The number of trips can vary from shift to shift, so using one document for several days, a week or a month is extremely inconvenient for both the driver and the individual entrepreneur’s accountant. It is issued not for a car, but for a specific driver. Several drivers can take the same car during the day, so records are kept for each employee separately.

When providing taxi services, an individual entrepreneur is required to keep records of issued waybills and store them for at least five years.

Unlike trucks and cars used in business, buses have their own form. This is form PA-1, approved by Order of the Ministry of Transport No. 68 dated June 30, 2000. How long is the ticket issued for?

9. The waybill is issued before the start of the trip, if the duration of the vehicle driver’s trip exceeds the duration of the shift (working day), or before the start of the first trip, if during the shift (working day) the vehicle driver makes one or more trips.

Thus, a waybill is issued:

• for 1 day, if the flight duration is 1 day or several flights are performed per day.
• for 1 flight, if the flight duration exceeds 1 day.

For example, if a driver goes on a long trip across the country, the duration of which is 2 months, then the waybill is issued only before the start of this trip.

As for organizations whose cars return to the parking lot every day, they must issue waybills every day.

Note. Until March 1, 2021, a waybill could be issued for a period not exceeding one month.

Penalties

The Code of Administrative Offenses of the Russian Federation specifies the fine for the absence of a waybill. The recovery amount starts from 500 rubles. Sometimes a traffic police officer may limit himself to a simple penalty. In this case, punishment may follow not only for the absence of a document, but also for errors in its execution.

The legislation clearly defines what fine can be imposed for the absence of a waybill:

• If the driver is responsible for the vehicle, he may be given an order to correct the defects or a fine of 500 rubles.
• If responsibility for the car is imposed on an official of the company, then the punishment for non-compliance with the law will be much more severe. In this case, a fine of 20 thousand rubles is imposed.
• If drivers of cars belonging to a legal entity do not have a waybill, the fine for the organization can reach 100 thousand rubles.

The private entrepreneur who has registered the individual entrepreneur bears full responsibility. Even if he is not a legal entity, he can be punished to the fullest extent of the law.

How to fill it out correctly

A separate voucher must be issued for each vehicle owned by the entrepreneur. The issuance is carried out by the company dispatcher or another person appointed by the manager.

How long to store it

Various regulations establish different storage periods for vouchers whose transportation has been completed:

This is a comprehensive list of required information for 2021. But the tax authorities believe that according to the accounting law the following information is also mandatory:

• type of economic activity (transportation of goods, passengers, etc.);
• unit of measurement of the type of activity (kilometers, number of passengers, etc.);
• positions and signatures of responsible persons.

The requirement to indicate the route on the travel voucher is controversial, and judicial practice in this regard is ambiguous. But it is better to indicate the route to avoid problems when using a simplified waybill.

Otherwise, the employer himself can add information that he considers necessary for work.

The document contains sections on the results of the work of both the driver and the vehicle itself. They can be filled out as desired. There are no penalties for absence. Among the optional details are:

• number of flights completed per shift;

Rules for issuing and maintaining waybills in 2021

The completed document is signed by the dispatcher and the head of the institution or persons authorized by the head. If the company uses a seal (as defined by the charter), then the voucher is sealed. The document is always drawn up in a single copy and handed over to the driver. If the organization decides to use unified forms of waybills, then they will have to be modified taking into account the requirements for the mandatory details of the waybill approved by Order of the Ministry of Transport dated September 18, 2021 No. 152. In particular, the waybill for a passenger car (standard interindustry form No. 3) does not contain any columns on pre-trip and post-trip medical examinations of the driver.
