Basic filling requirements
- The application on form P21001 must be filled out in capital letters only (Courier New font, 18 pixels).
- Information about yourself is filled out in full accordance with your passport.
- The TIN of an individual must be indicated in the form, if available.
- It is required to indicate only those OKVED codes (activity codes) that contain at least 4 digital characters.
- On the last page (sheet B), your full name and signature must be filled out only in the presence of a tax inspector when submitting documents.
- There is no need to submit an application for individual entrepreneur registration.
- The applicant's address must be filled out in accordance with the FIAS State Address Register (sometimes it may not coincide with the registration in the passport).
- It is necessary to strictly follow the abbreviation rules for naming address objects.
What is form P21001
As already mentioned, this is an application in accordance with the Order of the Federal Tax Service of Russia dated January 25, 2012 No. MMV-7-6 / [email protected] in the form with the index “P21001”, used for state registration of individual entrepreneurs.
This form, like all the others, was developed by the State Scientific Research Center under the Federal Tax Service of the Russian Federation, put into effect in July 2013, and is used to this day. By 2020, new forms may be adopted, but they have been expected for a couple of years, so for now we are working with what we have.

Section 1. Full name

Indicate each word on a new line: last name, first name and patronymic of the individual. If the middle name is not written in the passport, then it is not indicated. Foreign citizens and stateless persons enter their name twice: in Russian and in Latin.
Section 2. TIN

If you have a Taxpayer Identification Number (TIN), you must indicate it on the form. Otherwise, leave this field blank. In this case, the Federal Tax Service will independently assign it and issue a certificate of tax registration along with the rest of the individual entrepreneur’s documents.
Section 3. Gender
Things are still easier here. The male gender simply puts the number “1”, the female gender simply puts the number “2”.
Section 4. Birth information
First, indicate your date of birth (if for some reason it does not coincide with your real one, indicate the one in your passport). Below, citizens of the Russian Federation fill in the place of birth in strict accordance with the entry in the identity document. Foreign citizens and stateless persons do not enter this data
Section 5. Citizenship
For citizens of the Russian Federation, everything here is also very simple. In paragraph 5, Russians put “1”, foreigners - “2”, stateless people - “3”. Last field 5.1. is intended only for foreign citizens who indicate their country code here.
Transition of individual entrepreneurs to a simplified taxation system
The use of a simplified taxation system is the most popular and beneficial for individual entrepreneurs. In order to switch to this regime or initially start using this particular method of taxation, you must notify the tax authority of your decision by submitting an appropriate application.
An application, or otherwise this document is called a “notification of application of the simplified tax system”, is usually submitted simultaneously with the registration of an individual business. If for some reason it was not possible to do this in parallel with the registration of an individual entrepreneur, then the law, namely Article 346.13 of the Tax Code of the Russian Federation, allows you to “deliver” this application to the tax authority within 30 working days. Otherwise, an individual entrepreneur will be able to switch to a simplified taxation regime only from the beginning of the new calendar year.
This application can be filled out by hand and brought to the tax office at the place of permanent registration of the citizen in person, or you can fill out the application electronically and send it through the tax authority’s website. If an individual entrepreneur has foreign citizenship and does not have permanent registration in the Russian Federation, then documents can be submitted to him at the place of his temporary registration. The main condition is the presentation of a residence permit in the Russian Federation.
What is an application for transition to the simplified tax system?
Notification of the tax authority about the intention to switch to the simplified tax system is expressed in the submission of an application for the corresponding decision of the individual entrepreneur. This form 26.2-1 was approved by order of the Federal Tax Service of the Russian Federation on November 2, 2012. Already at the beginning of 2013, changes were made to increase the “graceful” time period for filing an application to switch to a simplified system from the date of registration of an individual entrepreneur in the Unified State Register of Individual Entrepreneurs. The form to be filled out is presented on one sheet, or more precisely, one page, and itself represents a single title page.

The principles and requirements for filling out form 26.2-1 (notification of application of the simplified tax system) are identical to the requirements for filling out form P21001. This notification can be submitted by an individual registering as an individual entrepreneur, registered and active individual entrepreneurs, as well as organizations.
- In the very top field of the page you must indicate the TIN/KPP. Individuals submitting this notification along with an application for state registration of individual entrepreneurs do not need to fill out these fields. Each cell must have a dash or dash (-).
- Next, indicate the four-digit code of the tax authority. If this data is unknown, you can familiarize yourself with the list of codes of territorial tax authorities on the official website of the Federal Tax Service. On the right side of the same line, you are asked to select a digital value (code) corresponding to the taxpayer’s attribute. The number “1” is selected during the initial registration of an individual entrepreneur or enterprise. The digital value “2” is chosen by those who fill out this notification after the state registration of economic activity. Code value “3” is indicated in case of transition from another taxation regime.
- After the above steps, you should indicate the name of the organization or full name of the individual entrepreneur.
- In the line “switching to the simplified tax system, put the number: For those who intend to switch to the simplified tax system from January of the next calendar year;

- For those who have ceased to be a UTII payer. In this case, the transition to a simplified taxation system may occur not from January 1 of the next year, but from the 1st of the next month of the current year.

