, processing, disposal, neutralization, disposal of production and consumption waste.” In the window that appears on the right side, we begin to systematically fill out the required information. We select the territorial body of Rosprirodnadzor to which we will submit the report, the region and the year the report was compiled. After filling out the fields, click the “save” button and move on to the next point.

Go to the “Information about the organization” section and in the window that appears, fill in information about our organization (TIN, OGRN, KPP, Name of organization, etc.

Let’s fill out the section “Information about the organization” and proceed to filling out the next section “Official”. In this section, information about the official responsible for filling out the form is filled out. In this section, fill in such information as Last Name, First Name, Patronymic, position, contact information (mail, phone). Also, if necessary, here you can specify the details of the power of attorney, as well as upload a scan of this document. Having filled in the required fields, click the “Save” button and come to filling out the main sections of the report.

In the fields that appear, select the name of the waste and enter information about the quantity. All indicators characterizing the amount of waste are reflected in the report on the mass of waste in tons and are rounded: accurate to one decimal place - for waste of hazard classes IV and V; accurate to three decimal places (that is, accurate to the nearest kilogram) for waste of hazard classes I, II and III. Information on the amount of waste is filled out based on the primary waste logs (Order of the Ministry of Natural Resources dated December 8, 2021 N 1028). If the logs have not been filled out, then we rely on the accounting documentation for waste delivery (delivery certificates, delivery notes). We sequentially fill in all the fields for the added waste. For most enterprises, the following fields are filled in in the first section:

Name of waste. To fill out this field, select the waste we need from the drop-down list. In this case, the next field “hazard class” is filled in automatically.

Field 1. Availability of waste at the beginning of the reporting year - indicates the amount of waste (including MSW) remaining in the accumulation from the previous reporting period (from last year).

Field 2. Waste generation for the reporting year - indicates the amount of waste (including MSW) generated during the reporting year.

Fields 3-5. Receipt of waste from other economic entities - indicates the amount of waste received from third-party enterprises (these fields are relevant for specialized organizations that receive waste). For most enterprises, these columns are not filled in (we write “0”).

Fields 6,7. Receipt of waste from its own facilities - the amount of waste received by the enterprise from one of the divisions (separate division, branch) of this enterprise located on another site is indicated. Most enterprises do not transport waste from one site to another, but immediately transfer the waste to a special enterprise, so we write “0”.

Fields 8-13. are filled in if there is a possibility of processing, recycling, and neutralization of waste on the territory of the enterprise (the possibility is determined by the availability of appropriate production facilities and a license for waste management). For most enterprises, these columns are not filled in (we write “0”).

Field 14. Transfer of municipal solid waste to the regional operator, tons - information on the volume of MSW (municipal solid waste) transferred to the regional operator is entered in the column.

Fields 15-24. Transfer of waste (except for municipal solid waste) to other business entities - information on the transfer of waste to third parties (except for MSW) is entered in these fields. The selection of the column to be filled is carried out in accordance with the purpose of transferring the waste to a third party and its location.

Fields 25 and 26 are filled in when placing waste at your own accommodation facility. Do not forget that placement means burial and storage for more than 11 months. Most enterprises do not have their own accommodation facilities, which means we write “0” in these columns.

If necessary, we add as many waste items as we have generated during the year using the “+ Add” button.

Practice shows that depending on the region and specific on-load tap-changer employees, the list of waste included in the report may be different. Somewhere they are required to bring in all the waste that passes through the design and permitting documentation, despite the fact that these waste items were not generated during the reporting period. And in some regions it is possible to leave only a list of waste that was generated during the reporting period.

This section is filled out by regional operators; operators in a subject of the Russian Federation in which a regional operator has not been selected; legal entities that have a location facility (solid waste landfill) and therefore do not enter into an agreement with the regional operator. For most businesses, this section is not completed.

And so, if it is a regional operator or a solid waste landfill, then open section 2.

Completing section 2

To add waste items, click the “+ Add” button. In the fields that appear, we begin to enter information about waste. As in Section I, we begin filling out by selecting the type of waste (Name of waste type). After the name of the waste appears, we begin to sequentially fill out the information fields for this waste.

Fill in the following columns:

Column 1. “Availability of municipal solid waste at the beginning of the reporting year” - indicate the amount of MSW at the beginning of the reporting period. Information is entered in total, both for waste accumulated on the territory of the regional operator and for waste accumulated outside it in accumulation sites operated by the regional operator (most likely, this means that information is entered both on the accumulation of its own MSW and MSW from the serviced region)

Column 2. “Generation of municipal solid waste for the reporting year” - indicate the amount of MSW that was generated by the regional operator during the reporting period (only its own MSW)

Columns 3-5. “Receipt of MSW to the regional operator from other economic entities, the population and constituent entities of the Russian Federation” - information on MSW received from third-party organizations and individuals is entered in the columns.

Columns 6-9. “Generation of MSW after processing for the reporting year (waste after MSW treatment)” - information on the volume of waste processed by the regional operator during the primary processing of MSW is entered in the columns.

Columns 10-11. “Processed MSW” - information on the processing of solid municipal waste at the enterprise is entered in the columns.

Column 26. “Storage of waste after processing MSW *” - the column indicates the amount of MSW stored at the enterprise. As we remember, storage is the accumulation of waste for more than 11 months.

Columns 27-28. “Disposal of solid waste at operating facilities for the reporting year”—the columns contain information on municipal solid waste buried at its own facility.

Completing Section III “Information on Operating Waste Disposal Facilities”

We proceed to filling out Section III of the report “Section III “Information on operating waste disposal facilities””. This section must be completed by the owners of accommodation facilities.

The last section of our report is “applications”. In it you can attach documents, explanations and other information that “we” really want to provide to the inspector. This can be done by explanatory notes, scans of documents, quantity calculations, etc. After adding the necessary documents, click the “Save” button.

Click on the “Report” button, after which the “Generate printable form” button appears. After this, a report will be generated that can be downloaded and printed for submission.

The last step is to choose how our report will be sent electronically (an electronic signature is required) or in paper form. The choice of filing option is carried out by clicking the buttons located at the bottom of the report.

Sample filling

The form itself consists of a title and tabular parts. Filling out the title page has no special features.

In section 1, take the code data from the Federal Waste Classification Catalog, approved by Rosprirodnadzor in accordance with Order of the Russian Ministry of Natural Resources dated September 30, 2011 No. 792 (highlighted in red in the example). Be sure to write the text name and hazard class.

Then the movement in tons and balances at the end and beginning of the reporting period are displayed.

Section 2 is filled out by regional operators, so we skip it.

Section 3 should provide information about the operated disposal facilities.

Finally, the form is signed by an authorized employee, the date of completion and email address are specified, and the telephone number is specified.

Main errors according to the on-load tap-changer information

Typical superficial violations when filling out and submitting reports include:
Indication of OKTMO of the respondent, and not the object of the NVOS; Indication of the OKVED code of the respondent, and not the object of the NVOS; Signing of reports by an unauthorized person. Moreover, this applies to both electronic documents and paper documents. ⠀ To reduce their number (or even eliminate them altogether), please pay attention to the following. ⠀ 1. It is the OKTMO of the NVOS facility that is to be reflected in the reporting, which is established in accordance with “OK 033-2013. All-Russian Classifier of Municipal Territories”. The current version of OKTMO can be found on the official website of Rosstat in the “Open Data” section (https://rosstat.gov.ru/opendata/). ⠀ 2. OKVED should also concern only the object of the NVOS, and not the respondent. The code is determined according to “OK 029-2014 (NACE Rev. 2). All-Russian Classifier of Types of Economic Activities”, approved by order of Rosstandart dated January 31, 2014 N 14-st (with subsequent amendments and additions). ⠀ 3. When sending reports, it is necessary to ensure that the official specified in the reporting matches the official specified in the power of attorney, and, of course, the official who signed the reporting. This is all especially relevant for electronic documents, because the situation is trivial when Lozhkin is listed as the signatory, while Petrov’s digital signature is used, and checking the key certificate points to Skvortsova.

Responsibility of respondents

The report is statistical, therefore its untimely submission or failure to submit it is completely an administrative offense, for which, according to the provisions of Article 13.19 of the Code of Administrative Offenses of the Russian Federation, fines are provided:

  • for officials - from 10,000 to 20,000 rubles;
  • for legal entities - from 20,000 to 70,000 rubles.

Individual entrepreneurs are punished as officials. For a repeated violation, the maximum fine increases to 150,000 rubles.

In addition, for errors and incorrect information there is liability provided for in Article 3 of the Law of the Russian Federation of May 13, 1992 No. 2761-1 “On liability for violation of the procedure for providing state statistical reporting.” Officials warn respondents about this right in the header of the form.

Dates and place of delivery

Enterprises must report not to the federal state statistics service, but to the nearest branch of Rosprirodonadzor at their location. The territorial unit also provides consultations (if necessary) and a list of natural resource users who must report.

Data must be submitted by February 1 for the previous reporting year. For example, a 2021 return must be filed no later than February 1, 2019.