Form 26.2-1 must be completed in duplicate. The first copy is taken by the tax representative, and the second copy is marked with acceptance of the notification. The second copy remains with the applicant.

Section 6. Identity document details

Here you must indicate the details of your identity document. For Russians, this is an internal passport (code “21”). Enter the series and number of the passport, date and issuing authority, department code.

In this section of form P21001 you need to indicate the address of permanent registration, incl. even if you are temporarily registered at a different address (place of stay). The temporary registration address is indicated only if you do not have permanent registration.
Let us remind you that the address is entered as indicated in the FIAS State Address Register. Sometimes it may not coincide with the registration in the passport, for example, there is no municipality. And the rules for reducing targeted objects are given in the order of the Ministry of Finance dated November 5, 2015 No. 171n. Be careful! If an error is made in the address, the Federal Tax Service will refuse registration.

Only those foreigners and stateless persons who have received a residence permit or temporary residence permit can register an individual entrepreneur in Russia. Therefore, they must indicate the details of the document allowing them to reside in the Russian Federation. Russians do not fill out this item.

Definition and Application
To register as an individual entrepreneur, individuals need to fill out a special form P21001, which is assigned personal code 1112501 according to the KND. It should be filled out according to a sample that can be downloaded from thematic web resources or found at the stand at the Federal Tax Service.
When entering data into this document, the future entrepreneur needs to monitor its accuracy and reliability. If an employee of the regulatory authority identifies inaccuracies, the individual will have to fill out the application again and submit it for registration.
Russian citizens can submit this form (in two copies) both to the Federal Tax Service at their place of residence and via the Internet on the website nalog.ru.
If a future individual entrepreneur decides to personally visit the tax office, he needs to have his civil passport and a package of documents for registration, which must include a receipt for payment of the state duty.

- In 2021, registration of individual entrepreneurs is carried out according to the new OKVED 2 directory.
- On this page of the application you need to indicate only OKVED codes containing at least 4
digital characters. - If you are not sure that you will be engaged in any activity, then it is still better to add it to the list of applications for opening an individual entrepreneur. You may or may not engage in any activity and there is no additional reporting or penalty for doing so.
- It is not recommended to specify more than 69 codes (including the main one), i.e. as much as fits on one sheet A.
Purchase and installation of an electronic signature (EDS)
To send documents online, an entrepreneur needs to purchase and set up a qualified electronic signature (EDS). The cost of an electronic signature is on average 3,000 rubles, but it may vary depending on its functionality and the specific certification center.
The electronic signature certificate must be installed on your computer. The tax office website has detailed installation instructions. However, you should know that setting up stable operation of the digital signature in conjunction with programs from the Federal Tax Service is not the easiest
. At the same time, tax technical support employees, in response to non-trivial questions, refer to third-party developers.

On the last page of form P21001, the applicant confirms with his signature the accuracy of the information. Next, you need to indicate your email address (the decision of the Federal Tax Service in all cases is sent electronically). If the entrepreneur also wants to receive paper registration documents, he must enter the number “1” in the field below.
The telephone number is indicated without brackets, spaces, or dashes. Russian numbers must start with +7, even landlines.
Signing must be done by hand and only in the presence of a tax inspector (or a notary when submitting documents as an individual entrepreneur through a representative or by mail).

Is it necessary to submit an application for registration of individual entrepreneurs in 2021?
After the application is completely prepared, many future entrepreneurs have a question: does it need to be stitched together somehow? Or can I submit it to the tax authority in this form?
The application instructions do not provide for this type of action. Therefore, there is no need to staple the application. However, to prevent the sheets from scattering by accident, it is recommended to fasten them with a stapler or an ordinary paper clip.
Since stapling the form is not directly prohibited, and yet it was decided to perform this operation, you must follow the general rules for this case:
- Sheet B is filled out in two copies, but under no circumstances should it be filed into a common stack. They must be stored separately.
- After the sheets are sewn together with thread, paper is glued to the tails of the last sheet with the inscription “Numbered and laced ... sheets.” A stamp and signature are affixed.
- One of sheets B, after putting a mark on it indicating receipt of the document for consideration, is returned back to the applicant.

Where to apply
Currently, an application for registration as an individual entrepreneur must be sent to an individual at the place of his registration, that is, registration indicated in the passport.
If registration is not included in this identity card, then the individual can be registered at his place of residence. Attention: an application with attachments can be submitted to the Federal Tax Service (check first, since not all tax authorities accept documents and send them to the MFC) or the territorial MFC to which the individual belongs by registration.
The future individual entrepreneur can submit the document himself or on the basis of a power of attorney through a representative. Individuals also have the option to submit an application remotely:
